SERIES Th~' J.)isll'icl CenslIs Hand book (DCH), compiled by the Census Organization on behalf of the- State Governments. is onc uf the most valuable products of the census. The DCH i~ cons.. tantly referrcd to by planner,;, administrators, acadcrnicians and researchers. It is- inter alia llsed for delimitation of constitucncies. formulation of local level and regional plans and as an aid to District administration. The District Census Handbook is the only publication which provides Primary Census Abstract (peA.) data upto village level for the rural areas and \vard-wise for eack city or town. It also provides data on infrastructure and amenities in village~ and towns etc. The District Census Handbook series Vias initiated during the 1951 cenSHS. It contained important census tables and PC.\ for each village and town of the district. During 1961 Census the scope of the D(;H was enlarged and it contained a descriptive account of the district, admi nistratlYc statistic~, ccnsus taLks and a \'illage and town directory, including peA. The 1971 DCH series was planned in three parts. Pilrt-A related to village and town directory, Part-B to village and town PC. \ and Part--C: comprised analytical report, administrative statistics, district census tahles and certain analytical tables based on peA and amenity data in respect of vtllages. However, in some State,,~Pan -c was confined to district census tables and in a few cases altogether given IIp due to delay in compilation and priming. \ \-hi1e designing the {(Irma! of 1981 DeH series, some new fcatures along with the restruc turing of the [onnats of village and town directory llave been atternpted. .-\t the saine time, comparability with the 1971 data has also been kept in view. .-\11 the amenities except powe r supply in the village have been brought together in the village directory with the instruction tha t in case an -amenity is not available in the referent villagc the distance in broad ranges from the nearest place where th~ amenity is available may be given. The restructuring of the format of the village directory and incorp~rating mO~'e exhaustiv~ data on infrastructure a,;pect particularly in relation to muenities and land-use pattern is expected to further ruect the need of micro level planning for rural areas. It is expected to help not ollIy in local area plannins- but regulating the provision of goods and services as well so as to ll1inillli~t~ the regional irnbalancc,,; in the process of development. Addition ,of nvo nlOre appendices listing the villages where no 3111ellitles arc avaibblc and according to the proportion of scheduled caste and scheduled tribe population to t he population has also been made with this view in mind. The formats of the town directory have also been rrlOdiIied to meet the requirements of the Minimum Needs Programme by providing information on a fe\v new items. The infrastructure of ameni.ties in urban areas of the' country Call be best analysed by taking the class of towns il1to consideration. The addition of the columns on civic adn1inislration status and population in a few statements also serves this purpose. The format of the primary Census abstract for the villages and towns has been formulated in the light of changes in the economic and other questions canvassed through the individual slip of 1981 census. In order to avoid delay in publication of 1~81 DCH series, it has been so designed that Part-A of the volume contains village and town directory and Pad-B, the PCA of villages and towns including the Scheduled Castes and Scheduled Tribes PCA upto Tehsil/Town levels. At the beginning of the DCH a detailed analytical note supported by a number of inset tables based on peA and non-census data in relation to the infrastructure has been introduced to enhance its value. The district and tehsiljpolice station/CD block etc. level maps depicting the boundaries and other important features have been inserted at appropriate placeg to further enhance the' value of the publication. This publication is a joint venture of the State Government and the Census Organisation. The data have been collected and compiled in the state under the direction of Sri . .1\1. Vijayanunni, Director of Census Operations, Kerala on behalf of the State Government which has borne the cost of printing. The task of planning, designing and co-ordination of this publication was carried out by Shri K.G. ~ag, Deputy Registrar General (Social Studies) of my office, Dr. B.K. Roy, Deputy Registrar General (Map) provided the~technica1 guidance in the preparation of the maps.
