Eghafona* Introduction Trafficking in Persons (TIP) or Human trafficking (HT) is regarded as a modern form of slavery (UN, 2001). Human trafficking is one of the most egregious human rights violations (Annan, 2001) and violations of human rights are seen to be the cause and consequence of trafficking in persons (UN, 2014). Since 2000, soon after a global treaty to combat HT was adopted, the term modern slavery is now the catch-all term to describe human trafficking, forced labour, debt bondage, sex trafficking, forced marriage and other slave-like exploitation. Human traffickers are said to be motivated by greed, driven by quota, devoid of respect for human rights, preying upon the vulnerable, and damaging the psychological and physical well-being of their victims (Toney-Butler & Mittel, 2019:1). Human Trafficking (HT), especially in women and girls, is the most visible of the categories of modern slavery in Nigeria because of its international dimension. Nigeria has remained a source, transit and destination country for women and children in human trafficking for forced labour and sex trafficking (Okojie et al, 2003; Maicibi 2008; US TIP Report 2019). Although women, men and children may all be trafficked for various purposes, trafficking is often a ‘gendered’ crime. Available evidence suggests that those who are trafficked into the sex industry and as domestic servants are more likely to be women and children (USDOS: 2011; WHO 2012). According to Annan (2001), HT thrives on discrimination against women, especially the increasing “feminization of poverty” and it is driven by organised gangs of traffickers, who ruthlessly exploit their victims for the easy profit they hope to gain. -

It aims to show how name calling and vulgarity as a trademark of language use in the virtual community can pose a threat to national peace and security. Some of the comments that trailed the article deviate from civility, break the conversational and politeness maxims, extend the frontiers of the discourse at hand and inundate it with name calling and vitriolic language. The method used in this paper consists of highlighting the comments and analyzing this discourse using Grice’s Cooperative Principles and Politeness Principles of conversation. The paper concludes that public discourse among the netizens (members of virtual community) has the tendency of degenerating into expletives, discourtesies and disparagement because the public space is a faceless one; hence the comments which have deviated from the norms of civilized discourse pose a threat to religious peace and harmony among Christians in Nigeria and by extension to national peace and security. Legacies of Colonialism and Islam for Hausa Women: An Historical Analysis, 1804-1960 by Kari Bergstrom Michigan State University Winner of the Rita S. Gallin Award for the Best Graduate Student Paper in Women and International Development Working Paper #276 October 2002 Abstract This paper looks at the effects of Islamization and colonialism on women in Hausaland. Beginning with the jihad and subsequent Islamic government of ‘dan Fodio, I examine the changes impacting Hausa women in and outside of the Caliphate he established. Women inside of the Caliphate were increasingly pushed out of public life and relegated to the domestic space. Islamic law was widely established, and large-scale slave production became key to the economy of the Caliphate. In contrast, Hausa women outside of the Caliphate were better able to maintain historical positions of authority in political and religious realms. As the French and British colonized Hausaland, the partition they made corresponded roughly with those Hausas inside and outside of the Caliphate. The British colonized the Caliphate through a system of indirect rule, which reinforced many of the Caliphate’s ways of governance. The British did, however, abolish slavery and impose a new legal system, both of which had significant effects on Hausa women in Nigeria. The French colonized the northern Hausa kingdoms, which had resisted the Caliphate’s rule. Through patriarchal French colonial policies, Hausa women in Niger found they could no longer exercise the political and religious authority that they historically had held. The literature on Hausa women in Niger is considerably less well developed than it is for Hausa women in Nigeria. -

Lessons From Colombia For Curtailing The Boko Haram Insurgency In Nigeria BY AFEIKHENA JEROME igeria is a highly complex and ethnically diverse country, with over 400 ethnic groups. This diversity is played out in the way the country is bifurcated along the lines of reli- Ngion, language, culture, ethnicity and regional identity. The population of about 178.5 million people in 2014 is made up of Christians and Muslims in equal measures of about 50 percent each, but including many who embrace traditional religions as well. The country has continued to experience serious and violent ethno-communal conflicts since independence in 1960, including the bloody and deadly thirty month fratricidal Civil War (also known as the Nigerian-Biafran war, 1967-70) when the eastern region of Biafra declared its seces- sion and which claimed more than one million lives. The most prominent of these conflicts recently pitch Muslims against Christians in a dangerous convergence of religion, ethnicity and politics. The first and most dramatic eruption in a series of recent religious disturbances was the Maitatsine uprising in Kano in December 1980, in which about 4,177 died. While the exact number of conflicts in Nigeria is unknown, because of a lack of reliable sta- tistical data, it is estimated that about 40 percent of all conflicts have taken place since the coun- try’s return to civilian rule in 1999.1 The increasing wave of violent conflicts across Nigeria under the current democratic regime is no doubt partly a direct consequence of the activities of ethno- communal groups seeking self-determination in their “homelands,” and of their surrogate ethnic militias that have assumed prominence since the last quarter of 2000. -

Introduction Background to the Study The belief in an ultimate supreme being has always been a way of life for Africans and the Nigerian people in particular. Religion is acknowledged as a powerful force that has a strong influence on social behavior and human interaction; it is deeply entrenched in the culture of the Nigerian people, and this is largely reflected in the various religious practices amongst the different ethnic groupings in the country. Primarily, religion occupies a unique position in the national development programme of any nation. Therefore, it has been acknowledged as one of the bedrocks of socio-economic and political advancement of many countries in the world. Religion 't exemplifies morals and advocates uprightness and piety, as opposed to sacrilege and profanity. Religion is therefore one of the most powerful social institutions in the social system that is used as an instrument of social cohesion, unity and integration. Amongst the Nigerian people of the west coast of Africa, three religions are dominant: Christianity, Islam, and Traditional religion. However, before the advent of Christianity and Islam, the traditional society had always been characterized by traditional religious beliefs and acts of worship. Every ethnic group in Nigeria at some point practises traditional religion handed down to them by their forefathers. The belief in spirits, witchcraft and extra-terrestrial beings are a common phenomenon among the Nigerian peoples which perhaps influences the belief in the invisible and supernatural world in the affairs of men, so much so that whatsoever may befall a man, be it good or evil, has always been attributed to the doings and makings of the spirit world. -

“When We Can’t See the Enemy, Civilians Become the Enemy” Living Through Nigeria’s Six-Year Insurgency About the Report This report explores the experiences of civilians and armed actors living through the conflict in northeastern Nigeria. The ultimate goal is to better understand the gaps in protection from all sides, how civilians perceive security actors, and what communities expect from those who are supposed to protect them from harm. With this understanding, we analyze the structural impediments to protecting civilians, and propose practical—and locally informed—solutions to improve civilian protection and response to the harm caused by all armed actors in this conflict. About Center for Civilians in Conflict Center for Civilians in Conflict (CIVIC) works to improve protection for civil- ians caught in conflicts around the world. We call on and advise international organizations, governments, militaries, and armed non-state actors to adopt and implement policies to prevent civilian harm. When civilians are harmed we advocate the provision of amends and post-harm assistance. We bring the voices of civilians themselves to those making decisions affecting their lives. The organization was founded as Campaign for Innocent Victims in Conflict in 2003 by Marla Ruzicka, a courageous humanitarian killed by a suicide bomber in 2005 while advocating for Iraqi families. Taxes, Institutions and Local Governance: Evidence from a Natural Experiment in Colonial Nigeria Daniel Berger September 7, 2009 Abstract Can local colonial institutions continue to affect people's lives nearly 50 years after decolo- nization? Can meaningful differences in local institutions persist within a single set of national incentives? The literature on colonial legacies has largely focused on cross country comparisons between former French and British colonies, large-n cross sectional analysis using instrumental variables, or on case studies. I focus on the within-country governance effects of local insti- tutions to avoid the problems of endogeneity, missing variables, and unobserved heterogeneity common in the institutions literature. I show that different colonial tax institutions within Nigeria implemented by the British for reasons exogenous to local conditions led to different present day quality of governance. People living in areas where the colonial tax system required more bureaucratic capacity are much happier with their government, and receive more compe- tent government services, than people living in nearby areas where colonialism did not build bureaucratic capacity. Understanding the Religious Terrorism of Boko Haram in Nigeria
African Study Monographs, 34 (2): 65–84, August 2013 65 NO RETREAT, NO SURRENDER: UNDERSTANDING THE RELIGIOUS TERRORISM OF BOKO HARAM IN NIGERIA Daniel Egiegba AGBIBOA Oxford Department of International Development, University of Oxford ABSTRACT Boko Haram, a radical Islamist group from northeastern Nigeria, has caused severe destruction in Nigeria since 2009. The threat posed by the extremist group has been described by the present Nigerian President as worse than that of Nigeria’s civil war in the 1960s. A major drawback in the Boko Haram literature to date is that much effort has been spent to remedy the problem in lieu of understanding it. This paper attempts to bridge this important gap in existing literaure by exploring the role of religion as a force of mobilisation as well as an identity marker in Nigeria, and showing how the practice and perception of religion are implicated in the ongoing terrorism of Boko Haram. In addition, the paper draws on the relative deprivation theory to understand why Boko Haram rebels and to argue that religion is not always a sufficient reason for explaining the onset of religious terrorism. INTRODUCTION Since 2009, bombings and shootings by the Nigerian extremist group Boko Haram have targeted Nigeria’s religious and ethnic fault lines in an apparently escalating bid to hurt the nation’s stability. A spate of increasingly coordinated and sophisticated attacks against churches from December 2011 through July 2012 suggests a strategy of provocation through which the group seeks to spark wide- scale sectarian violence that will strike at the foundations of the country (Forest, 2012). -

Tribute | 101 Tribute: Hajiya Bilkisu Yusuf and Her ‘Jihad’ of the Heart (December 1952–September 2015) Maryam Uwais MFR Born December 2, 1952 in Kano, Hajiya Bilkisu Yusuf passed away on the 24th of September 2015, in the process of performing the Holy Pilgrimage in Saudi Arabia. In the years between, she accomplished so much that it would be foolhardy to attempt to capture even the essence of her many achievements in one short tribute. Hajiya Bilkisu graduated in 1975 with a BSc degree in Political Science from the Ahmadu Bello University in Zaria, Nigeria, and, after an MA in political science from the University of Wisconsin in the United States, went on to become a journalist par excellence. She obtained an advanced diploma in journalism and international relations at the Moscow Institute for Journalism and International Relations, and became the first female editor of a daily newspaper and weekly magazine in Northern Nigeria. A devout Muslim, a loving mother of two children, an accomplished woman and role model, Hajiya Bilkisu was known for so much more than journalism. Her abiding passion for social justice and public service was manifest in the very many vocations that she successfully facilitated and engaged in over the years. She founded the Girl Child Concern (GCC), advocating for girl-child education to curb the many deprivations that diminish girls’ opportunities and potential, particularly in Northern Nigeria. GCC was a pioneer and shining example of what could be done for adolescent girls: from offering scholarships to indigent girls to organising summer camps, mentoring, skill acquisition and networking activities.
