Australia's Relationship with China During the Howard
The Man of Steel and The Dragon: Australia’s relationship with China during the Howard Era STJEPAN T. BOSNJAK Thesis submitted in fulfilment of the requirements for the degree of Master of Arts (Research) College of Arts Victoria University 2017 Abstract 1996 was the worst year in the Australian-Chinese bilateral relationship since the Whitlam recognition. Yet in October 2003, Chinese President Hu Jintao became the first non-American head of state to address a joint sitting of Parliament, a deeply symbolic honour. This thesis examines how the Howard Government managed to go from the lows on 1996 to the highs of 2003, using it as a case study for Neoclassical Realism (NCR). NCR shares the same characteristics with other theories of Realism, however it argues that those theories on their own cannot fully explain events. NCR combines the statesman centric role of Classical Realism with the systemic pressures of Neorealism, and contends that both internal domestic and external international factors contribute to a state’s pursuit of its interpretation of its national interests. There are many internal variables that Neoclassical Realists argue impact on a state’s decision making, including resource extraction and domestic interests groups. This thesis focuses on political leadership and contends that John Howard played a central role in improving the relationship. To analyse Howard’s decisions we must examine the political context within which he operated in. Australia’s domestic institutions (including Parliament, political parties, bureaucracies, business and societal elites, the electorate) and its political culture (including Australia’s historical fear of ‘being swamped by Asians’, of bandwagoning with greater powers, and Howard’s own rise to power) shaped and restrained Howard’s responses to changes to the international structure. -

Born in the aftermath of WWII, the program was established by Senator J. William Fulbright in 1946 with the ethos of turning ‘swords into ploughshares’, whereby credits from the sale of surplus U.S. war materials were used to fund academic exchanges between host countries and the U.S. 28 30 Since its establishment, the Fulbright Program has grown to become the largest educational exchange program in the world, operating in over 160 countries. In its seventy-year history, more than 370,000 students, academics, and professionals have received Fulbright Scholarships to study, teach, or conduct research, and promote bilateral collaboration and cultural empathy. In this paired comparison, we go beyond explanations centered on the role of leaders to consider three alternative factors*/ruling party opinion, public opinion and strategic culture. We argue that in both countries the Iraq decision followed the dominant views within the ruling party as well as the dominant strategic culture among the elites. -

In recent months the stock value of companies owning uranium deposits in Queensland has escalated, in the wake of the Federal government deal to sell uranium to China. 11 Diplomacy in the 1990s: Issues for the Washington embassy James Cotton The 1990s was a period in Australian foreign relations and diplomacy book-ended by two major geopolitical events: at the beginning, the destruction of the Berlin Wall and the collapse of socialism in Eastern Europe (though at the same time its resurgence in China), and at the end, the terrorist attacks of September 11. The former led to what appeared to comprise an entirely new international environment, opening the way for many diplomatic and regional initiatives; the latter, according to Richard Clarke’s memoir, was hardly anticipated even at the highest levels in Washington,1 and thus raised problems for a future time, and especially for Prime Minister John Howard who was physically present. This chapter reviews the policy responses of successive Australian Governments to these major changes in the environment, paying particular attention to their consequences for relations with the United States. These policies need to be outlined at the outset since, with the ease of communications and the frequent practice of visiting personal diplomacy by members of government, the activities of ambassadors were highly constrained by the priorities of Canberra.
