Japan proposed the program at the Fifth APEC SME Ministerial Meeting in Kuala Lumpur, Malaysia in September 1998, and was approved as Japan’s APEC project. FY2002 will be the fifth occasion for the program to take place. As Japan continues to struggle with longstanding economic difficulties, business creation of SMEs has been hailed as a key to revitalizing the Japanese economy. Academia-industry cooperation is an extremely promising strategy for facilitating the development of competitive technologies, as well as creating and promoting new business, particularly by SMEs with limited resources. Academia and business, as well as the government, are now closely examining opportunities for promoting such cooperation. Based on such circumstances, JETRO, as part of encouraging SMEs as well as universities and research institutions to create new business through academia-industry cooperation from a global point of view, held the Fifth APEC SME Business Network Promotion Forum: SMEs’ Business Creation through Academia-Industry Cooperation in Koriyama City, Fukushima Prefecture, Japan, in November 2002. SME and academic leaders were invited to the forum as presenters from six economies (China, Korea, Malaysia, Singapore, U.S.A. and Japan). The participants gave not only presentations on specific examples of academia-industry cooperation toward business creation in their economies, but also actively discussed the points of success and challenges of these efforts. This report is audio-typing of the presentations and discussions in the Forum. We hope that it will be of some help for SMEs in the APEC region in their attempts toward business creation through academia-industry cooperation. Finally, we would like to extend our deepest appreciation to all those involved for their cooperation in the successful holding of the Forum. Surveys Reports by the presenters from academia, concerning the current status of academia-industry cooperation in their respective economies as well as case studies by JETRO overseas offices were compiled and distributed as reference material at the Forum. 2. Information Corner for Academia-Industry Cooperation At the Forum venue, 13 presentation counters from universities and supporting institutions engaged in academia-industry cooperation were set up and information was provided on their technology and support systems, which help to promote academia-industry cooperation. 3. Collaboration with the APEC SME and New Business Support Workshop The APEC SME and New Business Support Workshop, another Japan-sponsored APEC project designed for policy-makers in the region to share knowledge and know-how to seek more effective support measures for SMEs and new businesses, was also held timed with the implementation of Forum (Theme: SMEs’ Business Creation through Academia-Industry Cooperation). By attending the Forum, workshop participants had the opportunity to listen to real experiences of SMEs engaging in academia-industry cooperation and exchange opinions with presenters and participating enterprises at the Forum. (See Appendix for participants list.) 5 Fifth APEC SME Business Network Promotion Forum China Minutes of Meeting 【Opening Address】 Masato Akazawa (Executive Vice President, JETRO) It is my honor to deliver the opening address at the Fifth APEC SME Business Network Promotion Forum. I would like to extend my thanks to all our guests for their participation. This Forum was proposed by the Government of Japan at the Fifth APEC SME Ministerial Meeting held in Malaysia in 1998 and was officially approved as an APEC project of Japan. Japan External Trade Organization (JETRO) is the organization in charge of implementing this project. The Forum has been held four times so far, always in Tokyo. Presently Japan’s economy is in an unprecedented crisis. In order to find our way out of it, we must first of all take measures for industrial revival and revitalization of the local economies. Thanks to the collective efforts of all engaged in this project, including the Fukushima Prefectural Government, this, the 5th Forum is the first one to be held not in Tokyo, but in Fukushima. The Fukushima Prefectural Government in particular kindly agreed to co-host the event and has been supporting us immensely from the initial preparation stages onward. I would like to extend my deepest gratitude to Governor Eisaku Sato, who is here today despite his busy schedule. Thank you very much. One of the most important challenges that Japan faces today is how to survive in the present severe economic conditions. In order to solve this problem, it is of vital importance to reinforce the competitiveness of the industry. Against this backdrop, JETRO considers as a matter of great importance the creation of a new type of businesses, including the one that develops internationally, and industries through academia-industry cooperation, taking into consideration not only domestic cooperation between academia and industry, but also academia-industry cooperation between Japan and foreign economies. With this idea in mind, we chose as a theme of this year’s Forum the

Per capire l’innovazione portata da questi computer, utili sia per il gaming che per la programmazione, bisogna dare uno sguardo allo scenario tecnologico di quegli anni. Non fare il Salame! Compra un computer! Negli anni ’80 i computer cominciarono a far parte della vita di milioni di persone e, sia in termini di costi che di dimensioni, erano decisamente alla portata di tutti; in Nord America si assistette a un’impennata per via del crollo del mercato dei videogiochi del 1983, in quanto i genitori erano più propensi a comprare un PC per i loro figli con la quale poter sia giocare che studiare, e in Europa, e molte altre parti del mondo, avevano preso piede ancor prima delle console rudimentali come Atari 2600, Philips Videopac (Magnavox Odyssey 2 in Nord America) o il Coleco Vision.

    Nintendo e i recenti sviluppi sull’emulazione In queste settimane il mondo del retrogaming ha subito una scossa tellurica senza precedenti; il più grande sito di emulazione, emuparadise.me, ha rimosso l’intera sezione download di ROM, ISO e emulatori, decretando così la fine della sua storia, preziosissima nel recupero di titoli che altrimenti sarebbero andati perduti. Dietro a una simile decisione c’è la “minacciaNintendo ” che ha fatto causa ai siti LoveROMs e LoveRETRO per aver violato il loro copyright, in quanto non solo lo stile del sito faceva largo uso delle proprietà intellettuali della compagnia giapponese ma il sito si presentava, più che come un un sito di emulazione, come una sorta di skin somigliante ai canali ufficiali Nintendo o qualsiasi altro store digitale proposto con le console casalinghe (ovviamente, però, il tutto era ceduto gratuitamente). In seguito alla chiusura della sezione download di Emuparadise, la cui unica fonte di sostentamento erano le donazioni volontarie degli utenti, altri siti di emulazione potrebbero far lo stesso per non evitare conseguenze legali e i retrogamer di tutto il mondo riversano la propria rabbia alla responsabile di tutto ciò, che è ovviamente la casa di Kyoto. Ma cosa è in potere della compagnia giapponese e che ne sarà del futuro dell’emulazione? Quali sono i veri effetti che una mossa del genere potrebbe portare alla comunità di retrogaming? Proviamo ad analizzare i fatti che hanno portato a questi nuovi inquietanti eventi. By combining sociological studies of amateur game designers and content analysis of their games, it examines how non-commercial production of games by amateurs allows production of games of different kinds from commercial ones. Keywords non-commercial game, amateur game designer, RPG Tkool 2000, game culture in Japan Recently, scholars of science & technology studies have been paying closer attention to the role of users in technology. In the market economy, users/consumers have been playing usually silent but often decisive roles in shaping many areas of technology. Sometimes users come up with creative uses of a technological product that its manufacturer never imagined (the most consequential unintended use would be the use of airplanes by Al Quaeda as mentioned by Nelly Oudshoorn and Trevor Pinch[]). Attention to users is expected to shed more light on neglected though highly relevant groups in society, like women at home, and to counterbalance hagiographic narratives that make heroes out of prominent engineers. In this post industrial age, the boundary between users and manufacturers need not remain the same. Advancement of information and communication technology might allow more participation of users. In particular, in the area of digital games, everyone used to be an amateur in the time of William Higinbotham or Steve Russell.

    Issue 03 – 2014 Critical Notes THAIANE OLIVEIRA EMMANOEL FERREIRA LOUISE CARVALHO Tribute and Resistance: ANDRE BOECHAT Universidade Federal Fluminense Participation and affective engagement in Brazilian fangame makers and modders’ subcultures This paper proposes a discussion on particular aspects of production and circulation of Brazilian fangames and mods, in an effort to better comprehend these growing phenomena as actual subcultures in the Brazilian context. Although not limited to the following characteristics, we assume that fangames are game productions that are not directly related to profit purposes; also, the production of these games is mainly based upon successful mainstream games. From this hypothesis, we observe that fangames and mods are essentially the result of today’s participatory culture, in which tribute and resistance – two concepts that will be properly treated throughout the paper – are two important engagement forms of the prosumer public. INTRODUCTION: THE THREE WAVES OF FAN STUDIES Since the 1980s, when the phenomenon took visible proportions in the academic research, fan studies have been marked by three distinct periods. In the first period, fan studies were focused on the “fan exaltation” as part of a counterculture that was eager to critically respond to the dominant media culture, mainly the mass media communication. One of the exponents within this period was the theorist Jon Fiske, who pointed out the subversion characteristic of the fan culture that operates through re-appropriations of popular culture products (Fiske, 1992).
