Banverket’s Annual report 2009 The Annual Report Banverket must submit an annual report to the Government not later than 22 February each year, in accordance with the ordinance on annual accounts and budget documentation (2000:605). The accounts must refer to the most recently completed financial year, in this case 2009. Some figures are accompanied by additional figures in brackets. Unless otherwise indicated the figures in brackets are the figures for the previous year. Bengt Holgersson Governor of the County Administrative Board in the region of Skåne was appointed head of the Com- mission. This report will be subject to a public review and will serve as one of the inputs to a forthcoming climate bill in 2008. The author have the sole responsibility for the content of the report and as such it can not be taken as the view of the Swedish Government. This report was originally produced in Swedish. It has been translated into English and the English version corresponds with the Swedish one. However, one chapter with specific proposals for changes in Swedish legislation was not translated, nor were the appendices translated. Hence, these are only available in the Swedish original version. Enligt sjölagen (1994:1009) ska alla skepp registreras och förvärv av skepp eller andel i skepp skrivas in i fartygsregistrets skeppsdel. För båtar har inrättats ett båtregister. Med skepp avses fartyg, vars skrov har en största längd av minst tolv meter och en största bredd av minst fyra meter. Annat fartyg kallas båt. Övergångsvis har inte endast skepp hänförts till fartygsregistrets skeppsdel, utan även fartyg i vilket inteckning beviljats före den 1 januari 1976. Varje båt som är avsedd att användas yrkesmässigt till befordran av gods eller passagerare, till bogsering eller bärgning, till fiske eller annan fångst eller till uthyrning till allmänheten, ska införas i fartygsregistrets båtdel om båtens skrov har en största längd av minst fem meter. Även mindre passagerarbåtar ska införas om de är konstruerade för att föra fler än tolv passagerare. Skeppsnamn kan efter ansökan förbehållas sökande samt förbehållet skrivas in i fartygsregistret. Förbehållet avförs ur registret om det inte använts för registrerat skepp inom fem år. Statsskepp, d.v.s. skepp som ägs av staten och är avsedda uteslutande för statsändamål, ska inte registreras, men dess namn får efter särskild anmälan av förvaltande myndighet föras in i fartygsregistret. Skepp under byggnad i Sverige kan föras in i fartygsregistrets skeppsbyggnadsdel. I registrerat skepp eller skeppsbygge kan ägare, som vill upplåta panträtt, hos Transportstyrelsen få inskrivning av visst belopp i egendomen - inteckning.
