“Revolutionary War” Facts

How Many People Served – According to the Veteran’s Administration, there was approximately 217,000 total U.S. Service Members during the American Revolution.

Battle Deaths – According to the Veteran’s Administration, there was 4,435 battle deaths of U.S. Service Members during the Revolution.

Last Surviving Soldier – Daniel Frederick Bakeman was the last surviving Revolutionary War soldier that drew a pension. He died on April 4, 1869.

Boston Tea Party – The members of Boston’s Sons of Liberty dressed as Mohawk Indians and tossed 342 chests of tea from three ships into Boston Harbor on December 16, 1773. The tea contained in these chests weighed about 92,000 pounds.

A Tar and Feather Alternative – Although it was fairly common to Tar and Feather Loyalists, the Daughters of Liberty were a bit more kind. They used Molasses and Flower petals instead.

Signer Statistics – 17 signers of the Declaration of Independence fought in the revolution, five signers were captured during the war, 6 signers also signed the Constitution, 2 became Supreme Court Justices, 6 became United States Senators, 3 became Vice Presidents, and 2 became Presidents. The last surviving signer of the Declaration of Independence was Charles Carroll who survived for 6 years after the death of Adams and Jefferson.

Plot against Washington – After a couple of defeats in 1777, Washington’s popularity and reputation suffered. Benjamin Rush, one of the Founding Fathers, wrote a strong letter to Patrick Henry lobbying for Washington’s removal as Commander in Chief. What he hadn’t realized was that Henry was a loyal friend to Washington, and he immediately alerted him to the plot against him.

A Little Known Hero – Haym Salomon largely funded the Revolution. He is considered a financial hero and was commemorated on a 10 cent stamp in 1975.

The First Signer – There was only one person who signed the Declaration of Independence on July 4, 1776. That person was the first signer and he was John Hancock. No other delegates signed the document until August 2nd of that year. The last signer was Matthew Thornton and he signed on November 4, 1776.

Alabama Society Sons of the American Revolution Spring 2019 Board of Managers Meeting Minutes

Saturday, May 18, 2019 American Village - Montevallo, AL

Meeting Opening Meeting called to order at 10:00 am President McKinley asked Acting Secretary Benny Hannah if we had a quorum. Acting Secretary Benny Hannah confirmed that we had a quorum. A quorum is defined as 20 members in good standing. President McKinley declared the meeting in Session.

Reverend Jeff Coker led us in an invocation.

President McKinley asked that the colors be presented. The colors were then presented and posted by the Color Guard led by Color Guard Commander Tom Smith. Vice President David Jones then led the Pledge of Allegiance.

John Van Zandt then led the group in the Pledge to the SAR.

President McKinley introduced various guests – National Registrar General (Bruce Pickett)

Parliamentarian- Bill Kirkland, Esquire Chancellor:

President McKinley noted that Secretary Jim Griffith has a conflict with today’s meeting and has asked and I have appointed Benny Hannah as acting Secretary.

The minutes from the previous meeting have been included in the book passed out today. First, are they any corrections to the minutes? Bobby Joe Seales stood and noted that there was a spelling error of his name on page 12. Correction was noted with a request for an e-mail. President McKinley then asked for a motion to accept the minutes as written. Motion made by Bob Anderson and seconded by Mike Wells to accept the minutes as written. No other discussion and minutes were unanimously accepted.

President McKinley noted that in a desire to better improve relations and communications with the C.A.R. Organization, he has invited two of their officers to our meeting today.

-William Cain, Jr. (Pres) approached the podium and thanked President McKinley for the invitation. He also noted that one of his projects this year was to raise money for history books for the DAR Mountain School. Bill also expressed a desire to expand the membership and asked that if we had any children or grandchildren who were eligible to please let him know. He expressed how happy he was to be with us today and thanked us again.

-Lillian Pennington (V.P.) shared that it was her pleasure to be here today. Lillian introduced herself and stated that she is part of the Captain John Farrar Society in Athens, Alabama. She was excited to be part of the Constitution day celebration at Athens State University with the Tennessee Valley Chapter. She said that she would never be part of the SAR, but was looking forward to joining the DAR. She thanked everyone for the invitation today.

President McKinley Told Lillian that back in 1886-1887, ladies and men were together, but then the men made a big mistake by kicking the ladies out of the organization. The ladies are doing ok now.

OLD BUSINESS:

Bob Anderson-Report on American Village Project- The flag poles are up. Anyone who wants to see them can go up and take a look today. The official Flag Pole Dedication will be June 21st at 10:30am on the Freedom Trail at the American Village followed by lunch in Liberty Hall. Please RSVP to this event prior to June1st. The Honor Guard needs to arrive half hour before the start of activities.

Bob also announced that we failed to provide funds for maintenance of flag poles. Bob said that the cost should be in the range of $3000 dollars for ten years. If thirty people give $100 dollars or 60 people give $50 dollars each, we could reach our goal. Keep in mind that the more people that donate, the less each individual would have to give. Bob indicated that he would start the donations himself at $100 dollars.

The Memorial Day event will start at 11AM, We will have Color Guard participation. Members of the guard should be there by 10:30AM. Everyone is welcome to attend.

Bob indicated that we would also participate in the 4th of July event at American Village. Details will be provided at a later date.

President McKinley asked all first time attendees to stand and identify themselves:

Bob Hunter-Birmingham Chapter, Mike Golden-Richard Henry Lee Chapter, and Russ Harris- Little River Chapter all stood and identified themselves.

Next, President McKinley asked David Jones to present Americanism Awards to the chapters:

1st Award was presented to Tennessee Valley Chapter (over 100 members) accepted by Randal Jennings.

2nd Award was presented to Black Warrior River Chapter (50 to 100 members) accepted by Ryan Montgomery.

A Certificate of Appreciation was also presented to President McKinley by David Jones.

New Business:

Receipt Policy for Treasurer…………………………………………… Edmon H. McKinley, President Our first item today is related to our Receipt policy. There has been an understanding that the treasures not make payment or write checks unless he has some supporting documentation from receipts or committees. After talking with John Van Zandt, I think that it is wise for us to have a written policy. President McKinley has taken the liberty to propose a motion that would provide a written policy: I move that the Alabama SAR have a permanent policy that requires the Alabama SAR Treasurer to only fulfill payment requests that are backed up by receipts, minutes, or other written documentation. This motion shall take effect May 20, 2019. Will someone support that motion? CW Posey supported the motion while Jim Alexander seconded the motion. President McKinley asked if there is any other discussion. One question from the floor was to confirm that items in the budget, such as awards were covered by this policy? President McKinley responded in the affirmative and then asked the members to vote. The motion carried with unanimous support.

Policy for Standard Reporting Forms………………………………..……………………… Appointment We have an issue now in the organization. We send out standard forms expecting to get back the information in the format we need, unfortunately many chapters have their own form and the info comes back in an array of formats. To address this issue, I would like to form a committee chaired by Jim

Griffith and assisted by Bruce Buehler and Bill Stone to study the situation and come back in the Fall BOM with a written report. (Initial report due in 45 days?)

2019 Convention Financial Report………………………………………………………………. Jim Maples Jim Maples asked everyone to turn to pages 17 and 18 in the book. This is a comparison between the 2018 and 2019 convention expenses. The convention cost us about $3000 dollars per year. We need more participation and we need to look at ways to cut cost. Jim mentioned that the cost is about the same between Prattville and Hoover, noting that we will probably return to the Hoover location in 2020. Fred Olive provided additional detail including use of Hospitality room, adding additional activities and the use of our own Color Guard for the banquet. Bill Stone came up to discuss both our Financial and our attendance problems. Bill noted that 25% of our chapters do not participate in the convention. Bill made a motion to have each chapter in the Alabama Society to purchase a full page ad for $100 dollars in the Alabama State Convention Book totaling $1600 dollars to offset the convention losses. The motion was seconded by David Jones. President McKinley asked if there was any discussion from the floor. Mike Golden noted that his Former State Chapter did the same thing and it worked out well for them. John Wallace asked, how do we enforce the new requirement? President McKinley said that only one or two chapters may not come up with the $100 dollars. We plan on having more activities this year and fill in some of the open time. We also plan to name a person in each chapter to be a liaison to work with chapter member to try to encourage them to come to the convention. President McKinley was asked to repeat the motion again: I move that each state chapter within the Alabama Society purchase a $100.00 full page advertisement to be placed in the Alabama Society State Convention Booklet providing an additional $1600.00 for covering convention expenses. President McKinley then asked for a vote. The motion passed by unanimous vote.

Selection of Delegates for Congress(25) ………………………… Edmon H. McKinley, President We have received a letter from National indicating that our Alabama Society is entitled to 25 delegates at our National convention in Costa Mesa, Ca. held July 6th thru July 10th 2019. President McKinley had a list of delegates. They are as follows: Edmon McKinley, Bill Stone, Fred Olive, Bobby Joe Seales, Bruce Pickett, Bruce Buehler, Don Roberson, Joseph Barker and Ed Stanley, President McKinley asked if anyone else plans to go, please stand and Give your name to the Secretary. Eric Alford stood and identified himself. David Billings name was also added to the list. President McKinley asked that someone make the motion: I move that the members on the list as read by President McKinley and also allow the State Secretary and President to add to the list of delegates those members of the Alabama SAR who make a request after today; BOM meeting and that they serve as Alabama Delegates to the 2019 NSSAR Convention . Bill Stone made the motion and was seconded by Bobby Joe Seales. The motion was passed by unanimous vote. Ron Bearden questioned the $750 dollars amount for the travel expenses for the oration winner to go to the National convention. He suggested that we increased the amount to $1500. Discussion followed with several members. President McKinley said that he and the treasurer had increased the budget to $1000 dollars. Ron Bearden then put a motion on the floor to double the original travel amount from

$750 dollars to 1500 dollars for the oration winner. The motion was seconded by John Wallace, and passed by unanimous vote. Mike Wells also questioned President McKinley if the $2000 for the teachers were for one teacher or all? President McKinley responded that the $2000 is for all the teachers. Another intense discussion evolved when Ron Bearden and Bob Anderson tried to explain their understanding of when and how many dollars should be allocated for travel to National convention. President McKinley said the Financial committee (named in the afternoon session) should keep in mind the comments made and make allowances for the budget to be approved in October.

Youth Protection Policy……………….. David Jones, Vice President; Bill Kirkland,Chancellor President McKinley began by saying that something is alive and well in this country today and we need to be prepared. It is better to be proactive when it comes to protecting our chapter, our people and our society. President McKinley then asked David Jones to come up and provide a justification and motion for using the BSA training and certificate program. During the discussion, a motion was made to table the original motion until a written change is provided to all chapters for their review and scout leaders are consulted. President McKinley called for a vote which led to a roll call vote. The motion to table was defeated by a vote of 26 to 15. (See attached roll call vote) President McKinley asked David to repeat the original motion; I move that the Alabama SAR have a permanent policy that all Alabama SAR Members who are involved with or interact with persons under nineteen years of age in their capacity as officers, committee chairmen, committee members, Liaisons or any other capacity representing or carrying out the programs of the Alabama SAR or the National Society of the SAR be required to satisfactory complete of the Boy Scouts of America Youth Protection Training materials and that they forward a copy of their certificate of completion to their Chapter Secretary and to the Alabama SAR State Secretary and the Alabama SAR Youth Protection Coordinator within ten days of satisfactory obtaining their certificate of completion and that those persons covered by this policy take the said Youth Protection course within thirty days of their appointment or election. Further this policy shall become effective immediately and each Alabama SAR President appoint a Youth Protection Coordinator to review the certificates and to verify that all members who should have taken and completed the course have done so and that he report to the Secretary and President of the Alabama SAR those members affected by the policy and who have not taken and passed the Youth Protection Course as specified. Any member required to take the course and having failed to do so shall be prohibited from taking part in any youth related programs of the Alabama SAR the motion was seconded by Bob Anderson. The motion was passed by a 26 to 15 vote. (See attached roll call vote) President appointed Doug Jones as the Coordinator. Bob Anderson provided a clarification to the training requirements. He stated that only members who have direct contact with students nineteen and under are required to take the training. The certificates of completed training will need to be renewed every two years. President McKinley called for a vote on the motion. The motion carried by members who voted to not table this motion. The same members who voted to table this motion also voted against the motion. This motion was passed by a vote of 26 to 15.

Alabama SAR Shirts………………………………………………………………………………………. Eric Alford This item is not in the budget, no chapter money is involved. The Alabama Society Shirts are blue in color. The initial order was placed for 36 shirts. The cost will be $25 dollars per shirt and can be purchased today. Ideally we would like to have an order form per chapter so Eric can deliver at no additional cost. He will provide order forms for the chapter. Eric did mention that he may be able to provide the shirt in a white, Instead of the standard blue.

Appointment of Executive Committee…………………………… Edmon H. McKinley, President President McKinley named two chapter presidents to be part of the executive committee. The members selected were Joe Pickett and Ryan Montgomery. President McKinley asked that they get together and select a vice president to become a member. They were to notify the secretary after they made their selection.

ROTC Medals Expense Committee………………………………..…………………………... Appointment President McKinley noted that there has been some discussion on the cost of the medals. We give out quite a few. President McKinley appointed a committee to review and report back in forty-five days. The committee is to review what it would cost for the state to cover the entire cost of the JROTC medals. Right now the state will reimburse the chapters 1/2 of the expense. Jim Maples has pushed for years to have the state pay the full cost of the JROTC medals just like they do for the ROTC medals. The appointed members are Jim Maples (Chairman), David Jones and Bruce Buehler.

Liaison to The SAR Magazine…………………………………..…..… Discussion, Edmon H. McKinley Alabama appears first in the alphabet. This provides us a great opportunity to showcase our SAR Chapter. President McKinley was pleased to announce the appointment of Art Dillman from the General Galvez chapter as our liaison to the SAR magazine. Please send Art any pictures of your chapter events which you would like to be considered for inclusion in the SAR magazine. Please include a short description of the picture. Randal Jennings suggested that any pictures or articles not included in the magazine be returned for possible inclusion in chapter or state publications of magazines, websites or face book.

Color Guard Development..……………………………………..... Joe Barker, Color Guard Adjutant President McKinley has appointed Joe Barker as this year’s Adjutant for the State Color Guard Development. Joe has some exciting information to share with us today. Joe asked for help from the State and chapter offices in getting our chapters more enthusiastic about their Color Guard. He noted that the general public sees the color guard as the face of our organization at flag events, local education events, Patriotic events and parades. Individuals in the color guard get the feel of what their ancestors felt in their uniforms and a sense of pride; after all, it’s just plain fun. Guys, remember, Ladies like a man in uniform. We need your help to motivate the members in your chapter. It only takes a couple of men in your chapter to help advertise your chapter. Cost is usually the greatest determent

factor. The cost can be modified. Joe displayed a picture of a complete uniform with hat and shoes which would cost about $585. A militia uniform would cost much less. He has done lots of research and developed a lot of information to share. If anyone is interested or wants more information on the color guard, please contact Joe Barker or Tom Smith.

President McKinley thanked Joe for his presentation and also wanted to commend both Bob Anderson and Tom Smith for their dedication to the SAR Color Guard.

Chapter’s Financial Convention Support……………………………………………….…… Appointment After discussion with Bill Smith, this item will not be discussed today.

Proposed NSSAR Constitutional Amendments………………… Edmon H. McKinley, President There are two amendments on the agenda this year. The 1st one involves clean up of some technical issues resulting from a memo. The 2nd amendment involves changing the Secretary General from a one year to a two year term. This amendment has been voted down several times over the years. President McKinley recommended that you get in touch with your delegate and let them know your feelings. He then asked if anyone wants to address any of these amendments. (Silence)

Tennessee Valley Chapter Request for reception dollars ……………………… Randal Jennings President McKinley said that the Tennessee Valley Chapter has asked for some financial reimbursement. He asked Randal Jennings to approach the podium and state his case. Randal explained that we had a reception for the SAR National Elementary Teacher of the Year. We spent $559.76 on the reception. Randal made a motion that the State of Alabama Society reimburses the Tennessee Valley Chapter 50% of the expenses for a total of $279.76 dollars. These expenses were for the reception for the SAR National Elementary Teacher of the Year. The motion was seconded by Bob Anderson. The only discussion was to round the number to $280. President McKinley asked for a vote, the motion to approve was unanimous.

Consideration of Asst. Secretary for Membership Data Management………..Appointment President McKinley said that this is a subject that we have talked about for the past two or three years. It’s time for us to take because membership data between National, State and the chapters need to match and be current. President McKinley announced he is forming a new committee to bring back recommendations and have a report in 45 days. The committee members are Bill Daniels, Bruce Buehler and Jim Griffith. President McKinley noted that a recent e-mail sent out by Jim Griffith had over 100 e- mails returned shows just part of the problem. Two comments from the floor, the first suggesting that

we post all the e-mails so they can be corrected and the second was to let the chapters correct their own data. President McKinley commented that Jim’s the genius and will decide.

President McKinley noted that Jim Alexander would like to address the group. (added to the agenda)

Jim Alexander came to the podium and introduced himself as the National Flag Committee Chairman. Last year we developed a certificate for US Flag Retirement. The donations were to fund a new national award - The U. S. Flag Retirement Award. This award, if approved, is to recognize those individuals, chapters and state societies that participate in collecting and destroying unserviceable U.S. Flags. The National Society said that they could not fund it, so the SAR Flag Committee decided to fund it themselves thru donations from individuals, chapters and state societies. Today he is asking for donations.

President McKinley next opened the floor to Tom Smith. Tom, our Color Guard Commander spoke from the floor and remarked that if anyone in your chapter is interested in getting a live fire , we can get them at a greatly reduced cost. Tom also noted that the more we order, the better our pricing will be. The National Park Service has a training program that would allow us to use those weapons.

On another matter, Tom said that if any members in your chapters have uniforms or would like to join the Color Guard, please let him know so he can add them to his e-mail list. Tom also gave details of upcoming activities for the Color Guard.

Tom asked if there were any questions. Bob Anderson asked if the would be smooth bore? Tom responded with a Yes. Tom said that rifles like these would cost around $1350 retail. Tom said that our cost would be between $1000 and $1200 dollars. Tom has had one of these weapons for about 20 years and has fired it almost every day and it still works well.

Fred Olive indicated that we have a form to sign which is not a commitment to buy, you are committing to ok, I’ll do it. President McKinley asked Jim Maples to put it on graphite.

President McKinley said that he would like to go back and appoint a financial committee. He would like to appoint David Jones as chairman. He would like to include John Van Zandt on the committee and would ask Roger Vaughn also to serve.

President McKinley announced that he would like to cover some housekeeping items. First, he would like to announce that our 2020 Convention will be held in Hoover, Al. on February 21st and 22nd. He also wanted all the delegates going to National convention to be aware that Bruce Pickett would be running for President General and Bill Stone will be running for Historian General.

President McKinley announced that lunch was ready, after lunch we will have a speaker who will talk to us till we get back to the agenda.

President McKinley started the afternoon session by bringing up CAR President Bill Cain and presenting him with a SAR Pin. He noted that Bill is the next generation of this organization.

President McKinley announced that Ron Bearden’s report will be sent out in the next two weeks. You will need latest version of Adobe Acrobat on your computer to open. If anyone has any issues or problems, call Ron and he will send the version to you.

President wanted to also thank Johnny Curry for doing the set up of the room last night and coming in early this morning to make sure that everything was in place.

President McKinley then brought out the ladies Auxiliary and thanked them for the wonderful lunch. The ladies posed for pictures before returning to the kitchen.

President McKinley also noted that there is a typo under the Administrative Committee Reports: Page 8, George Washington Endowment Fund should be-Bobby Joe Seales.

Getting back to the Agenda, President McKinley addressed the Reports section:

1st section under the officers report, we will do it real simple, if you are an officer and you don’t have any changes in your report, you don’t have to say anything. If you need to add something-do it now. “Silence”

2nd section under the Committee reports; if you are committee chairman and you don’t have any changes in your report, you don’t have to say anything. If you need to add something-do it now. Fred Olive would like to recognize the Little River Chapter for its donation to the National Library in the name of one of its deceased members. Fred complimented the chapter for continuing this restoration in this way.

David Jones also shared his disappointment in the number of JROTC contestants in the State and Chapter competition. David stated that his map shows that we have 105 JROTC chapters in Alabama. We have 16 SAR Chapters and only two cadets in the competition. We should have more cadets competing in the contest. He attended a youth leader’s conference a couple months ago. There were 376 people there who received three brochures each. If no one contacts your school, then find a chapter near you and go to their website.

President McKinley asked if there was any other business to bring before the meeting. Nothing noted. President McKinley then indicated that he had a couple of items. First, he really appreciated everyone attending the BOM. Some of you have come a long way today, and we really appreciate you taking your Saturday to attend. He asked that we all go back to our chapters and encourage our members to participate in the BOM. Second, he expressed how pleased he was that the nominating committee had selected such outstanding officers for him to work with. Most don’t know what they do for us and how great they are at what they do. I would encourage you to encourage them.

Sons of the American Revolution Color Guard Safety Policy and Procedures Foreword:

This document is the product of discussions on items submitted to an Ad Hoc Committee established in 2017 to develop standard safety policies and procedures for the National SAR Color Guard.

The formatting of this document was divided into two sections with sub-sections: (1) Policies that are shall do or shall not do and (2) Event Procedures that are more how to in nature including recommended Firing and other Commands.

It is the intent that upon adoption of these Policies and Procedures by the National Color Guard Committee, that these be the standard for all color guard units – National, State and Chapter levels. The development of a standardized set of policies and procedures should enable a Compatriot to easily perform at events regardless of where they are held in a safe and comfortable manner. Policies

A. Insurance:

1. Any chapter and/or state society that has compatriots who fire a weapon shall have a liability insurance policy that covers the firing of Black Powder 2. All liability insurance policies obtained by a Chapter shall name the respective State Society and National Society as additional insureds. 3. All liability insurance policies obtained by a State Society shall name the National Society as an additional insured. B. Training:

1. Before carrying a weapon at an SAR event, all compatriots will be trained in the safe handling of that weapon even if they are not firing.

2. Any compatriot who will be firing shall be additionally trained in the safe operation and firing of their .

3. The recognized standards for training shall be

(1) the National Park Service Manual of Instruction for the Safe Use of Reproduction Rifles & in Interpretive Demonstrations (1/21/2010),

(2) the NRA NMLRA Basic Muzzle Loading Shooting Course or

(3) an equivalent training course that is approved by the National Color Guard Committee and National Insurance Committee and taught by an instructor who has been certified by the State Color Guard Commander. If the color guardsman receives training from an outside source, such as the National Park Service or NRA, the State Color Guard Commander or his designee will examine the color guardsman for familiarity with SAR uses of a flintlock and provide additional training as necessary. (1)

4. Weapons training is the responsibility of the State Society with competencies certified by the State Color Guard Commander or his designee based on the following criteria:

a. Demonstrated knowledge of and compliance with the recognized safety standards for carrying a weapon

b. Demonstrated knowledge of and efficiency in safely loading and firing a weapon

C. Firearm(s):

1. As the historical period being portrayed is the American Revolutionary War, only muskets and rifles of that period, including but not limited to, the British , the French , the Spanish M1752 Musket and the American , are allowed.

2. Only reproductions that are manufactured for black powder shall be fired. THE FIRING OF ORIGINAL IS PROHIBITED.

a. Firearms shall have a flash protector and frizzen cover/ stall.

b. Firearms shall always be pointed in a safe direction and never at another person.

c. Firearms shall remain unloaded until instructed to load. Charged weapons shall be carried at half-cock.

d. A finger shall never be on the unless firing the weapon.

e. A safety inspection shall be performed prior to any event and, if the weapon has been fired, immediately after an event.

f. The minimum age to fire a weapon is eighteen (18) years old.

g. A member of the general public shall not be allowed to handle a weapon that has been fired until the barrel has been swabbed, undergone a safety inspection and with the compatriot maintaining positive control of the weapon. D. Powder:

1. Powder shall only be carried in a paper to maintain the appearance of historical accuracy.

2. Powder loaded into a weapon shall not exceed the limits established by the National Park Service manual as follows: • “Brown Bess” Musket .75 125 grains FFg • Charleville Musket .69 Caliber 125 grains FFg • American Musket .69 Caliber 90 grains FFg • Kentucky Rifle Variable 90 grains FFg • & Horse Pistols Variable 90 grains FFg • Fowler & Trade Guns .62 Caliber 80 grains FFg

3. While participating in SAR events a ball/projectile shall never be loaded into a weapon - BLANK CARTRIDGES ONLY

a. Wadding/patches are never to be used for Color Guard purposes

b. and/or other objects shall not be inserted into charged barrels.

4. Compatriots participating in a gun salute shall keep the powder cartridges in a leather covered pouch or box with a flap that completely covers the opening. The pouch or box should be worn external to the compatriot’s clothing (i.e. no cartridges should be kept in pockets or under coats). E. Edged Weapons:

1. All edged weapons, including but not limited to swords, and tomahawks/hatchets, shall be kept in their scabbards until appropriate time for use.

2. At no time shall edged weapons be pointed at an individual.

3. Bayonets shall only be placed on muskets during outdoor ceremonies and parades.

4. Spontoons, halberds and pikes shall always be carried in the upright position and only pointed at the ground during a salute. F. General Safety

1. Only natural fiber fabrics or leather shall be worn if a color guard member is firing or is next to a compatriot who is firing. Clothing shall not contain any gabardine, polyester or polyester like material that can easily melt.

2. Firing participants are recommended to have eye and hearing protection. G. Record Retention

1. All required paperwork, including but not limited to, copies of insurance policies, list of trainers and lists of trained compatriots, shall be maintained by each State Society and shall be provided to the National SAR promptly upon request.

2. Lists of trainers and those trained should be updated annually by each State Society.

3. The National SAR will maintain all National Color Guard Staff documentation. Event Procedures General:

1. The Color Guard Commander, or his designee, shall be responsible for enforcing all policies as much as practical; however, each compatriot is ultimately responsible for his own health and safety including, but not limited to, obtaining the necessary liability insurance.

2. It is the compatriot’s personal responsibility to be aware of their physical limitations and to excuse themselves from parades or events that will exceed their capabilities.

3. The Color Guard Commander, or his designee, shall be responsible for ensuring that proper permits and permissions for Color Guard activities have been obtained.

4. At no time shall a compatriot be impaired by alcohol or medication while firing.

5. Provisions for adequate water for Color Guard participants should be made by the sponsoring State Society or Chapter in the event of high heat and/or humidity.

Site Safety:

1. Check weather forecasts for the time of the event (i.e. high winds, high/low temperatures, lightning, precipitation, and/or slick/slippery conditions) and advise participants of any adverse conditions that may be expected.

2. When the potential for lightning exists, appoint an observer to monitor the proximity of lightning strikes to the event and to identify appropriate shelter as necessary.

3. Inspect the assembly area, route of march, and ceremonial area for hazards. Identified hazards should be managed by (in order of preference) removal of hazard, avoidance of hazard, or mitigation of hazard. Specific hazards include, but are not limited to, (a) trip/fall hazards, (b) low hanging obstacles (i.e. electrical lines, tree branches), (c) potential falling objects (i.e. dead tree branches, falling nuts), (d) potential breach of the down range perimeter after identifying the gun salute firing line, and (e) combustible material in area (if gun salute is part of ceremony).

4. Ensure that a minimum 150 feet buffer zone free of observers is in front of the firing team

5. Careful consideration should be made when firing between buildings or structures that will contain the blast and resonate the sound.

6. A Safety Officer must be present at every event where firing occurs.

Firearm Inspection:

Pre-Event The Color Guard Commander, or his designate, shall perform a musket safety check prior to any use of a weapon in a SAR Ceremony.

Such safety check shall include, but not be limited to the following:

1. Firearms shall be confirmed to be in a safe and functional state with all parts being free of visible defects (including, but not limited to cracks or splits, secure bands and pins, etc.) and that all appropriate safety equipment is attached such as flash guards and frizzen covers / hammer stalls.

2. The must not fail in the half-cock position and the hammer must not catch at half-cock when the trigger is pulled. If the lock fails, the weapon will not be allowed to fire.

3. Firearms shall be confirmed to be unloaded by pinging the . Post Event/Misfire Safety Check

1. After every firing event the weapon shall be confirmed to be unloaded by pinging the ramrod.

2. If the weapon still has a charge, then that weapon shall be taken away to a point of safety. A safety officer shall watch the clearing to ensure that all safety precautions are observed.

3. The pan shall be re-primed and the musket fired.

4. If the weapon fails to fire again, the flint shall be checked to ensure that the flint has not failed. 5. If the flint has failed, then it shall be replaced and the pan re-primed and the weapon re-fired.

6. If the weapon still does not fire, the charge will be removed from the barrel.

7. Once the weapon has been successfully fired or the charge removed, another ramrod check shall be done to assure there is no latent powder remaining in the barrel. Firing Commands:

It is encouraged that the firing commands be standardized to those presented in as presented in the National Park Service Manual of Instruction for the Safe Use of Reproduction Flintlock Rifles & Muskets in Interpretive Demonstrations (1/21/2010). ( Firing Muskets in Parades:

1. The Color Guard Commander, or his designee, shall ensure that the parade officials will allow the firing of muskets and that appropriate precautions to inform adjacent units and public safety officials of any firing have been taken.

2. All other safety procedures shall apply during parades.

3. A non-firing Safety Officer shall be assigned to monitor the safety of the Color Guard and the public near the firing. This officer shall inform observers to take precautions prior to any firing.

4. The Color Guard Commander, or his designee, shall ensure that the preferred distance of one hundred fifty (150) feet separates the participants in front of the color guard from the color guard.

5. Firing shall be aimed directly forward with muskets pointed upward with at a least a forty-five (45) degree angle and never over parade observers. Firings should only occur in open spaces, such as major intersections, where the concussion will not damage building windows.

(1) Any additional training courses will be incorporated into this policy by reference with links provided on the National Color Guard webpage on the SAR website as they are approved.

(2) The National Park Service Manual of Instruction for the Safe Use of Reproduction Flintlock Rifles & Muskets in Interpretive Demonstrations (1/21/2010) may be found online by searching for it by name or at the following address https://www.nps.gov/stri/upload/18thcmusketmanual2010-01-21.pdf. Presidents Report Fall BOM Meeting October 5, 2019 It is hard to believe that it is time for our Fall BOM Meeting. I have been very busy conducting affairs for the Alabama Society SAR and visiting chapters.

Following the Spring BOM Meeting, I visited the Cahaba Coosa Chapter on May 19; I visited the Black Warrior River Chapter for the Army Birthday on June 3 and the Cheaha Chapter in Anniston, Alabama on September 11.

I am pleased to report that the dedication of the Alabama Flag Pole Project at the American Village was an outstanding success and that it has brought a lot of attention to the Alabama Society. I would like to thank former President’s Bob Anderson and Fred Olive for all of their hard work and dedication. I will be remiss if I did not also thank the Color Guard members from Alabama who made an effort to come and be part of the dedication. They help make it more meaningful. Just as important, I would like to thank all members of the Alabama Society who attended and took part in the dedication. There were over 120 participating at this event.

The next event at which I represented at the Alabama Society was the 129th SAR National Congress in Costa Mesa, California. As I have mentioned before, Congress is enjoyable and informative and you will find a more detailed discussion in the SAR Alabama newsletter.

During Congress, Compatriot Bruce Pickette was elected as Treasurer General, Compatriot Bill Stone was elected Historian General, and Bobby Joe Seals was installed as Vice President General of the Southern District, and I was sworn in as the Alabama Society Alternate Trustee.

I am continued to be encouraged by members joining the Color Guard. The Birmingham Chapter has three members who have been fitted for uniforms and will soon take an active role in the Color Guard. According to my information, this is the first time the Birmingham Chapter has had members in the Color Guard. Also there is a member of General Galvez Chapter that has obtained a uniform and will be participating in the Color Guard activities.

Plans are beginning to be made for our annual convention in Hoover, Alabama on February 21 & 22. Let me urge each chapter to be well represented at our annual convention.

I would like to thank the officers and committee chairmen for working with me so well and doing such outstanding job for our society.

VICE PRESIDENT’s REPORT May-September 2019

We are at the mid-point of the youth program contests. I hope that all chairmen have made contact with Chapter representatives to remind them of the deadlines for submitting contestant packets. If State Chairmen have not done so, please seek out at least two vice chairmen from outside your home Chapter to assist in evaluating/judging your respective contests. We should not have more than one member from any Chapter judging a state contest.

The following are events that I have attended and/or participated in since the annual meeting:

*Attended the Fall Leadership in Louisville: Sep 21-22

*Attended the Memorial Day ceremony at American Village (May 27)

*Guest speaker for the 244th Army Birthday celebration in Tuscaloosa. This event was co-sponsored between AUSA, SAR, American Legion, and the VFW. (June 13)

*Attended the Flag Pole Dedication ceremony at the American Village (June 21)

*Lead the Color Guard for the “Celebrate America” event in Fayette, AL (June 30)

*Guest speaker at the CAR workshop in Moundville, AL (August 17)

*Attended a memorial service on Patriot Day sponsored by the Pickens County DAR. Patriot James McCrory was honored at the ceremony. Commanded the SAR Color Guard for the event held at the Aliceville Museum. The Color Guard also presented the Colors at the cemetery where a wreath was laid by Compatriot Barker on behalf of ALSSAR. My co-worker and I took advantage of this opportunity to expose our JROTC cadets to the history that is so close to them. Pickens County was established from Tuscaloosa County. (September 11)

This was a very miserable summer for me due to complications with my lower back. After having surgery I am on the mend and hope to be able to get out and visit each Chapter.

RECORDING SECRETARY’S REPORT 2019 Fall BOM

First, I want to thank Benny Hannah for covering for me at the Spring BOM. I had prior family commitments that did not enable me to attend. Benny did a fantastic job with all of the Recording Secretary’s responsibilities and we are all the beneficiaries of his great work.

Since the Spring BOM, my activities have included gathering Chapter dues information which I then provided to Bill Daniel for the printing of Dues Cards. I then sent out the invitation, registration forms, and maps to the BOM. At the time of this report, we anticipate having 60 people in attendance at the BOM which is the largest number in my memory for any BOM. This includes 46 members, 12 Ladies Auxiliary, and 2 members of C.A.R. This meeting should prove to be both productive and informative.

At the time of this publication, I had received just about all required reports which have been compiled into this document. I appreciate everyone’s efforts at getting their reports to me in a timely fashion as that enables me to put together a higher quality document, with better formatting and fewer mistakes.

SAR Policy on the use and acceptability of DAR Record Copies:

Any DAR RC dated 1/1/85 or later can be used as proof for an SAR Application, regardless of whether it is individually check marked or center checked, and regardless of whether it cites primary docs or cites previously approved DAR papers, AS LONG AS the service or lineage on that paper is not RED FLAGGED or IN QUESTION.

We have established that DAR 688702 was the first new member application approved after 1/1/85, so any new member DAR paper 688702 or later can be used AS LONG AS the service or lineage on that paper is not RED FLAGGED or IN QUESTION.

We have also established that any DAR Supplemental RC with an Ad Volume number of 622 or higher may also be used with the same disclaimer as the new member papers.

Some older DAR Papers may meet the current Genealogical Proof Standard, even though they may have been approved prior to 1/1/85. For information on specific older DAR papers, contact the ALSSAR State Registrar.

Chancellor’s Report Board of Manager’s Meeting American Village Montevallo, Alabama October 5, 2019

The Chancellor provides advice and action on legal issues relating to the ALSSAR. There are currently no legal actions and/or issues impacting the Alabama Society at this writing.

At our BOM meeting this past May, a motion was approved to address Youth Protection Training. This was a proper and proactive action considering the numerous interactions our organization has with youth. I encourage each chapter to continue to support this effort in the years ahead. I applaud each of you for your time, effort and professionalism shown to support this effort. As your Chancellor, I will continue to keep you abreast of emerging trends or hot topics impacting non-profit, educational and patriotic organizations. Thank you for your support.

ALABAMA SOCIETY, SONS OF THE AMERICAN REVOLUTION Historian’s Report The society’s newsletter published my review of Gonzalo M. Quintero Saravia’s excellent Bernardo de Galvez: Spanish Hero of the American Revolution in Issue 2. The remaining issues for this year will consider recent biographies of “Light Horse” Harry Lee and of Andrew Pickens.

In addition, I commend Island of Lost Maps: A True Story of Cartographic Crime by Miles Harvey. Michael Welles gave me copy of this volume which I found entertaining, reliable, and easy to read.

During the quarter I corresponded with seven compatriots in Alabama and elsewhere on subjects as varied as the origin of military saluting and the two in Mobile and Gulf Shores. I’m still working on the salute question. The carronades probably came from the H.M.S. Hermes during its fatal engagement with Fort Bowyer (at the site of Ft. Morgan) in the . One of them reserved at Fort Morgan, the other is in the 2400 Block of Springhill Avenue according to David Smithweck’s Historic of Mobile, Alabama: An Illustrated Guide.

I attended the Fall Leadership meeting in Louisville, KY and served on the History and Historic Sites committees. I will attend the annual conference of the Southern Historical Association in Louisville in November. Alabama Society Trustee Report 23 September 2019

The American Village Project was an outstanding success. I want to thank and congratulate everyone who participated in this project. If you have not been able to visit the American Village since this project was completed, you do not know what you have missed. It is truly outstanding and Mr. Tom Walker, CEO of American Village Trust has declared that this area is now the “SAR Plaza”. I had the pleasure of attending the Fall leadership Conference in Louisville September 19 – 22. I attended 5 National Committee meetings of which I am a member and represented Alabama in the Trustees Meeting on 21 September. We passed the 2020 budget for the National Society as well as a few minor actions requested by the executive Committee to clean up some actions. The 2024 Congress location was announced, Philadelphia, Pennsylvania. I encourage each of you to get involved with your Chapter and its youth programs and community affairs. Your officers and your committee chairmen need your help. The Alabama Society is well represented at the National Level with two General Officers, Treasurer General Bruce Pickette and Historian General Bill Stone. Our own Dr. Fred Olive sits on the Executive Council and we have several members on National Committees of which several are Committee Chairmen. If you have any concerns, I encourage you to contact any State Officer or myself or one of our National Officers. This is your society and I ask you to get involved.

George S and Stella M Knight Essay Contest Report October 5, 2019

Thus far this year we have had seven students request information on the George S and Stella M Knight Essay contest. I have responded to each and have pointed them to contact the President and/or Secretary of the closest chapter to them. I would also prefer to have them pointed to the chapter’s Essay chairman but thus far I have not received any contact information from chapters. As chairman are appointed please provide me with their names and email addresses so further communications can be forwarded directly to them. I am including at the end of this report the information I provided each students so those who do not have contestants yet will have the “packet” instructions will be able to provide them should this be necessary.

At the NSSAR Fall Leadership Knight Essay contest meeting some concerns were addressed. One important one was the legal resident rule. It states that a contestant must be a legal resident of the State of residence and chapter where they enter the contest. Another rule clarified is that each contestant may only enter one contest. To clarify in the past we had an contestant enter the contest at his residence and lose and again enter in the residence where another of his parent resided. A contestant may only enter the contest once in a given contest period.

This year the awards for the National winner will be for First place $5000 with up to $500 for travel expenses. Second place will be $2500 and Third place will be $1000. Monies will be distributed at the awards ceremony at Congress next year. Winning essays at the State level are awarded $500, $250 and $100 with checks provided at the State Society Annual SAR Banquet.

Deadline for entry at the Chapter entry level is December 31, 2019. Chapters must select their winner by January 20, 2020. The earlier the better as we have to know which Chapters do not have contestants in order to select judges from those remaining chapters without entries.

If the National SAR winner is from our State then she/he will have to attend the SAR Annual Congress, to be held this upcoming year in July in Richmond, VA Dates and times will be provided at the SAR State Convention to be held February 2019. The First place State winner will be invited to the Annual State Society Banquet also.

George S. & Stella M. Knight Essay Contest

The National Society of the Sons of the American Revolution (SAR) invites all high school students (9th through 12th grades) interested in the American Revolution to participate in the George S. & Stella M. Knight Essay Contest. The contest is open to all US Citizen and Legal Resident students attending home schools, public, parochial, or private high schools in that same grade range. The National Association of Secondary School Principals has placed this program on the 2017-18 NASSP List of Approved Contests, Programs, and Activities for Students.

To participate, students must submit an original 800- to 1,200-word essay based on an event, person, philosophy or ideal associated with the American Revolution, Declaration of Independence, or the framing of the United States Constitution. Each student’s essay will be judged based upon its historical accuracy, clarity, organization, grammar and spelling, and documentation.

The contest is conducted in three phases: the local chapter, state-level society, and national phases. The contest must be entered through an SAR chapter near the student’s residence. In some cases, the contest may be entered at the state level (if the local society does not have chapters or the chapters are not participating) and a contact-at-large should be used to find out more contest details. The list of contest contacts listed below can provide you with assistance in entering the Knight Essay Contest. Only one entry per student is permitted per contest year.

Color Guard Commander’s Report, ALSSAR, October 05, 2019 Fall Board of Managers Meeting

The Alabama Society currently has 36 active members who participate in Color Guard activities.

The Color Guard participated in the following national sanctioned events since the May 18, 2019 Spring Board of Managers Meeting:

➢ June 21, 2019. Dedication of the Alabama SAR Memorial at the American Village, Montevallo, AL, attended by President General Alter.

Patriotic Outreach Education SAR Education Center & Museum October 2019

Status Overview:

• The project is still a work in progress within the developmental content portion of Phase #2, Steps 1 & 2 which should conclude sometime toward the end of November or December of 2019. We lack a little work regarding finishing the content outline of the very last gallery section and the development of the theatre gallery presentation. PG Dooley is working on the last remaining sections described above regarding finishing the outline and content development.

• We had finished enough of the museum galleries to finally develop the Revised Story Map & Exhibit Matrix (floor planning) and added to the matrix the retail store floor and layout area which originally had not been incorporated into the original design. This was done based on the approval of the Executive Committee and the National trustees.

• Concurrently, we have been working with Solid Light on developmental phase of the interactive elements to be located within the museum galleries and venues which are now being tested with real audiences and school children to determine the best way to present the content to those visiting the museum and also to those via transport of the interactives via the internet into schools and learning centers across the nation.

• In late June and early July 2019, we released a new video which was made available to the general membership regarding all the work which had been completed and work which was still ongoing. The video was incorporated on the SAR National Website and was available as a download to present to SAR chapters across the country. The video was also tailored to be a promotional video, as well as, an educational video. We offered many of the members attending the 129th Congress memory sticks of the new video to take back to their state societies. The video has become extremely successful over the last several months!

• At the very same time the SAR Museum Board instituted a new “Artifacts Donor Program” allowing selected museum quality artifacts of the American Revolution to be found, purchased and donated to the SAR Museum Artifacts Collections which will be utilized and displayed within the Education Center & Museum Galleries. The program has become extremely successful and we are beginning to amass high quality museum grade artifacts which are wonderful educational tools and at the same time enhancing and growing the over all worth of the NSSAR. Our general membership has become very excited with the procurement of historical pieces of the American Revolution which go far beyond guns, swords and and give us a real overview of life in 18th Century America.

• At Fall Leadership will be allowing our National Trustees to play with some of the interactive elements we are creating to expose them to the new concept of learning to be incorporated into our SAR Education Center & Museum. We will also afford in addition to patriotic outreach capability a digital model of the facility with interactive elements so our trustees and members alike can visualize the concept of the SAR Education Center & Museum.

• Additionally, the museum floor at the SAR Headquarters has been taped off to scale as to the matrix and layout in order to see the actual floor space dedicated for different venues, galleries and the retail area. Pictorial overview boards will be created in October to be placed on easels within venues and galleries so that members and potential donors can get a first-hand idea of what the SAR Education Center & Museum Facility will look like in real time and space.

ENDOWMENT FUND COMMITTEE REPORT

BOARD OF MANAGER'S MEETING 05 OCTOBER 2019

The ALSSAR Endowment Fund is held and managed by the Community Foundation of South Alabama. There has bee a steady growth in the fund since it was established. As of September 18, 2019 the value of the Endowment Fund is : BALANCE: (Market Value)$ 64,570.65 Members of the Endowment Fund Committee are elected for staggered three year terms. The member serving in the third year of the term serves as Chairman of the ALSSAR Endowment Fund Committee. The Chairman for 2019-2020 is Millard E. Moon. There are two other elected voting members, John R. Wallace and Roger C. Vaughan. ALSSAR Treasurer John Van Zandt serves as a non-voting member of the committee. The Endowment Fund Committee was established to oversee the ALSSAR Endowment Fund and encourage the growth of the fund through participation and donations from chapters and individuals. Co0ntributions may also be made in memory of an individual. Sample letters for contributions are available on the Alabama Society Web Site. Copies of the outline of these letters are attached to this report. It is absolutely essential to state that any donation is made to the ALABAMA SOCIETY SONS OF THE AMERICAN REVOLUTION FUND. The Community Foundation of South Alabama deals with a number of different funds and any donation not clearly marked for the ALSSAR Fund will go into a general fund and the Alabama Society will receive nothing from that donation. The returns the ALSSAR receive from the Endowment Fund are used exclusively for funding our youth programs. The Community Fund of South Alabama (CFSA) can provide donation and tax tracking tools. Patrons who donate to the Endowment Fund can receive the necessary paperwork and information needed for tax purposes. The CFSA is able to accept many types of tangible assets as well as credit/debit and other electronic

forms of payments as donations. Many compatriots have donated to the fund which has helped in the growth of the assets. There are a number of worthwhile programs in SAR which ask for, and receive, support in the form of monetary donations from our membership. All programs are important, but but this Endowment Fund is set up to provide continuous funding for youth programs. As the fund grows, so will the returns which are available for use. Any contribution in any amount is helpful and encouraged. The Endowment Fund Committee asks all compatriots to inform chapters and individual members about the Endowment Fund, it's purpose, and the progress of the Fund's growth. Each member's support is invaluable in establishing the highest level of return to our youth programs from our investment.

The Medals and Awards Committee accepts and reviews recommendations for medals to be awarded and reports to the State Society President. There is a form and instructions on the ALSSAR.org website. At the left side of the any page click on “Other Programs” then “Administrative” then “Medals and Awards” to get to the link for the form and instructions.

The Alabama Medal sets are available at $35/set. A set includes both the large and miniature medal. I have medal sets with me today if you would like to purchase one or more sets. Also, we now have an online order form at the ALSSAR.org website. The link is on the left hand side of any page under “Resources”.

PATRIOT DOORS COMMITTEE October 5, 2019 Jim Maples – Chairman Rod Hildreth

The Alabama Society raised $14,000 approximately 16 years ago for the “Patriot Doors” to be part of the Chapel being constructed at The American Village. On either side of the inner entry way to the Chapel are plaques bearing the names of Patriots either buried in Alabama or associated with Alabama through SAR members.

The initial listing consisted of 2531 names. The listing of Patriots did not stop with this initial listing of 2531 names. As new members were accepted and existing members filed supplemental applications, names were added to the database.

The second set of plaques contained approximately 150 new names.

The third and last set of plaques to be added most recently contained 275 names.

Names continue to be collected with the intent to continue to add to the plaques. We currently have 376 additional names for the Patriot Doors which have been given to Compatriot Rod Hildreth to have plaques made. Unfortunately, when the third set of plaques were added there was not enough room to add all of them. Until more space can be made available, we cannot add more plaques to the Patriot Doors but we will continue to have them made until space is found.

A good future project for the Alabama Society would be to replace the mounting boards for the nameplates with much larger boards to accommodate the increased number of Patriot names.

Report of the Training Development Committee Fall Board of Managers Meeting 5 October 2019 As of this meeting date I have developed or revised 3 slide presentations that will be used as a beginning baseline for training of new chapter officers and new members joining the SAR. Secretary Responsibility* The presentations will be sent to the Alabama State Society Vice President for review and approval. Additionally, I will send an email announcement to the chapters to announce the training session(s). I will continue to develop additional presentations. The presentations with an asterisk (*) are still being developed. If there is a topic you feel that should to be addressed for training or development please feel free to let me know and I will research the topic and do my best to make it available. Lastly, I feel that training of new members, in leadership positions, will help them grow to develop the skills needed to make them a valuable resource to their chapter and the Alabama Society to insure they remain well-run and viable organizations. This permanent restricted fund was established on 27 February 1993. 80% of the annual interest and earnings are used to support funded and underfunded National Committees and Special Projects by State Societies. The corpus of the fund is never touched. 20% of the annual income generated remains in the corpus, so it is constantly growing. Earnings from these contributions over the years have helped to finance a wide variety of programs and projects; including the most recent Alabama Society project at The American Village.

Chapters were contacted in March 2019 requesting the names of each committee chairman for youth programs. All State Chairmen were asked to seek out a member from another Chapter to be his vice-chairman. As of this date, no Chapters or State Chairmen have responded to this request.

In the past after each winner is announced, there is always someone who is suspect of how the winner(s) was selected. President McKinley has requested that each State Chairman seek out one or two (preferred) vice-chairmen from another Chapter (2) to assist in the judging of each contest. If a Chairman’s Chapter has a contestant submitted for the State level contest, the Chairman should recuse himself from the judging and verify the results from the two vice-chairmen. There should never be any questions concerning the winner of any contest.

So, I am asking again that Chapter President’s to submit a roster of compatriots who are chairmen of youth programs within your Chapter. State Chairmen; please submit who your vice-chairmen will be for this year’s contests.

Report and Recommendations: All Chapter Presidents were contacted via e-mail in late May-early June in reference to the new policy letter pertaining to YPT. E-mail was sent in early September as a reminder to notify the Secretary and VP of those members who are current (2yrs) of completing the BSA YPT. As of Sep. 23, 2019 there are only 19 members who are current. Chapter Presidents are encouraged to send an updated roster to include dates of members who are current on YPT. If documentation does not exist, all members involved in youth programs and visiting schools must complete the training and comply with the current ALSSAR Policy.

Our website continues to be a great source of information for the Alabama Society. I encourage Chapters and Committee Chairmen to review your information and let me know what changes need to be made. This is especially important when Chapters change officers and also to keep all the information up to date for the Youth programs before school starts each fall.

The Alabama Society website hosts a blog which picks up President General Jack Manning’s daily history event related to the Revolutionary War. PG Manning posts an event daily, 365 day a year giving an excellent resource for the history of this era. You can reach the blog daily at: blog.alssar.org. Be sure to refresh your browser if you don’t see the latest post or click on the eagle at the top of the page. I encourage you to share this with history teachers, students, and anyone who is interested in the founding of this great nation. A special thanks to PG Manning from the Alabama Society for making this possible.

I announced at the Fall 2017 BOM that thanks to John Wallace and the late Dick Kemp, I received a treasure trove of old newsletters going back to 1991. We now have an almost complete set of newsletters online dating back to 1991. The hardcopies of the newsletters are in our archives at Samford University.

Issues needed (the Volume # doesn’t always appear on the older issues but when it does it is very consistent. If we track back using the volume numbers, Volume #1 would be 1987). In some years they were labeled “Spring, Summer, Fall, and Winter.” The issues that I have only go back to 1991 (Volume #5). I hope someone has some that go back further than 1991.

Alabama Cemetery Preservation Alliance Liaison Report – 2019 Fall BOM

The Alabama Cemetery Preservation Alliance (ACPA) is a nonprofit organization established to combine the efforts of cemetery preservation advocates, interested historical, genealogical, and civic organizations, county groups and societies, and concerned individuals striving to increase public awareness and legislative protection in preserving, protecting and restoring all cemeteries throughout the State of Alabama. The ACPA is especially concerned in the location and preservation of endangered, forgotten and neglected cemeteries.

The ACPA works with the Alabama Historical Commission (AHC), and other cemetery groups and individuals in the mutual effort of preserving Alabama’s cemetery heritage. The ACPA provides information and guidance on how to preserve and restore cemeteries and markers. The ACPA sponsors an Annual Cemetery Conference each year, publicizes and attends preservation efforts and dedications around the state, hosts the ACPA web site, and provides a means to register individual cemeteries in the ACPA Cemetery Register located on the ACPA website.

As your representative to this organization, I serve as an ex-officio member of the Alabama Cemetery Preservation Alliance (ACPA) Board of Directors along with representatives of the Alabama Department of Archives and History (ADAH), the Alabama Historical Commission (AHC), and the University of Alabama Cartographic Research Lab. The Board of Directors meets quarterly at the Alabama Department of Archives and History in Montgomery. In addition, an Annual Workshop and Membership meeting is held each year.

I attended the Board of Directors meeting on July 26, 2019 in the Energen Room at the Alabama Department of Archives and History in Montgomery. A review of the Annual Cemetery Preservation Workshop and Membership Meeting on May 18, 2019 at the Alabama Department of Archives and History in Montgomery, Alabama was completed. The 2020 Workshop is scheduled for May 2, 2020 at Old Cahawba Archaeological Park and New Cahaba Cemetery in Orrville, Alabama which is about 15 miles southwest of Selma. Preliminary plans indicate that the morning session will be held in the church at the park and the afternoon session will be at the cemetery.

As I have stated previously, the ACPA website contains other information to assist individuals and groups in maintaining and preserving their community and family cemeteries. You can find information on repairing headstones, fences and landscaping; setting up a non-profit association to support the perpetual care of your cemetery; and much more information to help in this endeavor. The ACPA is comprised of a network of volunteer County Representatives, throughout the state of Alabama, who are available for contact via the ACPA website, and a membership comprised of dedicated and concerned people across the United States. Obviously, members of the Sons of the American Revolution are invited to join the ACPA and help support their mission, volunteer as an ACPA County Representative and to register any cemetery that is located within the state of Alabama in the ACPA Cemetery Register. Blue Star Salute Foundation, Inc. Liaison Report – 2019 Fall BOM

The Blue Star Salute Foundation, Inc. (BSSFI) is a 501(c)(3) organization founded on December 15, 2005. The BSSFI mission is to Honor Those Who Are Serving, Those Who Have Served, and Those Who Have Fallen, as well as their Family Members. The organization sets aside a day each year to honor and show particular appreciation for America’s military, including active, reserves and National Guard, of all branches: Army, Navy, Marine Corps, Coast Guard, Air Force and the historic US Merchant Marines. The Blue Star Salute Foundation seeks to provide families of all military service members a Blue Star Service Banner to prominently display in their Honor. At each Deployment Service of Alabama National Guard and Reserve Units who are called to active duty, a Banner is presented to each deploying soldier for their family members to display in their honor. The Blue Star Salute Foundation also actively supports and participates in the Annual Wreaths Across America program on the second or third Saturday of each December at the Alabama National Cemetery in Montevallo.

The Blue Star Salute Foundation, Inc. seeks every opportunity to display for the public the "Faces of the Price of Freedom" photo boards of Alabama's Fallen Heroes since 9/11/2001 in order to honor them and keep the memories of these Defenders of American Freedom alive.

Meetings of the Blue Star Salute Foundation are normally held once each month on the 2nd Thursday at 1:00 PM at the American Village in Montevallo and the annual Blue Star Salute is held on Armed Forces Day in May of each year. Please visit our new website at bluestarsalute.com.

Recent Blue Star Salute Foundation activities:

A Memorial Service was held for Buster Stone, a WWII Army Air Corps pilot, who lost his life in a plane crash during a bomber escort mission in Northern France on 22 October 1943. His remains were recently identified and were brought home to Andalusia, Alabama for burial. The service was held at 11:00 AM on 11 May 2019 at the Pleasant Home Baptist Church in Andalusia, Alabama. The Blue Star Salute Foundation provided a Red, White & Blue Sympathy Standing Spray and presented the family with a Gold Star Banner. On behalf of the Governor and the people of Alabama, a Governor’s Certificate of Memory, a Commendation for Military Service, and an Alabama flag that had been flown over the State Capitol were also presented to the family.

Armed Forces Day/15th Annual Blue Star Salute was held on 18 May 2019 at Battleship Park in Mobile. The estimated attendance for the event was approximately 1,000.

A Memorial Service for E. David Gross, a WWII Navy Water Tender 2nd Class, who lost his life on 7 Dec 1941 while aboard the USS Oklahoma in Pearl Harbor when the ship was attacked by the Japanese. His remains were recently identified and were brought home to Athens Alabama for burial. The service was held at 1:30 pm on 27 May 2019 at Cherry Grove Baptist Church in Limestone County Alabama. The Blue Star Salute Foundation provided a Red,

White & Blue Sympathy Standing Spray and presented the family with a Gold Star Banner. The Eleventh Annual Memorial Day Ceremony was held at 9:00am on 27 May 2019 at the Alabama National Cemetery. The program included remarks from Doug Jones, US Senator from Alabama, Bradley Byrne, US Congressman from Alabama, and Stacy Velasquez, Director, Birmingham VA Medical Center. The Guest Speaker was Rear Admiral W. Clyde Marsh, USN (Retired) Executive Director of the National Cemetery Administration North Atlantic District.

PARTICIPATION: Your Chairman is Past National Chairman of the SAR/C.A.R. Committee and is presently Alabama C.A.R. Senior Adult President. He attended C.A.R. National Convention, Southeastern Regional meetings, C.A.R. State Conference and Workshops, Senior State Leader Board meetings, plus local Society meetings and joint meetings with SAR and DAR. In addition, he is Past President of Birmingham Chapter SAR and has served on the National SAR Eagle Scout, Membership, Hospitality, Flag, and Medals Committees. He served terms as SAR National Chairman of the C.A.R. Committee and terms as Co-chairman. He has been a Senior C.A.R. adult leader since 1979 an is an SAR Life Member and a C.A.R Senior National Board Member.

REPORT & RECOMMENDATIONS:

We are proud that Alabama SAR, for the thirteenth year in a row received the National C.A.R. Activity Award and Streamer presented to State President Edmon H. McKinley at the SAR National Congress. Your annual financial support is recognized and greatly appreciated. We actively request that local SAR Chapters align themselves with local C.A.R. Societies and support their activities both financially and with leadership. Please get your young people involved in C.A.R. where they can be active with like-minded children their age and gain the experience of hands-on leadership by conducting meetings and managing committees. We are proud that many children and grandchildren of SARs are members of C.A.R.

Our Summer State Workshop was held at Mound State Archeological and Historical State Park in Moundville. We had another record workshop attendance of C.A.R.s from throughout Alabama. We had presentations on the National Programs and Projects that were highlighted by original skits performed by our members. President Will Cain presented his State Project of providing historically accurate educational books and materials to the Mountain Schools. He is raising funds for his project by offering red-white-blue eagle lapel pins. Alabama SAR Vice President David Jones was our guest speaker and was very informative and entertaining. First Vice President Lillian Pennington gave a special program on the Alabama Bicentennial Celebrating 200 years of Statehood. The highlight was the distribution of red commemorative Bicentennial Bells provided by DAR Bicentennial Chairman and C.A.R. supporter Mrs. Connie Grund. Each local Society will participate in “Bicentennial Bells Across Alabama” on December 14th at 12:00 and join the DAR and SAR Chapters and in celebrating statehood. The highlight was the children practicing ringing their bells before adjourning for lunch and visits to the museum and Indian mounds. We were amazed to learn that at once the population of Moundville was 10,000 persons and that it was the largest city north of Mexico City. SAR-C.A.R. Fall 2019 Page 2

We had a very large attendance at the Southeastern Regional Conference in Atlanta and several of our newest members also attended. C.A.R. encourages family attendance by parents and grandparents. Our State Officers played leading roles in the programs and activities. The tour was the Atlanta Aquarium which was enjoyed by all.. Our young stars shone brightly and made us very proud.

Again we will have a float in the National Veterans Day Parade in Birmingham. Our State President Compatriot Will Cain has been invited to sit at the head table at the dinner on November 10. It has been many years since we have had that honor. Our Societies have participated in meetings and activities with local Veterans throughout Alabama and they invited SAR members to bring their children and grandchildren to participate with them and wave their flags in honor of those who served.

Application papers for many new C.A.R. members are in progress thanks to SAR and DAR members throughout Alabama who are sponsoring their children and grandchildren. SAR member participation and support in all local and state C.A.R. activities is welcomed and encouraged. We have three other SARs that are C.A.R. Senior State Officers and two Local Society Presidents. We commend Jonathan Dunaway for serving as Senior President of Isaac Ross Society of Montgomery and Senior State Historian, Compatriot Bill Clement for serving as Senior State Treasurer, and Compatriot Cass Tinsley as Senior State Registrar and Senior President of Birmingham’s Jane Bland Society. We welcome your SAR leadership as a future Senior State Officer or Senior State Committee Chairman.

The goal of this committee is to increase participation between members and leaders of our two organizations, to promote better relations, to strengthen C.A.R., and to encourage SAR members to further their support and involvement with C.A.R. These young people of C.A.R. are the future members of SAR and DAR and are guaranteed membership with no application fee and no lengthy application process. Local Alabama C.A.R. programs for our active societies teach our young people about historical education, love of country and patriotism, which will better prepare them for their duties as responsible citizens and leaders, as well as future SAR and DAR members. We encourage your SAR Chapter to have joint programs and functions with a local C.A.R. Society. We encourage you to offer your services as a Senior Leader. If there is no C.A.R. Chapter presidents have been asked to help promote this membership recruitment program.

When the DAR brings the SAR new members, reward these women with the appropriate SAR medal (i.e. Medal of Appreciation, Martha Washington Medal, and the Daughters of Liberty Medal). SAR applications must include a completed DAR Finder Report Form with that submission in order to qualify for credit.

If your chapter has such a prospective member who was DISCOVERED by a DAR member please complete the DAR Finder Report Form so that she will receive credit for her work to promote SAR. The DAR Finder Report Form is attached for your convenience.

It is imperative that SAR chapters promote a congenial and harmonious relationship with the National Society Daughters of the American Revolution (DAR) and its chapters to the betterment of both organizations. As potential new SAR members are recruited, one should always ask about their female relatives who could potentially join DAR. In turn, DAR members should be asked to inquire about their male relatives as they recruit new DAR members.

This recruitment program has a two-track system which will benefit the Alabama DAR State Society…… • The DAR State Society that has the highest score of participation as a factor of participation in the National SAR program of approved SAR members using the DAR Finder Form will be awarded certificates and $300 for 1st place, $200 for 2nd place, and $100 for 3rd place to the DAR State Societies • The DAR State Societies with the highest raw numbers of approved SAR members using the DAR Finder Form, with $300 for 1st place, $200 for 2nd place, and $100 for 3rd place to the DAR State Societies. The competition runs from January 1 to December 31 of each year. In order to be counted, a DAR Finder Report Form must be attached to the application packet. The SAR National Staff Registrar uses these forms to determine the winner. Applications without the form cannot be counted toward the competition. A separate form must be included with each application received and will be counted toward the contest after the application is approved. Multiple applications cannot be applied to one form. If you have any problems with completing the form, please let me know. I will help get this done. If you wish to have another member of your chapter to work with this program let me know.

Friends of the Library Report Here are some of the many things available at your National SAR Genealogical Research Library:

• The SAR Magazine has been digitized and is accessible to all members via the Internet.

• The SAR Genealogical Research Library has designated a FamilySearch Affiliate Library by FamilySearch International. This cooperative agreement grants our patrons access to 350+ million additional images of original records and documents. FamilySearch International is a non-profit, volunteer-driven organization sponsored by The Church of Jesus Christ of Latter-day Saints.

• The digitization the SAR Archives materials has begun to preserve your Society’s history. This endeavor was initiated by the Historian General our own Bill Stone.

• Books in the SAR Library collection are being linked to online full text editions from the Library online catalog. These are available to all members and others via the Internet. This is an ongoing project. Check the Library catalog to see if we have a particular book which you do not have in your local library.

Please join the Friends of the Library for $25 to support these and other efforts to provide services to our members at a distance.

Five members of the TVCSAR Color Guard performed at American Village 4th July celebration. On June 21st , TVCSAR had eleven members at American Village for the Flag Pole Dedication. Four Members of Our Color Guard presented the Colors Saturday night (9/7) at Chase Park Church of Christ where the people who have worked on the Space Program at NASA were honored.

The Tennessee Valley Chapter Color Guard gave a presentation to the 4th Grade Students of Goldsmith Schiffman Elementary School in Huntsville on Friday, September 6, 2019. Taking part in the Presentation were Randal Scot Jennings, Robert Anderson, Kay Anderson, and Bob Baccus
