Requests for use of the Education Center and meeting rooms are to be made through the UniServ Rep, Committee Liaison, or Region Field Director for general meetings. That person will then let the appropriate Associate Staff person know, so it can be added to the meeting room calendar.

The Education Center is the primary meeting room area. Other rooms will be available only after the Education Center has been booked.

Food is permitted to be served only in the Education Center and kitchen areas.

Staff will do whatever possible to deal with unusual and/or emergency situations.

-50- REGION CONSTITUTION

ARTICLE I - NAME

The name of this professional organization shall be the Midwestern Region of the Pennsylvania State Education Association (PSEA).

ARTICLE II - PURPOSE

The purpose of this Region shall be to promote the general educational welfare of the state and of this Region, to protect and advance the interests of its members, to foster professional zeal, to advance educational standards, and to promote membership in cooperation with the Pennsylvania State Education Association (PSEA) and the National Education Association (NEA).

ARTICLE III - MEMBERSHIP

The Midwestern Region shall consist of the local associations and coordinating councils within the geographic boundaries of the Region which include the counties of Beaver, Butler, Clarion, Lawrence, and Mercer. Eligibility for membership shall be defined in the Constitution and Bylaws of PSEA.

ARTICLE IV - OFFICERS

The elected officers of the Region shall be a President, a Vice President, a Secretary, and a Treasurer. The election of officers shall be through open nominations, by secret ballot, by majority vote, and in conformity with the one-person one-vote principle. The officers shall each serve for a term of two years and may be re-elected.

ARTICLE V - EXECUTIVE COMMITTEE

Voting members of the Executive Committee shall consist of the President, Vice President, Secretary, Treasurer, the Elected Committee Chairpersons (Legislative, Resolutions, and Instruction and Professional Development) and the Presidents of County Coordinating Councils.

Non-voting members of the Executive Committee shall consist of the Appointed Committee Chairpersons, Department Presidents, Region Past President, PSEA-Retired Region President, Student PSEA Region President and ESP Division Region President. In addition, a Region member sitting on the PSEA Board of Directors or NEA Board of Directors may participate in the Region Executive Committee as a non-voting member.

A quorum of the Executive Committee shall be the majority of the voting members voting at the meeting.

The Executive Committee shall conduct Region business between meetings of the Region Houses of Delegates. It shall be the duty of the Executive Committee to approve the Region budget.

ARTICLE VI - REGION HOUSE OF DELEGATES

There shall be a Region House of Delegates consisting of the Executive Committee and delegates elected by the Local Associations in the Region. The Region House of Delegates shall meet prior to the fall and spring PSEA House of Delegates. A special meeting of the Region House of Delegates may be called by the President as needed.

Each Local Association shall be entitled to one delegate for every sixty (60) members or major fraction thereof within the Association enrolled in the preceding year as members of PSEA. Local Associations having fewer than sixty (60) members shall be entitled to one delegate.

Certification of delegates to the Region House of Delegates shall require presentation of a credential signed by the president of their Local Association.

Full voting privileges shall be granted to all Local Association delegates. Limited voting privileges shall be granted to Region Officers, the Elected Committee Chairpersons (Legislative, Resolutions, and Instruction and Professional Development) and the Presidents of the County Coordinating Councils. Limited voting delegates may vote on all matters except dues and election of Region officers, committee chairpersons and committee alternates.

A quorum of the Midwestern Region House of Delegates shall be the majority of the registered voting delegates.

The delegates at each Region House of Delegates shall initiate general policies of the Region, adopt resolutions, elect officers and committee members as provided in this Constitution and Bylaws, and attend to business as properly brought before the body.

Any member of PSEA may audit the meeting of the Region House of Delegates as a registered guest.

ARTICLE VII - BYLAWS

Bylaws consistent with this Constitution may be adopted or suspended by the Region House of Delegates, provided two-thirds of the voting members present concur.

ARTICLE VIII - AMENDMENTS

This Constitution may be amended by a two-thirds vote of the delegates voting at the Region House of Delegates. A proposed amendment must be submitted in writing to the Region President forty-five (45) days prior to the Region House and reviewed by the voting members of the Region Executive Committee. Said amendment shall be endorsed by the voting members of the Region Executive Board or by twenty- five (25) members representing at least three (3) locals. The Region President shall forward the proposed amendment to each Local Association president not less than fifteen (15) days before the Region House of Delegates. Amendments shall take effect upon adoption unless otherwise provided.

ARTICLE IX - PROPORTIONAL REPRESENTATION

The Midwestern Region shall take reasonable steps to assure ethnic minority representation in the Association non-governance structure, which is proportional to their membership in the Region.

ARTICLE X - CODE OF ETHICS

The Midwestern Region shall adhere to the PSEA Code of Ethics.

ARTICLE XI - EFFECTIVE DATE

This Constitution and Bylaws shall take effect immediately following ratification.

ARTICLE I - COOPERATION WITH PSEA

All officers and committees of the Midwestern Region shall cooperate with the officers of the Pennsylvania State Education Association in carrying out its plans and policies.

ARTICLE II - POWERS AND DUTIES OF OFFICERS

President. The President shall be chairperson of the Executive Committee, the Region Caucus and the House of Delegates meetings. The President shall serve as a Region representative to the PSEA Board of Directors, as an official delegate of the Region to the PSEA House of Delegates, and as an observer to the NEA Representative Assembly. The President shall report the work of the PSEA Board of Directors to the Region House of Delegates and the Executive Committee. The President shall prepare and propose to the Region Executive Committee an annual Region budget. The President shall appoint a non-voting parliamentarian for the Region House of Delegates. The President may call meetings and arrange activities to promote the general welfare and advancement of the Region or the Association. The President shall appoint Ad Hoc committees as needed. The President shall serve as an ex-officio member on all Region committees. The President shall perform such other duties as usually pertain to the office.

Vice President. The Vice President shall perform the duties of the President in the absence of the President. The Vice President shall serve as a Region representative to the PSEA Board of Directors, as an official delegate of the Region to the PSEA House of Delegates, and as an observer to the NEA Representative Assembly. The Vice President shall record attendance of locals at each PSEA State House of Delegates. The Vice President shall perform such duties as delegated by the President. The Vice President shall serve as an ex-officio member on all Region committees.

Secretary. The Secretary shall record the minutes of the Region Executive Committee meetings and the Region Houses of Delegates and submit to the appropriate body for approval. The Secretary shall file all minutes annually in the Region President’s office. The Secretary shall send written communications as directed by the President, Region Executive Committee, or Region House of Delegates. The Secretary shall serve as the first Alternate to the PSEA Board of Directors.

Treasurer. It shall be the duty of the Treasurer to keep proper account books, collect all fees and moneys and promptly deposit the same. No money shall be paid out except by order of the president and signed by a region officer. The Treasurer shall submit a financial report to the members at each region executive committee meeting and region house of delegates. The Treasurer shall also serve as the second alternate to the PSEA Board of Directors.

Newly elected officers of the Region, between the time of election to office and time they officially take office, are honorary members of the Region Executive Committee, without official voice. During this period of time they shall attend such meetings and participate in activities of the Region and PSEA as are usual responsibilities of the office to which elected.

ARTICLE III - COORDINATING COUNCIL

Each county within the Region shall establish a Coordinating Council representing all Local Associations. The purpose of the Coordinating Council shall be to coordinate local and county activities and to aid and promote Association programs. The president must be elected by the elected representatives to the respective coordinating council.

The Elected Committee Chairs of the Region shall be: Instruction and Professional Development (2), Legislative (2), and Resolutions (2).

The Appointed Committee Chairs of the Region shall be: Collective Bargaining (1), Communications (1), Credentials (1), Educational Justice (1), Leadership Development (4), Member Benefits (1), Minority Affairs (1), Professional Rights and Responsibilities (2), Retirement and Welfare (2), Special Education (1),and Student Programs (1).

The Department Chairs of the Region shall be: Administration and Supervision (1), Higher Education (1), Pupil Services (1), and Career and Technical Studies (1). Each department shall elect a president and any officers the section deems advisable. The department president shall report the names of their elected officers to the Region President. In such cases where a department is not active, the Region President may appoint a department president.

The Section Presidents of the Region shall be: Student PSEA (1), Region PSEA-Retired (1), and Region ESP Division (1). Each section shall elect a president and any officers the section deems advisable. The section president shall report the names of their elected officers to the Region President.

The Region President shall appoint other Ad Hoc committees as necessary and shall discharge them upon completion of their duties. Ad Hoc committee chairs shall not sit on the Region Executive Committee.

All Region Committees, Departments and Sections shall report their region and state work at the Region Executive Committee and Region House of Delegates meetings.

Any Region committee or department member may be recalled or removed from their position, after given notice by the Region President and an opportunity to be heard, by a two-thirds vote of all voting members of the Region Executive Committee. PSEA Policy on absences may result in removal from the committee position.

ARTICLE V - ELECTION OF OFFICERS, VACANCIES, AND RECALL

Nominations. An Elections Committee, chaired by the Credentials Chairperson and including the presidents of the County Coordinating Councils or their designee, shall meet at the call of the Credentials Chairperson at the Region House of Delegates. Candidates for office may not serve on the Elections Committee. The Credentials Chairperson shall receive, certify, and make known all nominations for Region offices which have been submitted to the Region House of Delegates. The Credentials Chairperson shall prepare ballots for Region elections, and shall receive and certify all nominations for Region offices made on the floor of the Region House of Delegates. The Elections Committee shall distribute ballots for Region elections and conduct Region elections according to the process outlined by the Region President. The Credentials Chairperson shall make known the results of Region elections by official report to the Region House of Delegates.

Terms of Office. All terms of office shall be for two (2) years or to complete a term in the event of a vacancy. All elected candidates shall assume their duties on September 1 following their election.

Elections. The offices of President, Vice President, Secretary, and Treasurer shall be elected in the even- numbered years at the Spring Region House of Delegates in accordance with the PSEA Constitution. One Instruction and Professional Development, Legislative and Resolution Chairperson and one alternate to each of these committees shall be elected each year at the Spring Region House of Delegates.

Vacancies. In the event of a vacancy in the office of President of the Region, the Vice President shall serve as President for the remainder of the term. In the event of a vacancy in the office of Vice President, Secretary, Treasurer, elected committee chair or elected committee alternate, the office shall be temporarily filled by appointment by the Region President with the approval of the Region Executive Committee. The position shall then be permanently filled by election to be held at the next scheduled meeting of the Region House of Delegates.

Voting. Voting for all officers and elected committee chairs and alternates shall be through open nomination, by secret ballot, by majority vote in conformity with the one-person one-vote principle. Full voting privileges shall be granted to all Local Association delegates. Limited voting privileges shall be granted to Region Officers, the Elected Committee Chairpersons (Legislative, Resolutions, and Instruction and Professional Development) and the Presidents of the County Coordinating Councils. Limited voting delegates may vote on all matters except dues and election of region officers, committee chairpersons and committee alternates. If the number of candidates nominated equals the number of positions to be filled, the Credentials Chairperson shall declare such candidates elected.

Recall. An officer of the Region may be recalled from office by a two-thirds vote of the voting delegates to the Region House of Delegates. Recall shall be initiated by a recall motion signed by at least twenty-five (25) delegates representing at least fifteen (15) locals.

ARTICLE VI - QUORUM

A quorum shall be the majority of the registered voting delegates for the transaction of business.

ARTICLE VII - CASES NOT COVERED BY CONSTITUTION OR BYLAWS

Cases which are not covered by this Constitution and Bylaws shall be settled according to the Constitution and Bylaws of the Pennsylvania State Education Association.

ARTICLE VIII - RULES OF ORDER

Robert’s Rules of Order (most recent edition) shall govern all meetings within the Midwestern Region.

ARTICLE IX - BYLAW AMENDMENTS

These Bylaws may be amended by a three-fifths vote of the delegates voting at the Region House of Delegates. A proposed amendment must be submitted in writing to the Region President forty-five (45) days prior to the Region House and reviewed by the voting members of the Region Executive Committee. Said amendment shall be endorsed by the voting members of the Region Executive Board or by twenty- five (25) members representing at least three (3) locals. The Region President shall forward the proposed amendment to each Local Association president not less than fifteen (15) days before the Region House of Delegates. Amendments shall take effect upon adoption unless otherwise provided.
