Enabling a Transition to Sustainable Energy Alternatives in the Caribbean Caribbean Sustainable Energy Program (CSEP) Final Meeting Barbados, September 24, 2013 The OAS in the Caribbean • OAS - Hemispheric Multilateral – 34 member states • Priorities – Democracy, Human Rights, Security and Development • Representative Offices in the Caribbean • Partnerships to support sustainable development in the region Caribbean Energy: What’s the Problem? • Nearly 100% of the electricity and transportation in the Caribbean is fueled by imported petroleum products (T&T is the exception) • High levels of indebtedness • Some of the highest electricity prices in the world • Environmental impacts associated with diesel generators and transportation fleets have negative effects on the environment and tourism economy • Limited competition among electric utilities 3 Energy Mix of Target Countries Source: REEEGLE 2007-2011 OAS: Caribbean Technical Assistance – Caribbean Sustainable Energy Program (CSEP) [EU supported]: National Energy Policies and Project Implementation (OECS countries and The Bahamas) – ECPA Caribbean [USA DOS supported]: Pilot Projects; Interconnection studies; MDO dialogue; university partnerships; training – US-Brazil Biofuels Partnership [USA DOS supported]: Policy development and TA (Haiti, DR, St. Kitts and Nevis, Jamaica) – Geo-Caraïbes: Geothermal development (Dominica, St. Lucia, St. Kitts and Nevis, plus SVG and Grenada) – Solar water heater lending (Grenada and St. Lucia) 5 What is CSEP? Regional Initiative: to promote the development and use of renewable energy and energy efficiency in the six independent states of the OECS and the Bahamas (Antigua & Barbuda, St. Vincent & Grenadines, Grenada, Bahamas, Dominica, St. Lucia, St. Kitts & Nevis) Duration: 54 months (October 2008 – April 2013; designed for 36 months, extended to 54) Project Funding: €1.4MM (EU) + €0.570MM (partners in-kind) CSEP on-Line Platform http://www.oas.org/en/sedi/dsd/Energy/CSEP.asp CSEP Approach… POLICY FRAMEWORK Development of National Energy Policy and Sustainable Energy Action Plan POLICY FRAMEWORK IMPLEMENTATION Market Reform Actions Transformation of Energy markets to be more favorable for Sustainable Energy Policy Development Bahamas Dominica (NEP Antigua (NEP/EAP 2013?) St. Kitts and 2013?) Grenada and Nevis Barbuda (NEP 2011, Saint (NEP (NEP and EAP 2013?) St. Vincent Lucia 2011) SEP 2011) and the (NEP 2011) Grenadines (NEP 2009 and SEAP 2010) Regulatory Development Dominica (Legislation and Regulations for the Development of Alternative Energy 2010) Saint Lucia (Final draft Geothermal Resource Develop. Bill 2012) Capacity Building and Awareness • 1st Eastern Caribbean Geothermal Conference (2009) • Regional Energy Auditing Workshop (2010) Energy • Sustainable Energy Tour to Vienna and Brussels (Sep Desks 2010) Utility • RE/EE Workshop and a tour to NREL facilities (2011) managers • Caribbean Renewable Energy Forum (2009, 2010, 2011) • Dialogue on Energy Efficiency Standards and Labelling Schemes (2011) • Certified Energy Manager course (2012) Ministries of Education • Teaching Sustainable Energy for Caribbean Educators Workshop (2011 and 2012) • Consultation and workshop for financiers: Financing Sustainable Energy in the Caribbean (2012) Financial • Energy efficiency designs for office buildings (2013) institutions Bureau of Standards Capacity Building and Awareness Support the 2011 CARICOM Energy Week (e.g. energy awareness fairs, school project competitions, seminars, and the creation of public announcements that were broadcast on radio and television) An Energy Expo held on South River Road, Students of Christ The King School touring the PV Saint Vincent system at Mill Reef Club Antigua. Capacity Building and Awareness Goal: Deliver direction to technical experts (e.g. Bureau of standards officers, architects, engineers) on how to overcome common challenges linked to implementing EE measures and using RET in buildings. Outputs: Training: Regional Workshop on Energy Efficiency Designs for Office and Public Buildings in Tropical Climates. Workshop, Feb 28 – Mar, 2013. Saint Lucia Publication: Energy Efficiency Guidelines for Office Buildings in Tropical Climates • Guidance on opportunities and challenges linked to the use and deployment of EE measures and RE conversion technologies in office and public buildings in the Caribbean Region. • show examples of implemented measures that are suitable for the given climate, and their effects on the building’s energy balance. Access to Financing Goal: Provide understanding of sustainable energy technology (SET) and guidance to overcome the current hurdles that limit investments in RE/EE projects Outputs: Training: Consultation and workshop for Caribbean financiers Publication: Financiers’ Guide on Sustainable Energy Workshop, Nov. 26-27, 2012. Saint Lucia Lending in the Caribbean • Serve as a primer for Caribbean financial institutions (FIs) that may be interested in providing capital for sustainable energy projects. • Assist financiers in the development of sustainable energy lending products, and prepare them to explain the benefits of sustainable energy technologies (SETs) investments to their customers. • Provide insights on the barriers to investing in SETs and showcases how other FIs structure their lending. Education and Awareness Goal: Train science teachers to educate school students on the importance of renewable energy and use of energy more efficiently. Outputs : Training: Regional workshops for science curriculum officers and teachers 1st Regional Workshop. Sep. 2011 2nd Regional Workshop. Sep. 2012. Saint Lucia Saint Kitts and Nevis 1st Regional Teacher’s Training.
