Greg Harris SYNOPSIS AS INTRODUCED: Makes appropriations and reappropriations for the fiscal year beginning July 1, 2021. Effective immediately. OMB102 00153 BEM 10153 b A BILL FOR HB2738 OMB102 00153 BEM 10153 b 1 AN ACT concerning appropriations. 2 Be it enacted by the People of the State of Illinois, represented 3 in the General Assembly: 4 ARTICLE 1 5 Section 1. It is the intent of the State that all or a 6 portion of the costs of projects funded by appropriations made 7 in this Act from the Capital Development Fund, the School 8 Construction Fund, the Anti-Pollution Fund, the Transportation 9 Bond Series A Fund, the Transportation Bond Series B Fund, the 10 Coal Development Fund, the Transportation Bond Series D Fund, 11 Multi-Modal Transportation Bond Fund, and the Build Illinois 12 Bond Fund will be paid or reimbursed from the proceeds of tax- 13 exempt bonds subsequently issued by the State. 14 ARTICLE 2 15 Section 1. “An ACT making appropriations”, Public Act 101- 16 0638, approved June 12, 2020, is amended by changing Section 17 52 of Article 12 as follows: 18 (P.A. 101-0638, Article 12, Section 52) 19 Sec. 52. The sum of $446,739,810, or so much thereof as may 20 be necessary, is appropriated from the Federal/State/Local 21 Airport Fund to the Department of Transportation for airport HB2738 -2- OMB102 00153 BEM 10153 b 1 funding as laid out in the CARES ACT Funding for Aviation, 2 including prior incurred costs. 3 ARTICLE 3 4 Section 1. “An ACT making appropriations”, Public Act 101- 5 0638, approved June 12, 2020, is amended by changing Section 6 225 of Article 44 as follows: 7 (P.A. 101-0638, Article 44, Section 225) 8 Sec. 225. The sum of $2,500,000, or so much thereof as may 9 be necessary, is appropriated from the Transportation Bond 10 Series A Fund to the Department of Transportation Opportunity 11 for a grant to the City of Countryside for costs associated 12 with infrastructure improvements to Route 66. 13 ARTICLE 4 14 Section 5. “AN ACT concerning appropriations”, Public Act 15 101-0638, approved June 12, 2020, is amended by adding Section 16 42 and repealing Section 10 and 15 to Article 18 as follows: 17 (P.A. 101-0638, Article 18, Section 42, new) 18 Section 42. The sum of $59,680,944, or so much thereof as 19 may be necessary, is appropriated from the Build Illinois Bond 20 Fund to the Environmental Protection Agency for use pursuant 21 to Section 22.2 of the Environmental Protection Act as HB2738 -3- OMB102 00153 BEM 10153 b 1 authorized by subsection (d) of Section 4 of the Build Illinois 2 Bond Act, including costs in prior years. 3 (P.A. 101-0638, Article 18, Section 10, rep.) 4 Section 5. Section 10 of Article 18 of Public Act 101- 5 0638, approved June 12, 2020, is repealed. 6 (P.A. 101-0638, Article 18, Section 15, rep.) 7 Section 5. Section 15 of Article 18 of Public Act 101- 8 0638, approved June 12, 2020, is repealed. 9 ARTICLE 5 10 DEPARTMENT OF COMMERCE AND ECONOMIC OPPORTUNITY 11 Section 5. The sum of $10,000,000, or so much thereof as 12 may be necessary and remains unexpended at the close of business 13 on June 30, 2021, from a reappropriation heretofore made for 14 such purpose in Article 8, Section 5 of Public Act 101-0638, 15 as amended, is reappropriated from the Build Illinois Bond Fund 16 to the Department of Commerce and Economic Opportunity a grant 17 to the Uptown Theatre for costs associated with capital 18 improvements, including prior incurred costs. 19 Section 10. The sum of $17,000,000, or so much thereof as 20 may be necessary and remains unexpended at the close of business HB2738 -4- OMB102 00153 BEM 10153 b 1 on June 30, 2021, from a reappropriation heretofore made for 2 such purpose in Article 8, Section 10 of Public Act 101-0638, 3 as amended, is reappropriated from the Build Illinois Bond Fund 4 to the Department of Commerce and Economic Opportunity for 5 grants associated with the redevelopment of brownfield sites, 6 including prior incurred costs. 7 Section 15. The sum of $5,500,001, or so much thereof as 8 may be necessary and remains unexpended at the close of business 9 on June 30, 2021, from a reappropriation heretofore made for 10 such purpose in Article 8, Section 15 of Public Act 101-0638, 11 as amended, is reappropriated from the Build Illinois Bond Fund 12 to the Department of Commerce and Economic Opportunity for 13 grants associated with the redevelopment of brownfield sites, 14 including prior incurred costs. 15 Section 25. The sum of $9,289,975, or so much thereof as 16 may be necessary and remains unexpended at the close of business 17 on June 30, 2021, from a reappropriation heretofore made for 18 such purpose in Article 8, Section 25 of Public Act 101-0638, 19 as amended, is reappropriated from the Build Illinois Bond Fund 20 to the Department of Commerce and Economic Opportunity for a 21 grant for the Illinois Science and Technology Park, including 22 prior incurred costs. The sum of $33,581,935, or so much thereof as 2 may be necessary and remains unexpended at the close of business 3 on June 30, 2021, from a reappropriation heretofore made for 4 such purpose in Article 8, Section 30 of Public Act 101-0638, 5 as amended, is reappropriated from the Build Illinois Bond Fund 6 to the Department of Commerce and Economic Opportunity for 7 grants and loans pursuant but not limited to Article 8, Article 8 9, or Article 10 of the Build Illinois Act, including prior 9 incurred costs. 10 Section 40. The sum of $2,200,000, or so much thereof as 11 may be necessary and remains unexpended at the close of business 12 on June 30, 2021, from a reappropriation heretofore made for 13 such purpose in Article 8, Section 40 of Public Act 101-0638, 14 as amended, is reappropriated from the Build Illinois Bond Fund 15 to the Department of Commerce and Economic Opportunity for a 16 grant to the Illinois Medical District Commission for the 17 purpose of fostering economic development and increased 18 employment and the well being of the citizens of Illinois, and 19 for any other purposes authorized in subsection (b) of Section 20 4 of the Build Illinois Bond Act and for grants to State 21 agencies for such purposes, including prior incurred costs. 22 Section 50. The sum of $25,425,171, or so much thereof as 23 may be necessary and remains unexpended at the close of business HB2738 -6- OMB102 00153 BEM 10153 b 1 on June 30, 2021, from a reappropriation heretofore made for 2 such purpose in Article 8, Section 50 of Public Act 101-0638, 3 as amended, is reappropriated from the Capital Development Fund 4 to the Department of Commerce and Economic Opportunity for 5 deposits into the Partners for Conservation Projects Fund and 6 other purposes authorized by subsection (c) of Section 3 of the 7 General Obligation Bond Act or for grants to State agencies for 8 such purposes, including prior incurred costs. 9 Section 55. The sum of $8,688,072, or so much thereof as 10 may be necessary and remains unexpended at the close of business 11 on June 30, 2021, from a reappropriation heretofore made for 12 such purpose in Article 8, Section 55 of Public Act 101-0638, 13 as amended, is reappropriated from the Capital Development Fund 14 to the Department of Commerce and Economic Opportunity for 15 grants to local governments for the acquisition, financing, 16 architectural planning, development, alteration, installation, 17 and construction of capital facilities consisting of buildings, 18 structures, durable equipment, and land as authorized by 19 subsection (l) of Section 3 of the General Obligation Bond Act 20 or for grants to State agencies for such purposes, including 21 prior incurred costs. 22 Section 60. The sum of $5,000,000, or so much thereof as 23 may be necessary and remains unexpended at the close of business HB2738 -7- OMB102 00153 BEM 10153 b 1 on June 30, 2021, from a reappropriation heretofore made for 2 such purpose in Article 8, Section 60 of Public Act 101-0638, 3 as amended, is reappropriated from the Capital Development Fund 4 to the Department of Commerce and Economic Opportunity for 5 grants to local governments for the acquisition, financing, 6 architectural planning, development, alteration, installation, 7 and construction of capital facilities consisting of buildings, 8 structures, durable equipment, and land as authorized by 9 subsection (l) of Section 3 of the General Obligation Bond Act 10 or for grants to State agencies for such purposes, including 11 prior incurred costs. 12 Section 65. The sum of $985,642, or so much thereof as may 13 be necessary and remains unexpended at the close of business 14 on June 30, 2021, from a reappropriation heretofore made for 15 such purpose in Article 8, Section 65 of Public Act 101-0638, 16 as amended, is reappropriated from the Capital Development Fund 17 to the Department of Commerce and Economic Opportunity for a 18 grant to the Chicago Housing Authority for LeClaire Courts, 19 including prior incurred costs.
