Stepping Stones is subject to the laws of the People’s Republic of China. Stepping Stones 2016 Annual Report 13 After School Tutoring Program (ASP) Launched in 2012, the ASP continued to thrive as 279 volunteers, mostly high school students, joined to provide small- group tutoring to around 329 migrant children on weekends. In total, our volunteers gave 1,948 English tutoring sessions throughout 2016.

STOKES is the executive director of the Project 2049 Institute. A 20 year U.S. Air Force veteran, Mark has served in a variety of military and private sector positions. He began his career as a signals intelligence officer with assignments in the Philippines and West Berlin, Germany. After graduate school and Chinese language training, Mark was assigned as assistant air attaché at the U.S. Embassy in Beijing and subsequently as an operations planning officer on the Air Staff.
