Simon Bamberger said of the Utah dry law that would take effect on August 1, 1917, and the Salt Lake Tribune assured its readers that "No Prohibition bill ever became law with a better chance of being enforced." The era of the bootlegger was about to begin in Utah as it had in other dry states.1 While the legislature was still debating the fine points of imple­ menting statewide Prohibition, opportunists were busily hoarding liquor in anticipation of its advent. An enterprising Marysvale drug­ gist had accumulated 600 gallons, supposedly to be dispensed by physicians in Piute County, which was already dry under a local option law. In Salt Lake City, legally wet until August 1, the Tribune reported that residents were "keeping ear and eye open to the call of the 'tangle foot' vendor and many a quart, gallon and barrel has been snugly stowed away for future reference."2 Until midnight of July 31 liquor dealers sold their inventories at any cost. Throughout the state, throngs celebrated the end of an era by toasting with liquor. The Deseret News called the revelry a night of debauchery. The Kaysville Weekly Reflex complained that if people were as careful in saving food for the war effort as they had been in the past few days "in conserving the supply of booze there would be a very large surplus this fall." In Richfield "they celebrated the death of John Barleycorn with lots of wetting and washing down. ." The Tooele Transcript decried "a night of disorder that was much to be regretted by all the sober citizens of Utah." The Salt Lake Tribune said, "Old Man Booze . died game . like the spirit of the west. with his boots on . [and with] wine, women and song." At midnight in Park City a wild scene was enacted on Main Street, and empty barrels and empty ice cream freezers and everything else that would roll down the paved street were set to motion . [with] drunken yells and loud hurrahs by the midnight revelers.3 By January 16, 1920, the Eighteenth Amendment imposing nationwide Prohibition had been ratified by the states; to enforce it Congress passed the Volstead Act. The evangelist Billy Sunday said: the reign of tears is over. The slums will soon be a memory. We will turn our prisons into factories and our jails into storehouses and corncribs. Hell will be forever for rent.4 The naive belief that Prohibition would solve the country's social problems was unaffected by the weariness of the population over wartime shortages and sacrifices, the trauma of the worldwide influenza epidemic that killed more than a half-million Americans, and, most important, the cynicism accompanying the carnage of "the war to end all wars." In the revolt against old virtues, forbidden liquor became the symbol of a new sybaritism. For many, also, Prohibition was an assault on Constitutional liberties. While ministers, politicians, editors, and the Women's Christian Temperance Union enjoyed a putative victory, speakeasies im­ mediately proliferated in basements and walkups on shabby streets. "Joe sent me" and the wordsflivver, rumble seat, booze, flapper, jazz, and bootleg (an old word for liquor smuggled in a tall boot) became indelible accretions to the American vocabulary. Joining Americans in these illegal liquor activities were recent immigrants from the Balkans, Mediterranean, and Asia who were free from the American-Puritan attitude toward alcohol. In mod­ eration it was traditionally part of the ceremonial and communal festivities of their cultures. Especially among the Mediterranean people, drunkenness was censured. The immigrants derided Pro­ hibition as peculiar; their wine and sake were staples that accom­ panied meals. A popular Greek phonograph record of the era asked in perplexity, "Why is America dry?"5 The foreign-language newspapers subsidized by the LDS church — such as the German Beobachter and Danish Bikuben — could only mirror its stance in favor of Prohibition, but thejapanese Utah Nippo predicted the impossibility of monitoring the law and deplored the evils that followed, in particular blindness that afflicted people who had turned to drinking wood alcohol. The Greek- language To Fos ("The Light") said: By a large majority doctors consider alcoholic beverages useful for therapy, most priests as well as [other] knowledgable people, want the abolition of this law that rather than saving a few drunkards from degeneracy and catastrophe, has sent a multitude to Hades by means of liquor sold for evil and unscrupulous gain. To Fos asserted that morphine and cocaine addiction had increased tenfold since Prohibition. "Statistics show the Volstead Act is harm­ ful not beneficial," it said. In ethnic communities bootleggers were not outcasts unless they combined liquor pursuits with prostitution.6 In contrast, the predominately Mormon communities of San­ pete County gave Prohibition whole-hearted approval, but the law would be violated in Sanpete just as it was in areas with no tradition of abstention. Utah was only slightly touched with gangsterism, but residents, including mothers and children, became lawbreakers; bootlegging flourished; and shootings were regular events. Drinkers had not resigned themselves to becoming abstinent, even if it meant drinking flavoring extracts that contained a high percentage of alcohol (as much as 85 percent for lemon) and which, in spontaneous accommodation to their need, were being bottled in pints, quarts, and gallons. Former govenor J. Bracken Lee recalled Prohibition's debut: "Whiskey immediately began coming in from Rock Springs, Wyoming." Rolla West, a mayor of Price, Utah, during the Prohibi­ tion era, wrote: One of the biggest and most astute politicians of the early 1920's discovered that White Mule, Panther wettings, moonshine, embalming fluid, Bootleg or even Bourbon whiskey, by throwing in a little burnt sugar and tobacco juice [for flavor and color], was available in Private distilleries in Wyoming.8 The making and selling of liquor had suddenly passed from commercial distilleries to the underground. Immigrants who had used the grape residue from wine-making for their households' liqueurs, Americans who had sporadically made a small amount of whiskey for their own consumption, and an eager number of novices learning the easy rudiments of production set up stills in towns, cities, and isolated areas of the state. The Utah State Legislature was as busily engaged for the next sixteen years in formulating a com­ plex system of rules to govern patent medicines and flavoring ex­ tracts (a favorite of young people and housewives), denatured (wood) alcohol, cider, vinegar, mincemeat, and communion wine ("to follow the commands of the Divine Master") as well as fines, imprisonment, and confiscation of liquor apparatus and other property involved in the preparation and selling of liquor, including automobiles used for transportation.9 Although the phenomenal new liquor business was surrepti­ tious, bootleggers became instantly known.     Minimum Legal Drinking Age Saves Lives The Policy After Prohibition, nearly every state designated 21 as the minimum legal drinking age (MLDA). In the 1970s, 29 states lowered their drinking age to 18, 19 or 20, which led to increases in alcohol sales and consumption, as well as alcohol- related traffic injuries and fatalities, among youth.1 By 1983, 16 states raised their MLDA back to 21 to address the increased drinking and driving traffic fatalities among youth. In 1984, the federal government enacted the Uniform Drinking Age Act, which reduced federal transportation funds for those states that did not raise their MLDA to 21. By 1988, all states had set the minimum legal drinking age at 21.2 The goal of the MLDA is to curb youth drinking and reduce its related problems, especially traffic injuries and deaths.3 l Alcohol is the number one drug of choice among America’s youth.4, 5, 6 Every day in the U.S., 7,000 youth under age 16 have their first drink of alcohol.7 l More than 4,300 youth under age 21 in the U.S. die each year as a result of alcohol-related injuries, shortening their lives by an average of 60 years; 38% of those deaths involve car accidents, 32% result from homicides, and about 6% (300 deaths) are suicides.5 l The highest prevalence of alcohol dependence among U.S. drinkers is people 18-20 years old.4 l Nearly 2,500 young people 12-14 years old initiated alcohol use each day in 2010.5 l A stunning 25.9% of underage drinkers meet the clinical criteria for alcohol abuse or dependence, compared to 9.6% of adult drinkers.8 l Countries with lower MLDA have binge drinking9 rates for youth 15-16 years more than double the U.S.

Email: [email protected] Abstract: An analysis of the concepts of intoxication in blood and the required amount of alcohol to reach that level was analyzed from physiological and religious perspectives. Exact value of potentially allowed alcohol concentration was determined. The results indicate a BAC of 0.05% (w/v) as a set level for intoxication. The determined pure alcohol amount required to reach this level was 27 g (for a 70 kg female) at least. Accordingly, the determined allowed alcohol concentration is 0.45% (w/v) for what would be considered non- intoxicating. This was compared to published results regarding the reported alcohol content of various foods and drinks. A sensitivity analysis was conducted to allow for variation in the considered BAC and the corresponding alcohol concentration in drinks. An analysis of alcohol content in various cooked foods showed an interesting spread in the alcohol content. A review of set legal limits in some Islamic countries is recommended.     Foundations of the Temperance Movement and the Road to Prohibition The roots of America’s Temperance Movement can be traced back to the early 19th century. By the 1820s the average American consumed the equivalent of 7 gallons of pure alcohol per year. Exactly how much is 7 gallons of pure alcohol? Let’s assume that only beer is being consumed, and that this beer has an alcohol content of 5%. The average drinker would have to consume 140 gallons of beer each year to reach this amount. That’s nearly 2.7 gallons a week! These numbers continued to rise throughout the 19th century – by 1890, the amount of alcohol consumed in America had increased a further 23 times. Why did Americans consume such a high quantity of alcohol, and why did numbers keep rising? One of the reasons was insufficient access to clean drinking water. Beer is brewed at high temperatures, which pasteurizes the drink and removes contaminants. Liquors (such as rum and whisky) are distilled and very strong, which also means that microbes cannot survive. Alcoholic beverages were known to be much safer to drink because they didn’t contain microbes and bacteria. The fact that so many Americans viewed alcoholic drinks as safe alternatives to all-to-often dodgy water supplies was compounded by the high number of saloons that were established throughout the country. These saloons, which were often operated by first generation Americans and financed by large breweries, sold their drinks at very low prices. Alcoholic beverages were said to be safer than water and cheaper than tea! Many Americans also took to brewing and fermenting their own alcohol; hard cider was especially popular.
