If having a comprehensive list of resources at your fingertips saves you valuable time, then it saves you money as well. Multiply that across hundreds of nonprofits in Berkshire County, and this little booklet can have an impact in the never-ending quest for efficiencies in our sector. Quite a bit of work went into gathering this information and it is by no means complete in its first year. We hope that as each year goes by, more and more resources are added for your benefit. Please note that inclusion in this publication does not imply endorsement by the Nonprofit Center!     Morten Bech Rodney Garratt [email protected] [email protected] Central bank cryptocurrencies1 New cryptocurrencies are emerging almost daily, and many interested parties are wondering whether central banks should issue their own versions. But what might central bank cryptocurrencies (CBCCs) look like and would they be useful? This feature provides a taxonomy of money that identifies two types of CBCC – retail and wholesale – and differentiates them from other forms of central bank money such as cash and reserves. It discusses the different characteristics of CBCCs and compares them with existing payment options. JEL classification: E41, E42, E51, E58. In less than a decade, bitcoin has gone from being an obscure curiosity to a household name. Its value has risen – with ups and downs – from a few cents per coin to over $4,000. In the meantime, hundreds of other cryptocurrencies – equalling bitcoin in market value – have emerged (Graph 1, left-hand panel). While it seems unlikely that bitcoin or its sisters will displace sovereign currencies, they have demonstrated the viability of the underlying blockchain or distributed ledger technology (DLT). Venture capitalists and financial institutions are investing heavily in DLT projects that seek to provide new financial services as well as deliver old ones more efficiently. Bloggers, central bankers and academics are predicting transformative or disruptive implications for payments, banks and the financial system at large.2 Lately, central banks have entered the fray, with several announcing that they are exploring or experimenting with DLT, and the prospect of central bank crypto- or digital currencies is attracting considerable attention.     Time to Rekindle Local Currrency Concept; from Berkshire Trade and Commerce, June 2004 By Susan Witt Those of us living in the Southern Berkshires realize how lucky we are to have the complex of locally owned stores and restaurants that help shape our community. Main Street hums with activity. Consumers know that Great Barrington shops are unique to the Berkshires; a welcome change from the monoculture look and products of franchises. Visitors are surprised by the originality; regulars are proud and loyal patrons. The owners and clerks and chefs and waitpersons are our neighbors and friends. We sit on school boards together, gather at town meetings, and stroll past each other on the River Walk. Our youth prefer to spend free time on Main Street rather than at the mall. They experience and contribute to the vibrancy of our "downtown." Part of what has led to this successful local entrepreneurship is an informed citizenry who understands that keeping dollars local supports the cultural, environmental, and social fabric of the Berkshires. They ask for locally grown food at restaurants; they make weekly visits to the farmer¹s market as a household ritual; and they hire local professionals before distant impersonal firms. Another factor in the success of our local businesses is the plethora of still locally owned and managed banks in the Berkshires. With all of the changes in regulation and the consolidation in the banking industry, a handful of local banks remain in our region‹an important resource for the health of our Berkshire economy. One of those quintessential local bankers, Eugene Hannon, died at the end of April.

Lee* Money norms present a fundamental contradiction. Norms embody the social sphere, a system of internalized values, unwritten rules, and shared expectations that informally govern human behavior. Money, on the other hand, evokes the economic sphere of markets, prices, and incentives. Existing legal scholarship keeps the two spheres distinct. Money is assumed to operate as a medium of exchange or as a tool for altering the payoffs of different actions. When used to make good behavior less costly and undesirable behavior more costly, money functions to incentivize, sanction, and deter. Although a rich literature on the expressive function of law exists, legal scholars have generally confined money to the economic sphere of sanctions and subsidies. This Article attempts to bridge that gap. Money elicits a strong, visceral, and emotional reaction, triggering (and creating expectations of) selfishness, individualism, and self-reliance that is unaccounted for in current legal scholarship. Money norms not only insulate our moral values from market encroachment, but they also prescribe modes of behavior that encourage cooperation and counteract the impulse to act selfishly.

This article attempts to show that there is a demand for irrationality at prices higher than zero. This may change policy implications. Many instances of consumer behavior, such as paying a premium for locally produced and “fair trade” goods, the use of local currencies, and the failure to vaccinate children, are other instances of the means-ends irrationality that Caplan observes in political markets.     LOCAL CURRENCY: POLICY BARRIERS AND SUPPORT 1 Abstract Local currency holds promise for relieving poverty while enhancing social capital and helping communities meet goals. In spite of this, governmental policies have created barriers to its full success. This paper examines local currency from a community development perspective, reviews the policy environment in the United States, and identifies policy changes that can support local currencies. Four major types of local currency–proxy, fiat, local exchange trading systems, and time banks–are described. Federal policy barriers in the U.S. Constitution, statutes, and tax regulations as well as state prohibitions to local currency are examined. Introduction Throughout American history, local communities have promoted the wellbeing of their members by developing and utilizing economic, social, environmental, and human capital (Hallsmith & Lietaer, 2011). Local governments and community-based organizations engage in community development to provide economic opportunities, safe environments, education, and social support (Fisher, 2005; Preston, 1991; Vargas-Hernández & Noruzi, 2010). Two important community development approaches are people-centered and bottom-up (Kang, 2011). People- centered community development emphasizes local control and self-efficacy. Bottom-up community development arises from the citizens and is based on local resources and perspectives. These approaches allow communities to tailor initiatives to their visions and values. In impoverished locales, one of the major challenges of community development is the lack of financial resources (Community Development Foundation, 2010; Weyers & van den Berg, 2006). To the frustration of concerned citizens, there may be resources available in the community–underemployed individuals with available time, vacant lots that could become LOCAL CURRENCY: POLICY BARRIERS AND SUPPORT 2 community gardens, yoga classes with room for more students–yet there is not enough money to engage this capacity (Eisenstein, 2011; Hallsmith & Lietaer, 2011).

    A Complementary Currency: Carlisle, PA Danielle Hoffman Submitted in partial fulfillment of The requirements for the degree of Bachelor of Arts Department of Environmental Studies Dickinson College Carlisle, PA April, 2010 ABSTRACT “Complementary currency” is a term that is used to describe any means of exchange that is used in conjunction with mainstream money. Communities throughout the United States are using complementary currencies to address their unique geographical issues. By studying the three most successful currency models in the United States—the BerkShare of Western Massachusetts, the Ithaca Hour or Ithaca NY, and the time banking—this paper explores how local currencies can be used effectively to build community, stimulate local economies and raise awareness about local and global environmental assets and challenges. Once this foundation is established, this study turns to focus on Carlisle, PA, one of the many small to medium sized towns in the United States that is working to strengthen its community, revitalize its economy, and decrease the environmental impact of its operations. Through interviews with downtown business owners and a survey of community members at two locations, this study seeks to determine if interest in a local currency exists among the Carlisle community.
