From the renegotiation of the U.S.–Korea Free Trade Financial and Agreement (KORUS) to inter-Korean summit, it has been quite a year for Korea. Furthermore, Korea has re- confirmed the importance of its strategic partnership Economic with the EU through the 9th EU-Korea Summit held in October.

Outlook 2019 Keeping all these factors in mind, looking ahead is the key to success for gearing up for upcoming year. We can expect bilateral economic links to continue to Korea-EU strengthen in 2019. On the Korean side, the economic situation is nowhere as bad as the headlines would suggest. As Japan already maintained one of the lowest average tariff rates in the OECD and G20, it eliminates customs duties on 97% of tariff lines without much effort, with 90% upon entry into force. Japan maintained tariffs on some of Europe’s primary export interests, e.g. cosmetics, chemicals, clothing or the culturally sensitive leather and footwear (where a 30% tariff peak is phased out over ten years).

On agriculture, Europe’s most offensive interests, e.g. cheese, pork, beef, wine, pasta and chocolates are either phased out through staging or quotas (TRQs), providing half of the export gains in this agreement. Meanwhile, tariff protection on Japan’s ‘sacred’ farm produces – like rice and other crops – will remain.
