In the wake of WHO’s report on pollution in which Delhi is dubbed as the most polluted city in the world, the Lieutenant Governor Najeeb Jung has on May 16 constituted a high-powered committee to look into pollution levels in the city. The panel will specifically look into pollution caused by growing number of vehicles on the roads of the National Capital and pollution levels in Yamuna because of outpouring of industrial and sewer waste in river. The L-G has asked the committee to examine all aspects of pollution, its causes, its levels, and steps required to check pollu- tion in the city of Delhi. As per the directions issued to the committee, they are required to suggest both long term measures to be adopted to the tackle the issue of pollution in Delhi. The panel has to submit a comprehen- sive report with viable solutions to check pollu- tion in the city within one month. The panel will be chaired by Chief Secretary and will Special CP (traffic), Delhi Police, Com- missioner (Transport) and Additional Secretary (DPSS) as its members. Post WHO report, the L-G chaired a meeting over the issue last week after which the depart- ments concerned were directed to take adequate measures to check corruption. Mere constitution of a council will not help as this will give these quacks an opportunity to register themselves and go on practicing it with impunity. To restrain or scan them the Government must develop a mechanism to scan them through exams”, stated Khandelwal. Those who are dabbling in this system have con- tested the claim made by the ministry saying the right of electrohomeopath practitioners are well protected under article 19(1)(g) of Constitution of India. Since electropathy is working with the aim of promotion, development and research, at this stage no law can be enacted by the Parliament to restrain it. The gravity of the matter can be gauged from the fact that of the one lakh practitioner, only five are found to be qualified with proper knowledge of electropathy. This situation exists because it does not come under the purview of either the central or any state government medical Act. In the absence of a proper law to govern this sys- tem, the worst sufferer are those villagers who often get trapped by the machinations of quacks. While recognition to this system is still under considera- tion of the ministry, there seems to be no light at the end of the tunnel for the practitioners of this system of medicine, said Khanelwal. Though there is no law supporting electrohomeo- path, several high courts have ruled that the practi- tioners need not register themselves under Indian Medical Council Act 1956.
