Rådet drøftede forslagene til konkrete retningslinjer for medlems- staternes beskæftigelsespolitik i 1998 ud fra Kommissionens meddelelse og de forslag, som formandskabet har formuleret i et dokument, der er udarbejdet på grundlag af de tidligere drøftelser. Formanden konkluderede, at drøftelserne havde været konstruktive, og at der nu var enighed om, hvilken fremgangsmåde der skal følges på EU- plan på beskæftigelsesområdet; denne fremgangsmåde indebærer, at der udformes retningslinjer og foretages en multilateral opfølgning af, hvordan de føres ud i livet, jf. artikel 128 i Amsterdam-traktaten. Der erindres om, at der, når der allerede i år vedtages retningslinjer for beskæftigelsen, er tale om en fremskyndet iværksættelse af afsnittet om beskæftigelse i Amsterdam-traktaten, således som vedtaget af Det Europæiske Råd (den 16.-17. juni 1997). Formanden gav udtryk for, at han ville lade sig inspirere af drøftel- serne på denne fælles samling i Rådet ved den endelige forberedelse af Det Europæiske Råds ekstraordinære møde i Luxembourg. Desuden vedtog Rådet at fremsende den fælles rapport om beskæftigelsen 1997 og resuméet til det ekstraordinære Europæiske Råd, idet begge er godkendt af Rådet. Den fælles rapport redegør for medlemsstaternes fremskridt i gennem- førelsen af beskæftigelsesstrategien fra Essen og opregner de frem- gangsmåder, der i medlemsstaterne har vist sig mest effektive til at fremme beskæftigelsen og afhjælpe arbejdsløsheden. Den fælles rapport er baseret på information fra medlemsstaterne om gennemførelsen af flerårige beskæftigelsesprogrammer samt på re- geringschefernes redegørelser, der er fremsendt efter anmodning fra premierminister Jean-Claude Juncker. Herudover anvender rapporten fælles makroøkonomiske indikatorer og beskæftigelsesindikatorer og gennemgår mulighederne for en mere effektiv evaluering af arbejdsmar- keds- og beskæftigelsespolitikkerne..

Le Gouvernement en Conseil, Vu la loi du 2 juillet 1932 concernant la standardisation des produits agricoles et horticoles et la creation d'une marque nationale; Vu Ie reglement du Gouvernement en Conseil du 18 mars 1988 portant creation d'une marque nationale des vins mousseux; Vu Ie reglement du Gouvernement en Conseil du 4 janvier 1991 relatif aI'appellation «Crernant de Luxembourg»; Arrete: Art. A. Le texte de 1~I}LcleJ.O du reglernent du Gouvernement en Conseil du 18 mars 1988 portant creation d'une marque nationale des vins mousseux est remplace par Ie texte suivant: «La marque nationale est caracterisee par une etiquette de forme rectangulaire, apposee sous forme de contre­ etiquette sur les bouteilles. l.'etiquette porte la mention «Moselle Luxembourgeoise - Appellation Controlee» en lettres noires et les mentions «Marque Nationale» et «Sous Ie controle de l'Etat» en lettres blanches. Le modele de l'eti­ quette est reproduit en annexe. Le nurnero de controle de la marque nationale est indique soit sur l'etiquette susvisee, soit imrnediaternent au-dessus de cette etiquette de facon bien separee de toute autre indication. Dans ce dernier cas, Ie nurnero de controle peut etre suivi du nurnero du lot prevu par Ie reglernent grand-ducal du 8 avril 1991 relatif aux mentions et marques permettant d'identifier Ie lot auquel appartient une denree alirnenaire.» Art.
