E13-16001 /2009 DATED : 10.09.2009 Government as per G.O read as 1st above has accorded sanction for the creation of one temporary post of Accountant on Rs.8390-13270 in each Grama Panchayats, which will be filled up by promotion from Upper Division Clerks in the Department subject to the General conditions and the following special conditions, among other things. 1. The newly posted Accountants would be given one month induction training including hands-on-training on use of computers. 2. Those promoted as Accountants will be retained as Accountants for a minimum period of three years except, of course, in case of promotion. 3. Computerisation of PRI Accounts will be initiated along with this process. Governement also ordered that the post of Accountants will be equated to that of Head Clerk in the scale of pay of Rs.8390-13270/-. While issuing a formal order creating the post of Accounatants in each of the 999 Grama Panchayats this office has grouped them as many groups under the heads A,B and C for administrative purpose to indicate the nature of the Accountant post created now like redesignated, upgraded, created as per the order read as 2nd paper above. Government as per G.O read as 4th has ordered that Kerala Institute of Local Administration (KILA) with the technical support of Information Kerala Mission (IKM) will conduct a basic training programme to the Accountants before their posting/appointment, approving the course content proposed for training submitted by this office. Accordingly as per this Office order read as 6th paper 86 Head Clerks and 311 Senior most U.D.Clerks, who have submitted their declaration to work as Accountant and were completed the first phase of induction training have been appointed in various Grama Panchayats. In continuation of this Office order read as 6th the 2nd batch of 297 U.DClerks in Col.I who have undergone first phase of induction training are promoted and 1 appointed as Accountant as per Rule 9 (C) of K.S&SSR 1958 in the scale of pay Rs.8390-13270 and posted in the Grama Panchayats noted in Col.No:II against the re designated/Upgraded/ newly created post of Accountant. Each Handbook contained a general account of the district and its people, census tables and statistics on the area, houses, population, general amenities and distribution of population by livelihood classes for each village and town. The 1961 District Census Handbooks were a distinct improvement on the 1951 volumes. A uniform procedure was adopted for the preparation of the Handbooks. Each Handbook contained three parts as detailed below: Part A. General, dealing with a general introduction about the district, its progress on various fields of general amenities since 1951 and an analysis of population by various demographic charact eristics. Part B. Census data, dealing with the census tables of 1961 pertaining to the district. Part C. Village/Town Directory, dealing with the amenities,Primary Census Abstract down to the level of karasjmuris/desoms in the case of rural areas and blocks and wards in the case of urban areas and number of industrial establishments by type.

    DISTRICT SPATIAL PLAN THRISSUR DEPARTMENT OF TOWN AND COUNTRY PLANNING - GOVERNMENT OF KERALA January 2011 PREFACE Planning is a prerequisite for effective development. Development becomes comprehensive when growth centres are identified considering physical, social and economic variables of an area in an integrated manner. This indicates that planning of villages and towns are to be complementary. Second Administrative Reforms Commission (ARC) while interpreting the article 243 ZD of the Constitution of India states as follows. “This, in other words, means that the development needs of the rural and urban areas should be dealt with in an integrated manner and, therefore, the district plan, which is a plan for a large area consisting of villages and towns, should take into account such factors as ‘spatial planning’, sharing of ‘physical and natural resources’, integrated development of infrastructure’ and ‘environmental conservation’. All these are important, because the relationship between villages and towns is complementary. One needs the other. Many functions that the towns perform as seats of industry, trade and business and as providers of various services, including higher education, specialized health care services, communication etc have an impact on the development and welfare of rural people. Similarly, the orderly growth of the urban centre is dependent on the kind of organic linkage it establishes with its rural hinterland”. Therefore a move of harmonizing urban and rural centres of an area can be said as a move of planned urbanisation of the area. In this context, it is relevant to mention the 74th Amendment Act of the Constitution of India, which mandated the District Planning Committee to prepare a draft development plan for the district.
