Leszek Buszynski The South China Sea: Oil, Maritime Claims, and U.S.—China Strategic Rivalry The risk of conflict escalating from relatively minor events has increased in the South China Sea over the past two years with disputes now less open to negotiation or resolution. Originally, the disputes arose after World War II when the littoral statesÑChina and three countries of the Association of Southeast Asian Nations (ASEAN), Indonesia, Malaysia and the Philippines, as well as Vietnam which joined laterÑscrambled to occupy the islands there. Had the issue remained strictly a territorial one, it could have been resolved through Chinese efforts to reach out to ASEAN and forge stronger ties with the region. Around the 1990s, access to the sea’s oil and gas reserves as well as fishing and ocean resources began to complicate the claims. As global energy demand has risen, claimants have devised plans to exploit the sea’s hydrocarbon reserves with disputes not surprisingly ensuing, particularly between China and Vietnam. Nevertheless, these energy disputes need not result in conflict, as they have been and could continue to be managed through joint or multilateral development regimes, for which there are various precedents although none as complicated as the South China Sea. Now, however, the issue has gone beyond territorial claims and access to energy resources, as the South China Sea has become a focal point for U.S.—China rivalry in the Western Pacific. Products of the mind are often patented, making patents a key currency in the 21st century knowledge-based economy. Many of the world’s patent systems were developed decades or even centuries ago to promote invention of physical goods, and have not evolved to include mechanisms needed to support this expanded role. While emphasis on patenting proprietary invention continues to intensify, so does the adoption of open standards and collaborative business models. Organizations endeavor to find the ideal balance on this continuum of innovation. The importance of sharing, protecting and leveraging intellectual property was a consistent theme throughout IBM’s Global Innovation Outlook, a worldwide conversation with 248 thought leaders from nearly three dozen countries and regions, representing 178 organizations. China Politics Update – July 2014 Premier Li Keqiang paid his first official visit as Premier to London, 16-19 June for the annual UK-China Summit. Li was received by the Queen and held wide ranging talks with Prime Minister David Cameron covering bilateral, prosperity and global issues. They discussed improvement to UK visa services. There was a discussion of economic cooperation covering Chinese investment in UK infrastructure; a clearing bank in London for the RMB; and the concept of EU/China FTA. On foreign policy they discussed Iraq, Iran and Ukraine and regional security in Asia Pacific. They also covered climate change, cyber issues and Hong Kong. A wide range of agreements were signed during the summit from a £12Bn LNG deal between CNOOC and BP to a £400m joint venture on solar energy. The total commercial value was £14Bn. During his speech at Chatham House, Li said “China will work more closely with the UK in infrastructure, manufacturing, urbanization and other areas to increase two-way trade and investment.” In a joint conference, the Prime Minister acknowledged the commitment with China to ensure the growing economic and political ties of the two countries also contribute to much stronger links between the people. General Secretary Xi Jinping presided over a meeting of the Central Leading Group on Financial and Economic Affairs, urging greater efforts to improve energy technology. Analysts said Xi’s leading role in the body implies he has further consolidated his powers. In recent years the key policy coordinating body has been run by the Premier not Party Secretary. -

The Campaign to Kick Polio out of Nigeria

Religion in sub-Saharan Africa is often about saving patients as much as it is about saying prayers. That blend of holy and healthy is on display in Northern Nigeria where the country's religious leadership played a critical role in first preventing and then promoting the campaign to eliminate polio from Africa’s largest population. Dr. Bruce Aylward is the Director of The Global Polio Eradication Initiative. He says people don’t realize just how devastating polio can be – it leaves its victims paralyzed for life. “The acute illness is a very painful disease. The thing that goes unrecognized by many people is that a large proportion of children can actually die of the disease.” Despite decades of vaccination campaigns children are still dying from the disease, particularly in Northern Nigeria. “If you are a polio virus and there is a global war being waged against you, you are going to look for a large, dense population with low immunization coverage, sub-optimal sanitation, and a tropical climate to survive,” says Dr. Aylward. “Those are going to be the keys to your survival and Nigeria had all of those in spades.” The task of defeating the virus got even tougher in 2003 when rumors that the polio vaccine was tainted with sterility drugs and HIV swirled through Northern Nigeria. As concern mounted, Northern Nigeria’s traditional and religious leadership was consulted. Anand Balachandran is the Political Advocacy Officer of the Global Polio Eradication Initiative.
