Om innføring av fredingsområder for hummar Fredingsområder for hummar er eit reguleringstiltak som kjem i tillegg til dei meir tradisjonelle tiltaka som utforming av teiner, grenser på tal teiner og fiskeperiodar. Så langt har innføring av fredingsområder for hummar på Sørlandet vist seg å vere svært positivt for bestandsutviklinga i områda. Ifølge Havforskingsinstituttet (Havforskningsrapporten 2014) har hummarbestanden i løpet av en fireårsperiode økt med 245 prosent, og gjennomsnittstørrelsen har økt med 13 prosent. Å opprette fredingsområder er eit av fleire verkemidlar som bidreg til ein meir berekraftig forvalting av hummar. I 2014 inviterte Fiskeridirektoratet landets kystkommunar med i ein prosess for å etablere nye fredingsområder for hummar.

Bakgrunn Stortinget vedtok 8. juni 2017 samanslåing av kommunane Balestrand, Leikanger og Sogndal. Kommunane blir slått saman frå 1. januar 2020. Departementet gav 11.10.2017 fylkesmannen i oppdrag å utgreie grensejustering på bakgrunn av eit innbyggarinitiativ frå Nesse Grendelag i Balestrand kommune datert 20.05.2016. I søknaden frå Nesse Grendelag blei det vist til ei underskriftsliste frå september 2015, der 102 av om lag 120 innbyggarar skreiv under på at Nesse skulekrins burde bli ein del av Høyanger kommune. Nesse Grendelag viser i søknaden til utviklinga i skulekrinsen innanfor område som samferdsle, arbeids- og butilhøve, handel og kommunal tenesteyting, samt folketalsutvikling. Etter grendelaget si vurdering trekker utviklinga i retning av ei flytting av skulekrinsen til Høyanger. Nesse skulekrins har 116 innbyggarar, noko som er knapt ni prosent av innbyggarane i Balestrand. Det aktuelle området utgjer om lag 25 prosent av landarealet i Balestrand kommune.
