NAME AND CONSTlTUTION 1. The name shall be "CHESHIRE RUGBY FOOTBALL UNION" hereinafter called "the County Union." 2. The County Union shall be in Membership with the Rugby Football Union. 3. The object of the County Union shall be the furtherance of the interests of Rugby Union Football. 4. The County Union being the constituent body for the Cheshire Area duly appointed by the Rugby Football Union, shall act as such consti­ tuent body. The expression "the Cheshire Area" has such meaning as on request may be assigned to it by the Committee of the Rugby Football Union. MEMBERSHIP S. Tbere shall be eligible for Membership of the County'Union: (i) Rugby Football Clubs, including school cbbs, in the Cheshire Area (hereinailer referred to as "clubs"). (ii) The Liverpool and· District Rugby Union . Referees' Society, the Manchester and District Rugby Union Referees' Society and any other Society of Rugby Union Football referees approved by the Com­ millee of the County Union (hereinafter referred to as "societies"). 31 (iii) Individu';ls. Provided that: (a) No club. society or individual shall be eligible for membership which or who (unless preyiously reinstated) has been expelled from membership or, being a playeT or official of a club or society. is under suspension by the Committee of the County Union (hereinafter referred ta as the "Committee"). or the Rugby Football Union. or has committed aoy aet of profes­ sionalism as specified in the RuIes .for the time being as to Professionalism of the Rugby Football Union. (b) An individual member must be a member of a Rugby Football Club or Union which itself is a member of the Rugby Football Union. (c) Every candidate for election must be proposed and seconded by or on behalf of IWO Members cntitled ta vote by notice in writing given to the Hon. Secretary. Elections shall be by the Commit tee, and upon demand of any rnember of the Committee present elections shall be by ballot.

Honorary Life Members may be elected al aoy General Meeting upon the recommen­ dation of the Committee provided that notice of intention to propose them bas been included in the Agenda sent with the notice convenin!! the meeting. 32 PRIVILEGES 7. Officers. Members of the Committee and ail individual members shall be entitled to free admission to aIl County matches and County Trial matches played in the Cheshire area except divisional replays and semi-finals and finals of tbe County Championships, and other matches under the auspices of the Rugby Football Union, such as English Trials or other County Finals.

OFFICERS 8. The Officers of the County Union shall be a President. Past Presidents, Senior Vice-President, Vice-Presidents (of whom tbere shall be not more than four), the Rugby Football Union County Representative, an Honorary Treasurer, an assistant Honorary Treasurer. an Honorary Secretary and an assistant Honorary Secretary (hereinafter referred to as "Hon. Treasurer." "Assistant Hon. Treasurer" "Hon. Secretary" and "Assistant Hon. Secretary" respectively). 9. The Officers and other members of the Committee for the l ime being in office shaH retire at the dose of the ADnual General Meeting in every year and the meeting shall elect Officers and members of the Committee for the succecding year. Retiring Officers and mernhers of the Corn· mittee shaH be eligible for re-election. Election shall be decided by a majority of those voting. If no Hon. Secretary shall be elected, the retiring Hon. GENERAL MEETINGS 18. The Hon. Substitutes will be entitled to attend meetings of the Committee provided that the name of tbe Substitute to serve as the member of the Commiitee he submitted in writing under the band of the appointing Club President, Chairman or Secretary to the Hon. Secretary of the County Union not less than seven days before the date of the meeting at which the Substitute intends to be present. In the event of a Club or Society representative being unable to continue as a member ·of the Committee during a particular year, the club concemed should submit, in writing, under the band. of the appointing club President, Chairman or Secretary to the Hon. Secretary of the County Union, the name of its new iepresentative at least fourteen days before a meeting ofthe Committee. 30-. ne Committee sball have the power to co-opt further members, but sucb co-opted members sbaIl not be entitled to vote. 31. DlSCIPLINARY POWERS 40. The Committee shall have power to expel, suspend, punish or admonish aoy member, or official or member of a club in membership with the County Union, for infringement ofany of these Rules or of the La ws of the Game of the Rugby Football Union or for conduct which in the opinion of the Committee is prejudicial to the interests of the County Union or of Rugby Football or who has ceased to be eligible for membersbip under Rule 5, and to rcinslate any member so expelled or suspended. 41. The powers un der the La ws of the Game and the Rules as to Professionalism of the Rugby Football Union which the Committee of the Rugby Football Union shall from time to time delegate to the County Union as a constit­ uent body under the Rules of the Rugby Football 42 Union shaU he exereised on behalf of the County Union by the Committee. 42. Ail clubs in memhership with the County Union, school clubs excepted, shan each year before September !st send to the Sectetary of the County Union an audited Revenue Account and Balance Sheet made up to the end of its last llnancial year; in cases where a club's gross annual income is fl,500 or more its. auditor shall he a Chartered Ac:countant. 53 aULES OF nIE CHESHIRE CCP COMPETITION 1, That the Competition be caJled "The Cheshire Cup". . . 2. AIl Clubs who are full members of the Cheshire R.F;U. shall be eligible to enter providing Amlual Subscription has been paid to the Cheshire Union. . 3. There will be an entry fee ofU. 4. The competing teams shall be bona-lide members of the Club represented by such teams. Members of other Clubs shall not be enrolled for the special purpose of playing in any Tie, and no player May play for a club com~ m the Cheshire Cup who has prevJous!y played for another Club in the same cOlllpetition or any other County Cup or John Player Cup Competition in the same season. S. TheTiesfortheCompetitionshallbedrawn and the matches played by the dates determined by the Committee. The lirst drawn Club in each Tie (other than the Final) shall have choice of ground. The Final will be played on a ground decided by the Cup Sub-Committee. 6. The duration of each Tie will be one hour and twenty minutes, unless the Referee considers that conditions will not aIlow the full length of time 10 be played. 7. DrawnMatches. (a) Ifafter Corty minutes of play each way the scores are still level, the team that has scored the most tries shall go forward into the next round. If this does not produce a result, the team that has scored the most goals Crom tries goes forward into the next S4 · round. If a result is still not forlhcoming the visiting team shaU go forward into the next round.· (b) ln the Final, if at the end of fortY minutes play each way, the scores be equal, an extra ten minutes each way will be played, the score at the end of that period being the resolt. Ali entry proceeds, that being Gate, Stand, programmes and car.park shall be sbared equally between the two Clubs concemed. The gate money from the Final Tie, alter deductioll of expenses, shall go to the beneftt of County Funds. The Members of the Home Club, including Ladies, must pay for admission to the Grounds, Stands and Enclosures, etc. 9. Ali Ties will be refereed by a. member of either the Manchester or Liverpool Referees Society. The tsuch judges for the semi-final and final shaU be members ofeither the Manchester or Liverpool Referees Society. 10. In the event of a clash of colours between competing Clubs, the Home Team must change its colours. 11. AIl questions aft"ecting the qualifications of players and the interpretation of these ruIes shall be referred to the County Committee. No protest or appeaJ of &DY kind will be valid unless the Club making the protest or appea! does so within forty-eisht hours of the termination of the Match to the County· Secretary.
