The committee is composed of historians of the European Union member countries who work on contemporary history. The Liaison Committee: –gathers and conveys information about work on European history after the Second World War; – advises the European Union on research projects concerning contemporary European history. Thus, the Liaison Committee was commissioned to make publicly available the archives of the Community institutions; – enables researchers to make better use of the archival sources; – promotes research meetings to get an update of work in progress and to stimulate new research: seven research conferences have been organized and their proceedings published.     60 ZuZana Poláčková; Pieter van Duin Montenegro Old and New: History, Politics, Culture, and the People The authors are focusing on how Montenegro today is coming to terms with the task of becoming a modern European nation, which implies recognition not only of democracy, the rule of law, and so forth, but also of a degree of ‘multiculturalism’, that is recognition of the existence of cultural, ethnic, linguistic and religious minorities in a society that is dominated by a Slavic Orthodox majority. In his context they are analyzing the history of the struggle of the Montenegrin people against a host of foreign invaders – after they had ceased to be invaders themselves – and especially their apparently consistent refusal to accept Ottoman sovereignty over their homeland seemed to make them the most remarkable freedom fighters imaginable and led to the creation of a special Montenegrin image in Europe. This im- age of heroic stubbornness and unique martial bravery was even consciously cultivated in Western and Central Europe from the early nineteenth century onwards, as the Greeks, the Serbs, the Montenegrins and other Balkan peoples began to resist the Ottoman Empire in a more effective way and the force of Romantic nationalism began to influence the whole of Europe, from German historians to British politi- cians, and also including Montenegrin and Serbian poets themselves. And what about the present situa- tion? From Indifference to Entrapment deals with the question of how the Netherlands faced up to this challenge during the years 1990-1995. It was during this period that the crisis erupted into armed conflict and the single worst war crime in Europe since the end of World War II took place in the ‘safe area’ of Srebrenica. The role of the Netherlands is particularly interesting, as the country held the EC/EU Presidency during the recognition debate in 1991 and supplied the peacekeeping presence in Srebrenica. The questions addressed in this book include: Did early warning work? What role did the Dutch Presidency (July-December 1991) play in the recognition debate? What motiv- ated the Dutch opposition to the Vance-Owen Peace Plan? Why did the Netherlands become From Indifference entrapped, as symbolised through its isolated peacekeeping commitment to Srebrenica? Finally, what can this story tell us about the ability of small and medium powers to in- fluence international affairs? In addition, any quotation or extract must include full attribution.” Abstract This thesis examines French relations with Yugoslavia in the twentieth century and its response to the federal republic’s dissolution in the 1990s. In doing so it contributes to studies of post-Cold War international politics and international diplomacy during the Yugoslav Wars. It utilises a wide-range of source materials, including: archival documents, interviews, memoirs, newspaper articles and speeches. Many contemporary commentators on French policy towards Yugoslavia believed that the Mitterrand administration’s approach was anachronistic, based upon a fear of a resurgent and newly reunified Germany and an historical friendship with Serbia; this narrative has hitherto remained largely unchallenged. Whilst history did weigh heavily on Mitterrand’s perceptions of the conflicts in Yugoslavia, this thesis argues that France’s Yugoslav policy was more the logical outcome of longer-term trends in French and Mitterrandienne foreign policy. Furthermore, it reflected a determined effort by France to ensure that its long-established preferences for post-Cold War security were at the forefront of European and international politics; its strong position in all significant international multilateral institutions provided an important platform to do so.

    Ukraine: Thinking Together Kyiv, 15-19 May Manifesto This is an encounter between those who care about freedom and a country where freedom is dearly won. This year Ukraine has seen protests, revolution, and a counter-revolution from abroad. When millions of people gathered to press for the rule of law and closer ties to Europe, the Yanukovych regime answered with violence. Vladimir Putin offered the Ukrainian government money to clear the streets and join Russia in a Eurasian project. Yanukovych criminalized civil society, which only broadened the protests. Then the police began to kill the protestors in large numbers. This brought revolution, a shift of political power to parliament, and the promise of free elections. Russian authorities reacted by invading Crimea, sending provocateurs into eastern Ukraine, threatening to dismember the country, and suppressing Russian civil society. Ukraine today, like Czechoslovakia in 1938, is a pluralist society amidst authoritarian regimes, a fascinating and troubled country poorly understood by its neighbors. It is also home to an extraordinary tradition of civil society, and to gifted writers, thinkers, and artists, many of whom, reflecting on the Maidan, have raised in new ways fundamental questions about political representation and the role of ideas in politics. In the middle of May, an international group of intellectuals will come to Kyiv to demonstrate solidarity, meet their Ukrainian counterparts, and carry out a broad public discussion about the meaning of Ukrainian pluralism for the future of Europe, Russia, and the world. The Maidan and reactions to it, in Ukraine and abroad, raise classical and contemporary questions of politics and ethics.

    European Community No. 26/1984 July 10, 1984 Contact: Ella Krucoff (202) 862-9540 THE EUROPEAN PARLIAMENT: 1984 ELECTION RESULTS :The newly elected European Parliament - the second to be chosen directly by European voters -- began its five-year term last month with an inaugural session in Strasbourg~ France. The Parliament elected Pierre Pflimlin, a French Christian Democrat, as its new president. Pflimlin, a parliamentarian since 1979, is a former Prime Minister of France and ex-mayor of Strasbourg. Be succeeds Pieter Dankert, a Dutch Socialist, who came in second in the presidential vote this time around. The new assembly quickly exercised one of its major powers -- final say over the European Community budget -- by blocking payment of a L983 budget rebate to the United Kingdom. The rebate had been approved by Community leaders as part of an overall plan to resolve the E.C.'s financial problems. The Parliament froze the rebate after the U.K. opposed a plan for covering a 1984 budget shortfall during a July Council of Ministers meeting. The issue will be discussed again in September by E.C. institutions. Garret FitzGerald, Prime Minister of Ireland, outlined for the Parliament the goals of Ireland's six-month presidency of the E.C. Council. Be urged the representatives to continue working for a more unified Europe in which "free movement of people and goods" is a reality, and he called for more "intensified common action" to fight unemployment. Be said European politicians must work to bolster the public's faith in the E.C., noting that budget problems and inter-governmental "wrangles" have overshadolted the Community's benefits.

    125 The Schengen Agreements and their Impact on Euro- Mediterranean Relations The Case of Italy and the Maghreb Simone PAOLI What were the main reasons that, between the mid-1980s and the early 1990s, a group of member states of the European Community (EC) agreed to abolish internal border controls while, simultaneously, building up external border controls? Why did they act outside the framework of the EC and initially exclude the Southern members of the Community? What were the reactions of both Northern and Southern Mediter- ranean countries to these intergovernmental accords, known as the Schengen agree- ments? What was their impact on both European and Euro-Mediterranean relations? And what were the implications of the accession of Southern members of the EC to said agreements in terms of relations with third Mediterranean countries? The present article cannot, of course, give a comprehensive answer to all these complex questions. It has nonetheless the ambition of throwing a new light on the origins of the Schengen agreements. In particular, by reconstructing the five-year long process through which Italy entered the Schengen Agreement and the Conven- tion implementing the Schengen Agreement, it will contribute towards the reinter- pretation of: the motives behind the Schengen agreements; migration relations be- tween Northern and Southern members of the EC in the 1980s; and migration relations between the EC, especially its Southern members, and third Mediterranean countries in the same decade. The article is divided into three parts. The first examines the historical background of the Schengen agreements, by placing them within the context of Euro-Mediter- ranean migration relations; it, also, presents the main arguments.
