BOX 75, PILGRIM'S REST, 1290 1 EXECUTIVE SUMMARY A Phase 1 Heritage Impact Assessment (HIA) regarding archaeological and other cultural heritage resources was conducted on the footprint for the proposed residential township, Tekwane extension 2, on: portion 7 of the farm TEKWANE 573JU, Mbombela local municipality, Kanyamazane. The study area is situated on topographical map 1:50 000, 2531AC WITRIVIER, which is in the Mpumalanga Province. This area falls under the jurisdiction of the Ehlanzeni District Municipality, and Mbombela Local Municipality. The National Heritage Resources Act, no 25 (1999)(NHRA), protects all heritage resources, which are classified as national estate. The NHRA stipulates that any person who intends to undertake a development, is subjected to the provisions of the Act. The applicant, Mbombela Local Municipality in co-operation with WANDIMA Environmental Services, is requesting the establishment of a residential township, Tekwane extention 2 on former disturbed agricultural land. Approximately 92.3473ha will be developed for residential purposes, 1 x business centre, 1x bus and taxi terminus, 14 public open spaces, crèches and churches. The proposed residential township is situated south of the road to Kanyamazane, and north of the Crocodile River running parallel to the N4 national road.

INTRODUCTION In many countries water has been historically considered a “free” resource of unlimited supply that is managed by the state. Users did not pay for the true cost of supplying water and often paid only for a proportion of the cost of transferring, treating and disposing of water i.e. its use was heavily subsidised, (Calder,1999:57). Recent reform of the water services sector in both the North and South has been strongly influenced by neo-liberal views, which have radically altered the provision of water services. The new guiding principles for water services management recognise water as an economic good that should be priced to reflect its true cost because water subsidies distort the market and do not encourage efficient use of water, an important consideration in water scarce countries. It is argued that whilst subsidising infrastructure development and water in many countries was seen as a ‘pro-poor’ policy it was actually anything but, because it was largely the middle classes that benefited.

ES/1034242/1 Abstract Against a context of declining sugar output in South Africa as a whole, the sugar industry in the Nkomazi Municipality of Mpumalanga Province has increased its share of the South African market. It has achieved this despite the transfer of at least 25 per cent of land growing sugarcane into black community ownership through South Africa’s land reform programme. The industry now claims that the majority of land used for sugar cane in Nkomazi is owned by the beneficiaries of land reform. This paper describes a survey of small-scale sugar-cane growers. It presents quantitative data that shows, on the one hand, a process of land concentration and ‘accumulation from below’, visible in the emergence of medium-scale growers, and, on the other hand, a move by the sugar milling company to take more direct control of sugarcane growing through rental agreements with small-scale land-owners.

The site is located within the „Peripheral Development Zone‟ (PDZ), as per the Kruger National Park‟s Conservation Development Framework (CDF). The PDZ has a width of 2km from the Kruger National Park (KNP) boundary in this area. The zoning was approved by the Minister of Environmental Affairs in 2013 and allows for the development of tourist accommodation facilities of up to 240 beds. The study area is located north east of the Malelane Gate on the western bank of the Crocodile River, adjacent to the confluence with the Timfenheni River. Tony Barbour Environmental Consulting was appointed to undertake a specialist Social Impact Assessment (SIA) as part of the Basic Assessment (BA) process. This report contains the findings of the SIA for the BA process. PROJECT DESCRIPTION The proposed Malelane Safari Lodge consists of a 240 bed Safari Lodge with a four star rating in the Malelane Region of the Kruger National Park. In terms of the Private Public Partnership (PPP) agreement with SANParks the developers will build, operate and maintain the resort for 30 years.
