Sir/Madam, As you are aware, Ek Bharat shreshtha Bharat(EBSB) programme is being organised in schools all over the country. The EBSB Guidelines issued earlier have been revised. The revised guidelines have been aligned to National Education policy, 2o2o and also to use of toys in education by including specific activities in this regard. Also, a proper system of monthly and alnual reporting has been formulated. The new guidelines also clearly provide for integrating EBSB activities into the education process itself, in accordance with NEp 2o2o. A copy of the revised EBSB guidelines is enclosed. 2. It is requested that the revised EBSB guidelines may be shared with schools for ensuring maximum participation of students in the programme. INTRODUCTION: India is a unique nation, whose fabric has been woven by diverse linguistic, cultural, and religious threads held together in a composite national identity by a rich history of cultural evolution, coupled with a rousing freedom struggle that was built around the tenets of non-violence and justice. The spirit of mutual understanding amidst a shared history has enabled a special unity in diversity, which stands out as a tall flame of nationhood that needs to be nourished and cherished into the future. Time and technology have narrowed down distances in terms of connect and communication. In an era that facilitates mobility and outreach, it is important to establish cultural exchanges between people of different regions, as a means to further human bonding and a common approach to nation-building. Mutual understanding and trust are the foundations of India's strength and all citizens should feel culturally integrated in all corners of India. The idea of a sustained and structured cultural connect between people of different regions was mooted by Hon’ble Prime Minister Shri Narendra Modi during the Rashtriya Ekta Divas held on 31st October, 2015, to commemorate the birth anniversary of Sardar Vallabhbhai Patel. Hon’ble Prime Minister stated that cultural diversity is a joy that ought to be celebrated through mutual interaction and reciprocity between people of different States and UTs so that a common spirit of understanding resonates throughout the country. Towards achieving this, every State and UT in the country would be paired with another State and UT for a year, during which they would carry out a structured engagement with one another in the spheres of language, literature, cuisine, festivals, cultural events, tourism etc. Cultural adoption of the pairedStates/UTs would be followed by all States and UTs. All the States/UTs in India have been paired accordingly. The paired States/UTs would sign MoUs with each other, delineating a set of activities that they would carry out throughout the year. An activity calendar for each pair would be prepared through mutual consultation, paving the way for a year long process of mutual engagement. Such interactions between different P a g e 1 | 83 segments of the population of each pair of States/UTs at the cultural level would generate a spirit of understanding and appreciation amongst the people and forge mutual bonding, thus securing an enriched value system of unity in the nation. NOTE: These guidelines subsume all earlier guidelines/letters/advisory issued by Department of School Educationand Literacy, Ministry of Education, Government of India, from time to time. 2. MISSION OF EK BHARAT SHRESHTHA BHARAT: The mission of Ek Bharat Shreshtha Bharat is as follows: i. To CELEBRATE the Unity in Diversity of our Nation and to maintain and strengthen the fabric of traditionally existing emotional bonds between the people of our Country; ii. To PROMOTE the spirit of national integration through a deep and structured engagement between all Indian States and Union Territories through a year-long planned engagement between States; iii. To SHOWCASE the rich heritage and culture, customs and traditions of either State for enabling people to understand and appreciate the diversity that is India, thus fostering a sense of common identity iv. To ESTABLISH long-term engagements and, v. To CREATE an environment which promotes learning between States/UTs by sharing best practices and experiences. 3. VISION OF EK BHARAT SHRESHTHA BHARAT: • To celebrate the idea of India as a nation wherein different cultural units across varied geographies coalesce and interact with each other; this glorious manifestation of diverse cuisine, wildlife, flora-fauna, music, dance, theatre, movies & films, handicrafts, sports, literature, festivals, painting, sculpture etc. will enable people to imbibe the innate chord of binding and brotherhood. • To make our people aware about the seamless integral hull of the Modern Indian States/UTs spread across a vast landmass on whose P a g e 2 | 83 firm foundations, the geo-political strength of the country is ensured to benefit one and all. • To impress upon people at large about the increasing inter- connectedness between the constituents of various cultures and traditions, which is vital for the spirit of nation building. • To ease out the feeling of ‘stranger in a strange land’ among the people of different states, cultures and traditions living in various states of India. • To induce a sense of responsibility and ownership for the nation as a whole through these close cross-cultural interactions as it intends to build up the inter-dependence matrix unequivocally. • To celebrate the diversity as well as unity of the Nation at the same time. • To generate the vibrance of understanding & appreciation amongst the people and forge mutual bonding to securing an enriched value system of unity in the nation. 4. MATRIX OF PAIRED STATES/UTs The canvas of Ek Bharat Shreshtha Bharat (EBSB) encompasses all the States/UTs and Union Territories of India. ROLES AND RESPONSIBILITIES OF THE SCHOOL EDUCATION DEPARTMENT OF STATES/UTs For the smooth conduct of the activities under EBSB, the Education Departments of the States/UTs are to undertake the following actions: Sl. Rural Development ABSTRACT Tradition is the cumulative heritage of society which permeates through all levels of social organization, social structure and the structure of personality. The tradition which is the cumulative social heritage in the form of habit, custom, attitude and the way of life is transmitted from generation to generation either through written words or words of mouth. It was planned to focus the study on stakeholders of rural development and folk media persons, so that their experience, difficulties, suggestion etc. could be collected to make the study realistic and feasible. The study was conducted in the state of Orissa comprising 30 districts out of which 3 coastal districts, namely, Cuttack, Puri and Balasore were selected according to the specific folk media culture namely, ‘Jatra’, ‘Pattachitra’ , ‘Pala’, ‘Daskathjia’ for their cultural aspects and uses. The study reveals that majority of the respondents felt that folk media is used quite significantly in rural development for its cultural aspect but in the era of Information and Communication Technology (ICT), it is losing its significance. Over the decades, may art forms have been lost to time and it is important to keep the surviving ones alive.

This paper has determined that there is a coherent link between culture and music and that studying the music of different communities gives us valuable insights about their culture and engagement with other communities. Tracing these links between cultures and communities has been established as a useful means of promoting socio-cultural harmony both within and beyond national boundaries, which makes ethnomusicological research important in today’s hostile and populist geopolitical environment. This paper has also explored the efforts made by the Indian government to facilitate the culturala conservation of music and conduct research surrounding it. Whilst efforts made by India surpass those made by other developing countries, it has been found that academia in this sphere has been dominated by ‘upper caste’ narratives at the cost of subaltern ones. The solution to this lies in expanding accessibility and scope of research of these institutions and centers with an aim of making research reflective of indigenous and subaltern cultures.
