States and utilities are moving quickly to suspend utility shut-offs due to nonpayment as low income struggle with the loss of income due to illness and job loss as a result of Coronavirus pandemic. Suspensions are being implemented in 41 states and the District of Columbia as follows:

States that have ordered suspensions and those where the Governor or Cabinet member has requested voluntary suspensions of shut-offs (20):

 States that have ordered suspension of disconnections (16): Arizona, Connecticut, Iowa, Kansas, Louisiana, , Massachusetts, Mississippi, , New York, Ohio, Pennsylvania, Rhode Island, , West Virginia, Wisconsin.

 States where the governor or cabinet member has issued a statement or proclamation urging their utilities to voluntarily suspend disconnections (4): California, Illinois, West Virginia and South Carolina. Note: preliminary reports indicate that all utilities in those states are complying with the request.

Florida: Clay Electric, Lakeland Electric, TECO Energy, Duke Energy, Gulf Coast Electric Cooperative and City of Bushnell 5. Georgia: Georgia Power 6. Hawaii: Hawaii Electric 7. Idaho: Multiple utilities are declaring suspensions of service disconnections 8. Indiana: Duke Energy, Indianapolis Power and Light, Citizens Energy, Indiana Michigan Power, NIPSCO, and Vectren/Centerpoint 9. Michigan: SEMCO Energy, Indiana Michigan Power, Excel (Northern States), DTE and Consumer Energy 10. Minnesota: Xcel Energy and Center Point 11. Missouri: all utilities have suspended shut-offs 12. Montana: Montana Dakota Utilities, Xcel Energy 13. Nebraska: Utilities are reporting suspensions – a list is being put together 14. Nevada: Nevada Energy and Southwest Gas 15. New Hampshire: two of the state’s largest utilities have suspended shut-offs 16. North Dakota: Montana Dakota Utilities and XCEL 17. Oklahoma: Oklahoma Natural Gas and Oklahoma Gas and Electric 18. Oregon: Portland General Electric, NW Natural Gas, Avista, Cascade Natural Gas, Pacific Power, Eugene Water & Electric Board and the City of Ashland. 19. Tennessee: Appalachian Power, ATMOS, Chattanooga Gas, Clarksville Electric, Clarksville Montgomery Electric Cooperation, Electric Power Board, Knoxville Utility Board, Memphis Gas Light and Water, Nashville Electric Service, Piedmont Gas 20. Utah: Rocky Mountain Power, Dominion Energy 21. Vermont: Green Mountain Power, Vermont Gas 22. Washington: Avista, Big Bend Electric Coop, Cascade Natural Gas, Club PUD, Mason PUD, NW Natural Gas, Pacific Power, Puget Sound, Seattle City Light, Skamania PUD, SnoPUD and Tacoma
