What a year 2008 turned out to be in the political world! It also proved to be full of opportunity for Pfizer. We renewed our commitment and expanded our work to engage key stakeholders and forge new partnerships—from patients to physicians to payers and elected officials.

This political contributions disclosure report includes a list of candidates and political committees the Pfizer PAC supported during the 2007-2008 election cycle. I am honored and pleased to report that 2008 was another successful year for the Pfizer PAC.

During the 2007-2008 election cycle, we raised $2.96M with a 16% employee PAC participation rate. We were able to support 2,090 candidates in all levels of government. Additionally, Pfizer PAC continued a bi-partisan distribution of funds—50 percent of these candidates supported were Republicans and 50 percent Democrats.

I hope that you will take a few moments to review this report and see which candidates the Pfizer PAC supported in your state.

This year, it will be more important than ever that we positively engage our elected officials in support of health reform that promotes innovation, expands access and improves quality. What is a PAC?

PAC stands for Political Action Committee. A political action committee is a government-regulated organization that anyone can form to raise money for political campaign donations. PACs are formed by individuals, non-profit organizations, and corporations. Who Receives Pfizer PAC Contributions? Pfizer PAC is nonpartisan. It supports Democrats and Republicans alike. In the 2007-2008 election cycle, Pfizer PAC supported 2,090 candidates at the federal, state and local levels. Pfizer PAC is committed to support candidates from both political parties who share Pfizer’s vision and values for healthcare. During the 2007 – 2008 election cycle, 50% of Pfizer PAC contributions went to Republican candidates and 50% supported Democratic candidates. When choosing to make a contribution to a candidate, the Pfizer 1 PAC considers candidates’ views on issues that impact Pfizer and its employees as well as the presence of Pfizer facilities or employees in the candidate’s district or state. A complete list of Pfizer PAC and corporate political contributions (in states where corporate contributions are permitted) for the 2007-2008 election cycle is included in this report.

Pfizer complies fully with all federal, state, and local laws and reporting requirements governing PAC and corporate political contributions.

Pfizer has a Corporate Policy Procedure (#509) that requires all PAC and corporate political contributions to be compiled and published semi-annually in a report that is made available to employees, shareholders, and the public, and posted on the Company’s website at www.pfizer.com under “About Pfizer” in the Corporate Governance section.

Pfizer also requests that trade associations receiving total payments of $100,000 or more from Pfizer in a given year report the portion of Pfizer dues or payments used for expenditures or contributions that, if made directly by Pfizer, would not be deductible under section 162(e)(1)(B) of the Internal Revenue Code. We are disclosing such information received from our trade associations 2 in this report.

Pfizer has a PAC Steering Committee comprised of six colleagues who review and approve all PAC and corporate political contributions on a monthly basis. To ensure adequate representation, Steering Committee members represent different divisions within the Pfizer organization. The PAC Steering Committee evaluates candidates on a basis of their views on issues that impact Pfizer and its colleagues. It also takes note of whether Pfizer facilities or colleagues reside in a candidate’s district or state. In addition, all PAC and corporate contribution requests are shared with the Pfizer Political Contributions Policy Committee for review. The Political Contributions Policy Committee is responsible for governing the Pfizer PAC.

We have audited the accompanying combined statements of assets and liabilities arising from cash transactions of Pfizer Inc. Political Action Committee as of December 31, 2008 and 2007 and the related combined statement of revenue and expenses arising from cash transactions for the years then ended. These combined financial statements are the responsibility of the Committee’s management. Our responsibility is to express an opinion on these combined financial statements based on our audits.

We conducted our audits in accordance with auditing standards generally accepted in the of America. Those standards require that we plan and perform the audits to obtain reasonable assurance about whether the financial statements are free of material misstatement. An audit includes examining, on a test basis, evidence supporting the amounts and disclosures in the financial statements. NOTE 1: COMMITTEE DESCRIPTION

The Pfizer Inc. Political Action Committee (the Committee) was formed by Pfizer Inc. (the Company) to solicit and receive voluntary political contributions from employees and stockholders of the Company and certain subsidiaries to assist candidates for elective office. The Committee was registered with the Federal Election Commission in April 1976. During 2008 and 2007, contributions could be designated by the contributor to a specific candidate or political party for political office. Designated contributions are remitted directly to the candidate or political party by the Committee on behalf of the contributor. Contributions designated by contributors were not material in 2008 and 2007. Contributions to the Committee which were undesignated are subsequently designated by the Committee’s Steering Committee.

NOTE 2: SUMMARY OF SIGNIFICANT ACCOUNTING POLICIES

Basis of Presentation The combined financial statements of the Committee have been prepared on the basis of cash receipts and disbursements, except that the liability for U.S. income 4 taxes on interest income received during the year is accrued. Under this basis, revenue and the related assets are recognized when received rather than when earned, and expenses are recognized when paid rather than when the obligation is incurred. Accordingly, the accompanying combined financial statements are not intended to present financial position and results of operations in conformity with accounting principles generally accepted in the United States of America. The combined financial statements of the Committee include several political action committees which were formed to comply with certain state laws.

Accounting Estimates The preparation of financial statements requires management to make estimates and assumptions that affect the reporting of contingencies, if any, at the date of the financial statements and the reported amounts of revenue and expenses during the reporting period. Actual results could differ from those estimates.

Revenue and Expense Recognition Contributions are recognized as revenue in the period cash is received. Distributions to candidates at the discretion of the Committee are recognized when distributed. Interest income and bank charges are recognized when reported on the bank statement. Income tax expenses are recognized in the same period the taxable interest income is received.

The Company pays all administrative salaries and benefits, legal fees, and other administrative fees on behalf of the Committee. These costs are not reflected in the accompanying combined statements of revenue and expenses arising from cash transactions.

Net Assets Net assets are considered restricted if they arise from contributions with donor stipulations on their use. The Committee had no restricted net assets at December 31, 2008 and 2007.

NOTE 3: INCOME TAXES

Under Internal Revenue Code Section 527 and applicable state statutes, the Committee’s activities are exempt from taxation with the exception of interest income received. Income taxes expense totaled $4,521 and $7,079 in 2008 and 2007, respectively.

In December 2008, the Financial Accounting Standards Board issued FASB Staff Position (FSP) 483, “Effective Date of FASB Interpretation No. 48 for Certain Nonpublic Enterprises.” FSP 483 permits an entity within its scope to defer the effective date of FASB Interpretation 48, Accounting for Uncertainty in Income Taxes (FIN 48), to its annual financial statements for fiscal years beginning after December 15, 2008. The Committee has elected to defer the implementation of FIN 48 for the year ended December 31, 2008. The Committee evaluates its tax positions using the provisions of SFAS No. 5, Accounting 5 for Contingencies. Accordingly, a loss contingency is recognized when it is probable that a liability has been incurred and the amount of the loss can be reasonably estimated. No such loss has been recognized for the years ended December 31, 2008 and 2007.

NOTE 4: CONCENTRATIONS

Financial instruments that subject the Committee to concentrations of credit risk include cash which is invested with financial institutions. While the Committee attempts to limit its financial exposure, its deposit balances with financial institutions may, at times, exceed the limits insured by agencies of the U.S. government. The Committee has not experienced and management does not anticipate experiencing any credit losses on such deposits.
