3-Days Online Training on Child Centric Disaster Risk Reduction PROGRAMME REPORT 3-Days Online Training on Child Centric Disaster Risk Reduction 1. Background Disasters threaten the lives, constitutional rights and needs of the children worldwide. In past two decades India have faced devastating disasters such as Latur Earthquake (1993), Odisha Super Cyclone (1999), Bhuj Earthquake (2001), Indian Tsunami (2004), Jammu & Kashmir Earthquake (2005), Bihar Floods (2008), Uttarakhand Floods (2013), Cyclone Phailin (2013), Chennai Flood (2015), Kerala Flood (2018), and Cyclone Fani (2019). Droughts are slow onset disasters, adversely affecting children and women alike. Karnataka (16 districts) and Andhra Pradesh (4 districts) experienced at least 10 droughts between 2001-2015. During these emergencies, children are especially vulnerable to diseases, malnutrition, and violence and trafficking. Measles, diarrhoea, acute respiratory infections, malaria and malnutrition are the major killers of children during humanitarian crises. In future, vulnerability of children is expected to increase as the intensity and frequency of natural disasters rises. Keeping in view the increasing vulnerability of children from climate change and natural disasters, National Institute of Disaster Management (NIDM), Ministry of Home Affairs, Government of India has established “Child Centric Disaster Risk Reduction (CCDRR) Centre” to mainstream child centric DRR activities through Training, Research, Advocacy and Consultancy. The Centre organised a 3-days online Training Programme on CCDRR in association with Andhra Pradesh Human Resource Development Institute (APHRDI), Bapatla during w.e.f Sept 14-16, 2020. Out of total 17,434 participants of the training programme an overwhelming 2,744 participants were from one single government department namely Women and Child Welfare Department of Telangana. 2. Name of the Programme: Online Training Programme on “Child Centric Disaster Risk Reduction” 3. Date and Time: September 14 -16, 2020, 11.00 am to 1.00 pm (3 Days) 4. Venue: Online (Cisco Webex Platform & Live YouTube Streaming) 5. Total No. of Participants: 6. Aim of Training This 3 Days Training Programme on “Child Centric Disaster Risk Reduction” was intended for officials of Central and State Government, State level sectoral departments, Administrative Training Institutions, Academia and Civil Society Practitioners to help build their knowledge, skills and perspectives towards child centric disaster risk reduction. This will help officials understand and prepare for risk informed planning, sectoral readiness and preparedness for emergencies so as children are not deprived of basic amenities in times of emergencies and disasters. 7. Objectives At the end of this course, participants will be able to: Explain the impacts of disaster on children Can identify and list children rights- national and international for the protection of the children Explain the process of mainstreaming child-centric risk management Describe the life cycle approach and risk-informed approach for child-centric risk reduction Draft and apply strategies for school safety with the engagement of children Explain the Disaster impact on mental health of the Children 8. Course Content This online Course has two modules and contents are inclusive of following aspects related to Child Centric Disaster Risk Reduction: Module -1: Children and Disaster ▪ Covid-19: Do’s & Don’ts ▪ Basic Concepts of Disaster Risk Management ▪ Hazard, Risk and Vulnerability Profile of India ▪ Disaster Impact on Children: Sectoral Overview ▪ Protecting Child Rights in Disaster ▪ Disaster Impact on Children: Sectoral Overview ▪ Impact of COVID-19 on children Module -2: Understanding Child Centric Disaster Risk Reduction ▪ Introduction to Child Centric Disaster Risk Reduction ▪ Reducing Vulnerabilities & Enhancing Capacities of Children: Group Exercise ▪ Life Cycle Approach ▪ Risk-Informed Programming ▪ Protecting Children in Emergency ▪ Child Participation in DRR ▪ School Safety 9. Methodology The medium of instruction was English and Hindi languages. The training was organized using the Cisco WebEx online training platform and the same was also live streamed on YouTube. The methodology was participatory in nature and used inter-personal communication techniques to help make the training more interactive. For better conceptual understanding of the course contents, the experts used the PowerPoint presentations, video clips and case studies of child centric disaster risk management. 10. Learning Outcome The generic learning outcomes of this programme encompass a series of capacities that will allow the participants to demonstrate knowledge and understanding of the role of various stakeholders in child centric disaster risk reduction situations, including both a broad command of the field and a deeper knowledge of specific areas, together with insight into current research and development work and to demonstrate deeper methodological knowledge related to their domain. The 3-days orientation training programme covered the topics i.e., Do’s & Don’ts in Times of Covid-19; Basic Concepts of Disaster Management; Introduction to CCDRR; Life Cycle Approach & Disasters and Emergencies; Mental Health of Children in Times of Disasters & Emergencies; School Safety with Special Focus on Covid-19. The sessions were inclusive and encompassing of understanding and providing an overview of sectoral impacts of disasters & emergencies on children, child rights, national & international commitments to children, the processes of CCDRR along with mainstreaming approaches emphasizing and building knowledge on Risk Informed Programming to achieve Child Centric DRR. The best domain experts on the above subjects Prof. (Dr.) Santosh Kumar, Dr. Kumar Raka, Shri Ranjan Kumar, Dr. Balu I. and Ms. Namrata Sharma conducted training sessions flawlessly in an efficient manner. 11. Proceedings of the Training Programme Day-1 During inauguration of the training programme, Shri Ranjan Kumar, Programme Associate welcomed the experts and participants. Keynote address was given by Dr. Kumar Raka, Programme Officer, CCDRR. Prof. Santosh Kumar, senior most faculty of NIDM also intervened with his Special address to the participants. The 1st technical session on ‘Do’s and Don’ts in Times of Covid-19’ was delivered by Shri Ranjan Kumar, Programme Associate, CCDRR. Thereafter, Dr. Kumar Raka discussed ‘Basic Concepts of Disaster Risk Management’ with the participants in 2nd technical session. He explained the concepts like risk, mitigation, preparedness, prevention and vulnerability with real life examples. The participants actively participated in the session. This was followed by a Q & A session; where in queries of participants were handling by Dr. Kumar Raka. An overwhelming 7,319 participants attended the programme via Cisco Webex and YouTube and gave excellent feedback about the contents of the programme and the way of explaining and interaction. Day-2 The second day of the training programme began with recapping of proceedings of first day and the queries raised by participants were handled by Ms. Nazia APHRDI. Followed by the recapping, Dr. Balu I., Programme Associate, CCDRR took sessions on ‘Introduction to CCDRR’ and ‘Disaster Impact on Children’. During his session, he discussed about the CCDRR and elaborately discussed life-cycle approach, participatory methods for protecting children in general and also during the Covid-19 pandemic. He also discussed about the disaster impact on children health, education, mental health, social life etc. in 2nd session of the day ‘Disaster Impact on Children’. About 5,801 participants actively attended the 2nd day training programme via Cisco Webex and YouTube. Day-3 The last day of the programme also began with recapping of proceedings of 2nd day and queries raised by participants were handled by Ms. Nazia of APHRDI. The 1st session of final day of training was taken by Dr. Balu I, Programme Associate, CCDRR on ‘Child Rights and International Commitment’ wherein he discussed national and international laws and commitments with specific focus on UNCRC (United Nations Convention on Rights of Children). The 2nd session on ‘School Safety with Special Focus on Covid-19’ was taken by Shri Ranjan Kumar, Programme Associate, CCDRR. He discussed safety and security aspects of children within schools in general and also reopening of the schools after Covid-19 pandemic. About 4,314 participants attended the 3rd day training on Cisco Webex and YouTube. The three days’ online training programme was concluded with summary report by Ms. Nazia of APHRDI; oral and written feedback was also obtained from the participants. ‘Concluding remarks’ was given by Shri Ranjan Kumar, Programme Associate, CCDRR followed by ‘Vote of thanks’ by Ms. Nazia of APHRDI by thanking both the institutions, the experts/ speakers and all the participants who actively participated and shared their knowledge and experiences during the training programme. 12. Key Take Away It is learned from the training that it is essential to conduct for health department officials considering the Covid-19 situation. Disaster risk management for children should be prepared for each disaster separately. Documentary movie on CCDRR activities practiced within the country should be prepared. Understanding about the 5 stages of child-life and how they are impacted during a disaster as well as effective practices to reverse the effects of disaster. Since March 2020, the industry has been struggling to manage its statutory and capital expenditure obligations.     July 28, 2021 – Wednesday Key Developments Parliamentary panel: Stimulus package for economy, MSMEs inadequate; detailed study on MSME losses must Even as the government had announced a stimulus package last year for the economic revival post-Covid, it has been “found to be inadequate as the measures adopted were more of loan offering and long-term measures instead of improving the cash flow to generate demand as immediate relief,” said a report by the department-related Parliamentary Standing Committee on Industry tabled in Rajya Sabha on Tuesday. The report noted that in the process of economic recovery post-first wave of the pandemic, the second wave even more vigorously ripped the economy particularly the MSME Sector. The Committee recommended the government to “immediately come out with a larger economic package aimed at bolstering demand, investment, exports, and employment generation to help the economy, including MSMEs.” The government had last year launched the Rs 3 lakh crore Emergency Credit Line Guarantee Scheme (ECLGS) — as part of the Rs 20 lakh crore stimulus package – equivalent to 10 per cent of India’s GDP – to help MSMEs recover from the Covid impact.
