    PROGRAMME REPORT 3-Days Online Training on Child Centric Disaster Risk Reduction 1. Background Disasters threaten the lives, constitutional rights and needs of the children worldwide. In past two decades India have faced devastating disasters such as Latur Earthquake (1993), Odisha Super Cyclone (1999), Bhuj Earthquake (2001), Indian Tsunami (2004), Jammu & Kashmir Earthquake (2005), Bihar Floods (2008), Uttarakhand Floods (2013), Cyclone Phailin (2013), Chennai Flood (2015), Kerala Flood (2018), and Cyclone Fani (2019). Droughts are slow onset disasters, adversely affecting children and women alike. Karnataka (16 districts) and Andhra Pradesh (4 districts) experienced at least 10 droughts between 2001-2015. During these emergencies, children are especially vulnerable to diseases, malnutrition, and violence and trafficking. Measles, diarrhoea, acute respiratory infections, malaria and malnutrition are the major killers of children during humanitarian crises. In future, vulnerability of children is expected to increase as the intensity and frequency of natural disasters rises. Keeping in view the increasing vulnerability of children from climate change and natural disasters, National Institute of Disaster Management (NIDM), Ministry of Home Affairs, Government of India has established “Child Centric Disaster Risk Reduction (CCDRR) Centre” to mainstream child centric DRR activities through Training, Research, Advocacy and Consultancy. The Centre organised a 3-days online Training Programme on CCDRR in association with Andhra Pradesh Human Resource Development Institute (APHRDI), Bapatla during w.e.f Sept 14-16, 2020. Out of total 17,434 participants of the training programme an overwhelming 2,744 participants were from one single government department namely Women and Child Welfare Department of Telangana. 2. With a population of 1.35 billion in 2018, India was also the world's second most populous country, and is projected to overtake China by 2027. Like the European Union (EU), it is a pluralistic, multi-faith, multilingual (with 22 recognised languages), and multi-ethnic country. Secularism has been enshrined in the Constitution. India's 1950 Constitution provides for a quasi-federal setup: powers are separated between the central union and the 28 state governments. Competences are allocated according to administrative level, between the Union, states or 'concurrently'. The prime minister possesses the country's effective executive power. As 'Leader of the House' in the lower chamber, the prime minister also holds decisive power in deciding the House's agenda. However, the real power of initiating legislation belongs to the government, and the Parliament has no say on foreign affairs. India's Parliament is bicameral: it includes the Lok Sabha – the lower house – and the Rajya Sabha – the upper house. The two houses are equal, but the Lok Sabha dominates in deciding certain financial matters and on the collective responsibility of the Council of Ministers. General elections take place for Lok Sabha members every five years. The last elections took place in May 2019, when Narendra Modi was re-elected as Prime Minister. The Rajva Sabha is a permanent body consisting of members indirectly elected by the states, and it is not subject to dissolution. India has a common law legal system.

By : Editor Published On : 18 May, 2021 11:00 PM IST INVC NEWS New Delhi, International Museum Day falls on 18 May every year.The objective of International Museum Day ,as declared by International Council of Museums(ICOM), is to raise awareness about the fact that, “Museums are an important means of cultural exchange, enrichment of cultures and development of mutual understanding, cooperation and peace among peoples.” The theme for International Museum Day 2021 is ‘The Future of Museums: Recover and Reimagine’. On this occasion, Ministry of Culture (MoC), Government of India organised a series of panel discussions to reflect upon the reimagined priorities of the culture sector especially in the context of the worldwide Covid pandemic, and the role of museums therein. The Minister of State for Culture and Tourism (IC),Shri Prahlad Singh Patel delivered the keynote address at one such virtual program of Ministry of Culture on International Museum Day 2021 today. Highlighting the importance of Culture, Sh Patel said that Culture is a true reflection of development and level of civilisation of a country. India is a storehouse of archaeological treasures and its cultural richness is world famous. However, what we may have lacked ,is excellence in showcasing our boundless culture in the manner it is done abroad . Museums play a pivotal role in showcasing our culture in different ways that interests people. We must createmore cultural spaces for exhibiting our cultural wealth to bring it to the masses,which is also a dream of the Prime Minister Shri Narendra Modi, the Minister urged.
