The 35h meeting of the State Level Screening Committee on BADP was held on 2911112018 at 1100 hrs under the Chairmanship of the Chief Secretary cum Chairperson SLSC on BADP in the Conference Hall of the Chief Secretary at 5h Floor, Block No.02, Arunachal Pradesh Civil Secretariat. The list of members and officers who attended the meeting is appended at Annexure - | At the outset, Special Secretary (Planning) welcomed the members for attending the meeting and asked for their valuable suggestions and comments during the course of discussion. He also intimated the house about a reserye fund kept by MHA under BADP under Home Affairs Ministers Discretion for which genuine, innovative and concrete proposals for undertaking infrastructural projects may be recommended by Deputy Commissioners at the earliest. The learned Chief Secretary-Cum- Chairman of SLSC welcomed the members and requested them to participate in the deliberations to arrive at fruitful and meaningful decision. He took serious note of the fact that many projects under BADP were lagging behind the prescribed timelines and that many Deputy Commissioners were not submitting their Utilisation Certificates (UCs) in time to the Planning Department. He stated that the projects being executed under BADP should be monitored and followed up on a constant and continuous basis by the respective Deputy Commissioners and Chief Engineers and a Quarterly report, latest geotagged photographs and all other requisite details should be submifted in the prescribed format to the Planning Department with a copy to the Chairman SLEC. The Chairman SLSC also asked Deputy Commissioners to prepare perspective plans for all the "Model Villages" being developed under BADP and also to submit detailed status report on the development of the model villages (as on date) along with Geotagged photographs, GIS coordinates and UC's for all the projects being executed under the said scheme. Detailed deliberations on the agenda items were held and the following decisions emerged in the meeting:- Agenda No. 1 Proposals under Chief Secretary Discretionary Fung! lor 2018-19 1.1 lt was informed that an amount of Rs. 2.00 Cr was kept for Chief Secretary discretionary nd under BADP for the year 2018-19. Each Deputy Commissioner was 6$iadisked to present his/her proposal before the Gommittee. I Repairing and Anjaw Hayuliang- Raygam 20.00 -do- , Restoration of Foot Goiliang )suspension Bridge r$$ over Lohit river at s Raygam under Anjaw g\ District d 10 Development of Kiwi Longding Pongchau Pongchau 15.00 -do- Plantation in Block Pongchau Block Total 200.00 Agenda No. 2 lndo-Myanmar Border Action Plan 2.1 MHA has directed the State Government to submit Action Plan for filling up the physical infrastructural gaps in lndo-Myanmar Border diskicts during short term (0-3 years), Mid term (3-6 years) and Long term (6-10 years). 2lPage was informed that Planning Department vide lefter No. PD/BADP-04/2018-19(Part) ed 1511012018 has requested all the concerned Deputy Commissioners of lndo - yanmar Border districts to submit Action Plan for filling up the infrastructure gaps in na a( the lndo-Myanmar Border districts during short term (0-3 years), Mid term (3-6 years) and Long term (6-10 year) as per the guidelines prescribed under BADP. lt was decided that the concerned Deputy Commissioners should submit requisite Action Plan to the Planning Department by 2711'112018 for taking further necessary action. Decision : lt was decided that the lndo{lyanmar Border Plan should be a comprehensive plan which must include inputs from all the departments. Accordingly, it was decided to include the proposals from line departments before finalizing the comprehensive lndo-Myanmar Boder Plan by the Tirap, Changlang, Anjaw & Longding districts. A consolidated proposal including short term, mid- term & long-term plans be submitted by all the concerned Deputy Commissioners within 3 weeks time. Agenda No. 3 Security Related lssues 3.1 Colonel, HQ 56 lnfantry Division vide letter No1022/4/GS(Plg)/GS(Opsy dtd 121412018 has submitted proposals for taking up additional projects in Taksing, Gelemo, Soyorgong, Lhalung & Bishing Model Village on the basis of interaction between the Chief Secretary, Govt of Arunachal Pradesh with General Officer Commanding, 56 lnfantry Division on 1110112018 at ltanagar. Accordingly, Planning Department's vide letter No. PD/BADP-06/2015-16 dtd 03/05/2018 has fonrvarded the proposals to the concerned districts for ascertaining the fund requirement under the said projects. sl. Decision : After detailed deliberations it was decided that the projects recommended by the HQ 56 lnfantry Division does not mention any estimated cost of the proposals and accordingly concerned Deputy Commissioners were requested to prepare estimates of the projects and submit the same to the Planning Department for recommendation to MHA for consideration. Agenda No.4 Skill Development Progress 4.1. During 32nd SLSC meeting on BADP held on 26lOGt2O17, it was decided that in order to give a coherent approach to Capacity Building and Skill Development Training under BADP, Skill Development department will implement the Capacity Building and Skill Development component but the financial power will vest with Deputy Commissioner in view of PFMS. 4.2. The concerned Deputy Commissioners were requested to submit details of progress and problems on implementation of Skill Development and Capacity Building training projects in districts. Decision : On the basis of interaction with the Deputy Commissioners, it was decided that the existing procedure for impiementation of the Skill Development projects will be continued and if any districts faces any difficulties in implementation or quality of training etc. a detailed report on the same may be submifted to the Secretary(Skill Development) with a copy to the Planning Department. Al the concerned Deputy Commissioners were requested for proposing inclusion of any trade / area of training (if left out earlier) in the Iist of approved trade to the Planning Department for taking further appropriate action. Agenda No. 5 lssues related to PFMS in BADP. 5. 1. lt has been observed that, only after a year of on boarding BADP fund on PFMS mode, it has severely affected implementation of BADP scheme in the State. lt has led to delay in implementation of projects and submission of Utilisation Certificate in time. As the border districts of the stiate are situated in very far flung area, many districts still have no or very poor internet connectivity to conduct transaction of fund through PFMS. Further, nds are already transferred to the implementing agencies by 't show in the recrrds due to lack of regular update by the banking authority.

    CHAPTER-IV A CASE STUDY OF THE EASTERN SECTOR [McMOHAN LINE BORDER AREA] CHAPTER - IV A CASE STUDY OF THE EASTERN SECTOR [McMOHAN LINE BORDER AREA] 4 1 INTRODUCTION: As it is observed during political negotiations that China had refused to accept "McMohan Line" as a legal boundary line between India and China in the eastern sector as proposed by India to settle boundary dispute sector-wise. On the contrary, Chinese claimed about 94,700 square kilometers of Indian territory including the Kameng frontier division and three-fourth of the Lohit division of the eastern sector (Arunachal Pradesh) V An attempt is made here to study the McMohan Line border area into more details in terms of historical association of the area and its linkages. In this chapter an attempt is made to assess the claim and counter claim which has been made during "negotiations" by India and China, in the eastern sector, respectively. It is also assessed the rationality of these claims made by the contending parties. The complex nature of India's northern border cannot be understood unless it is studied with the "time" and "space dimensions" in relations to human habitations and political dominance of the powers in the disputed areas. Time dimension is the historical account of dominant powers in this region, where as space dimension is the geographical extent of ethnic groups and political control over particular border areas, which are dealt here in detail. 4 2 GEOGRAPHICAL EXTENT OF ARUNACHAL PRADESH: Although, a general geographical description of Arunachal Pradesh international border has been done in the second chapter of this thesis, a more detailed account about geographical extent of Arunachal Pradesh border (McMohan Line) has been carried out here, in this chapter.

This interest not \ about where many of these populations originated. It also reveals the currency of interest in, and claims about, these same issues among local communities throughout the region. Unfortunately, most existing writ- ings on this topic are unsatisfactory in that they offer only very specula- tive and sweeping—in terms of time and space—reconstructions based primarily upon claims found in local oral narratives. As a counter to this approach, herein I will be advocating thorough investigation of exactly how and why hill populations actually move from place to place in this part of the Himalaya, as well as the use of data derived from a broad array of sources. A case study of local population movements within the northern Subansiri River catchment of Arunachal Pradesh is offered as an example of a non-speculative approach to understanding migrations in the far eastern Himalaya, one that opens up different types of ques- tions and hypotheses from those suggested so far. I am introducing the term ‘micro-migrations’ here to describe the types of human movements in the region that my data demonstrate, and also as a way to break with the existing discourse on ‘migrations’ in the far eastern Himalaya.

There should be strict adherence to the BADP guidelines in letter and spirit for selection and implementation of projects under BADP. Under no Circumstances should any implementing agency flout the BADP guidelines. He further instructed all DCs and Executing agencies to go through the BADP Guidelines, Rules, terms and conditions which have been issued by MHA, Government of lndia and ensure that they are implemented in letter and spirit without fail while executing the projects under BADP.

The town is known for being home to different tribal communities of the region, and the culture here is a unique mix of the different tribal groups with their own unique culture and tradition. In fact, the indigenous handicrafts and artifacts made by the local people are quite colourful and unique, and give the place its own identity. The bamboo handicrafts and colourful garments are wonderful souvenirs to carry home and are easily available in the local handicraft market. The main livelihood of the people in the town especially among the women population, is weaving, along with handicraft making, animal husbandry and some bit of farming. The town is known for being an ideal place for trekking and nature walks. There are quite a few beautiful trekking trails which are popular for trekking expeditions and are the best way to explore the natural grandeur of the town and the surrounding landscape. The Subansiri River which is close to the town is good for adventure activities like rafting and angling and adds to the beauty of the scenery around. The Meghna Cave Temple dedicated to Lord Shiva is a beautiful temple here and is a popular place of visit.
