Risk Reduction and Management in Escalating Water Hazards: How Fare the Poor? Leonardo Q. Liongson, PhD The article aims to take stock of and rapidly assess the human and economic damages brought about, not only by Typhoon Yolanda, but also by the recent Bohol 7.2 magnitude earthquake and its aftershocks during the period October-November 2013, and comparatively, the most recent typhoons and monsoons (habagat) rainstorm and flood events in the 21st century. It will also cover the positive new steps and efforts of the infrastructure and S&T arms of the national government, and the needed additional steps and tasks which must follow, for alleviating and mitigating the hazard risks of water-based natural disasters, with emphasis on helping and protecting the most exposed and vulnerable to the hazard risks, being the poor sector of the society. The article has emphasized the need for implementing structural mitigation measures in poor unprotected towns and regions in the country, especially under the challenge and threat posed by growing population and climate change. Likewise, non-structural mitigation measures (which have shorter gestation periods of months and few years only, compared to decades for major structural measures) must be provided under the imperative or necessity implied by the structural gap of existing structures to adequately reduce and effectively manage the increasing flood and storm surge hazard risks, caused by growing population and climate change. Solorzano: Digipen Institute of Technology& Northwest Research Associates, Redmond, Washington Abstract Eastern/Central Pacific Hurricane Felicia (2009) Western North Pacific Typhoon Durian (2006) Although the structure of tropical cyclones (TCs) is well known, there are innumerable factors that contribute to their formation and development. The question that we choose to assess is at the very foundation of what conditions are needed for TC genesis and intensification: How does ocean heat content contribute to TC intensity change? Today, it is generally accepted that warm water promotes TC development. Indeed, TCs can be modeled as heat engines that gain energy from the warm water and, in turn, make the sea surface temperature (SST) cooler. Our study tests the relationship between the heat content of the ocean and the intensification process of strong Western North Pacific (WNP) Typhoons (sustained winds greater than 130 knots). We obtained storm track and wind speed data from the Joint Typhoon Warning Center and sea surface height (SSH) data from AVISO as a merged product from altimeters on three satellites: Jason-1, November/December: 25 26 27 28 29 30 1 2 3 4 5 6 Aug: 4 5 6 7 8 9 10 11 12 Jason-2, and Envisat. We used MATLAB to compare the SSH to the wind speeds, The strongest wind for Typhoon Durian occurred when the SSH was below using these as proxies for ocean heat content and intensity, respectively. -

BACKGROUND AND CONTEXT The Scholastics and Brothers Circle (SBC) under the Jesuit Conference Asia Pacific (JCAP) gathers annually and for 2015, disaster risk reduction (ORR) and management was selected as its work theme. In recent years, many countries and communities in Asia Pacific suffered immensely from the impacts of natural hazards-turned-disasters as the usual response systems proved to be ineffective for the scale and intensity of these events. The Asian tsunami in 2004, Cyclone Nargis and the flooding in Myanmar in 2008, Typhoon Ondoy (Ketsana) that triggered floods in the Philippines in 2009, painfully reflect the increasing frequency of extreme weather events in the region. In 2011, an earthquake struck New Zealand, Australia and Bangkok were flooded, and Japan was hit by an earthquake and tsunami that left the country at the brink of a nuclear disaster. -
How HERO Did It
How HERO did it. Now it can be told. HERO is the Ham Emergency Radio Operations formally launched upon the unveiling of the logo design contest winner during the 82nd Anniversary of the Philippine Amateur Radio Association (PARA) Inc. – the Philippine national association for the amateur radio service. Preparations HERO was activated on December 4, 2015 when it became imminent that typhoon Hagupit (local name Ruby) will make landfall somewhere in the Visayas region. It was to be a live test for HERO with Super Typhoon Yolanda in mind. Upon its activation, a lot of traffic was devoted to trying to muster hams on the 40-meter band (the PARA center of frequency on 40 meter is at 7.095 MHz). Members were advised to start building up on their redundant power supplies such as generators, solar panels, batteries and other imaginable means available as power sources. Owing to the large swathe of typhoon Ruby, it was expected to be almost like Haiyan/Yolanda. There were striking similarities. Initially, Districts 4, 5 and 9 as well as Districts 6, 7 and 8 were alerted. Both Ruby and Yolanda came from the lower quadrant of the typhoon belt. Both were packing winds more than 200 kph near the center. Both had huge footprint or diameter, with Ruby estimated to be around 600 kilometers. Both were expected to generate 3 to 6 meters storm surges and were definitely considered dangerous to lives and properties. Government was not leaving anything to chance and there were plans to forcibly evacuate people along the typhoon track especially those in the coastal area. -

Building Disaster and Climate Resilient Cities in ASEAN Draft Finnal Report APPENDIX 8: DAMAGES CAUSED BY NATURAL DISASTERS A8.1 Flood & Typhoon Table A8.1.1 Record of Flood & Typhoon (Cambodia) Place Date Damage Cambodia Flood Aug 1999 The flash floods, triggered by torrential rains during the first week of August, caused significant damage in the provinces of Sihanoukville, Koh Kong and Kam Pot. As of 10 August, four people were killed, some 8,000 people were left homeless, and 200 meters of railroads were washed away. More than 12,000 hectares of rice paddies were flooded in Kam Pot province alone. Floods Nov 1999 Continued torrential rains during October and early November caused flash floods and affected five southern provinces: Takeo, Kandal, Kampong Speu, Phnom Penh Municipality and Pursat. The report indicates that the floods affected 21,334 families and around 9,900 ha of rice field. IFRC's situation report dated 9 November stated that 3,561 houses are damaged/destroyed. So far, there has been no report of casualties. Flood Aug 2000 The second floods has caused serious damages on provinces in the North, the East and the South, especially in Takeo Province. Three provinces along Mekong River (Stung Treng, Kratie and Kompong Cham) and Municipality of Phnom Penh have declared the state of emergency. 121,000 families have been affected, more than 170 people were killed, and some $10 million in rice crops has been destroyed. Immediate needs include food, shelter, and the repair or replacement of homes, household items, and sanitation facilities as water levels in the Delta continue to fall. -

Data Collection Survey for Strategy Development of Disaster Risk Reduction and Management Sector in the Republic of the Philippines Summary Background and Objectives: The JICA cooperation strategy on DRRM formulated in 2008 included the promotion of non-structural measures such as the support for policy making and community enhancement based on the Hyogo Framework for Action (HFA) adopted in 2005 into the conventional cooperation projects mainly focusing on the implementation of structural measures. Since then, both Japan and the Philippines have experienced catastrophic disasters such as the Great East Japan Earthquake and Typhoon Yolanda, and both countries undertook efforts to respond and rebuild from unexpected and extraordinary disasters. Other countries have also experienced several catastrophic disasters, and new frameworks such as the Sendai Framework for DRR (SFDRR) were agreed and some targets to achieve their goals are being discussed through recently conducted international dialogues. From those international trends, several well-known keywords arose such as “Mainstreaming DRR” and “Build Back Better: BBB” which were originally used in Japan.
