He also intimated the house about a reserye fund kept by MHA under BADP under Home Affairs Ministers Discretion for which genuine, innovative and concrete proposals for undertaking infrastructural projects may be recommended by Deputy Commissioners at the earliest. The learned Chief Secretary-Cum- Chairman of SLSC welcomed the members and requested them to participate in the deliberations to arrive at fruitful and meaningful decision. He took serious note of the fact that many projects under BADP were lagging behind the prescribed timelines and that many Deputy Commissioners were not submitting their Utilisation Certificates (UCs) in time to the Planning Department. He stated that the projects being executed under BADP should be monitored and followed up on a constant and continuous basis by the respective Deputy Commissioners and Chief Engineers and a Quarterly report, latest geotagged photographs and all other requisite details should be submifted in the prescribed format to the Planning Department with a copy to the Chairman SLEC.

    CHAPTER-IV A CASE STUDY OF THE EASTERN SECTOR [McMOHAN LINE BORDER AREA] CHAPTER - IV A CASE STUDY OF THE EASTERN SECTOR [McMOHAN LINE BORDER AREA] 4 1 INTRODUCTION: As it is observed during political negotiations that China had refused to accept "McMohan Line" as a legal boundary line between India and China in the eastern sector as proposed by India to settle boundary dispute sector-wise. On the contrary, Chinese claimed about 94,700 square kilometers of Indian territory including the Kameng frontier division and three-fourth of the Lohit division of the eastern sector (Arunachal Pradesh) V An attempt is made here to study the McMohan Line border area into more details in terms of historical association of the area and its linkages. In this chapter an attempt is made to assess the claim and counter claim which has been made during "negotiations" by India and China, in the eastern sector, respectively. It is also assessed the rationality of these claims made by the contending parties. The complex nature of India's northern border cannot be understood unless it is studied with the "time" and "space dimensions" in relations to human habitations and political dominance of the powers in the disputed areas. Time dimension is the historical account of dominant powers in this region, where as space dimension is the geographical extent of ethnic groups and political control over particular border areas, which are dealt here in detail. 4 2 GEOGRAPHICAL EXTENT OF ARUNACHAL PRADESH: Although, a general geographical description of Arunachal Pradesh international border has been done in the second chapter of this thesis, a more detailed account about geographical extent of Arunachal Pradesh border (McMohan Line) has been carried out here, in this chapter.

This interest not \ about where many of these populations originated. It also reveals the currency of interest in, and claims about, these same issues among local communities throughout the region. Unfortunately, most existing writ- ings on this topic are unsatisfactory in that they offer only very specula- tive and sweeping—in terms of time and space—reconstructions based primarily upon claims found in local oral narratives. As a counter to this approach, herein I will be advocating thorough investigation of exactly how and why hill populations actually move from place to place in this part of the Himalaya, as well as the use of data derived from a broad array of sources. A case study of local population movements within the northern Subansiri River catchment of Arunachal Pradesh is offered as an example of a non-speculative approach to understanding migrations in the far eastern Himalaya, one that opens up different types of ques- tions and hypotheses from those suggested so far. I am introducing the term ‘micro-migrations’ here to describe the types of human movements in the region that my data demonstrate, and also as a way to break with the existing discourse on ‘migrations’ in the far eastern Himalaya.

The 341h meeting of the State Level Screening Committee on BADP was held on 23tO212018 al 1200 hrs under the Chairmanship of the Chief Secretary cum Chairperson SLSC on BADP in the Conference Hall of the Chief Secretary at 5th Floor, Block No.02, Arunachal Pradesh Civil Secretariat, ltanagar. 2 At the outset, Chief Secretary cum Chairman SLSC on BADP informed the house that in Current Financial Year (i.e. 2017 -181 Home Ministry has committed Rs. 144.14 Crores under BADP (Central share) for Arunachal Pradesh. This includes Rs.103.00 Cr as normal BADP, Rs.18.00 Cr for construction of school remote areas (proposed by VKV) and Rs. 23.14 Cr for developing Gelling and Singhbir as model villages. He instructed the Deputy Commissioners to strictly adhere to the BADP guidelines, Rules, terms and conditions prescribed by the MHA, Government of lndia while implementing / executing the projects under BADP. There should be strict adherence to the BADP guidelines in letter and spirit for selection and implementation of projects under BADP. Under no Circumstances should any implementing agency flout the BADP guidelines. He further instructed all DCs and Executing agencies to go through the BADP Guidelines, Rules, terms and conditions which have been issued by MHA, Government of lndia and ensure that they are implemented in letter and spirit without fail while executing the projects under BADP.

Located at an altitude of 600 meters above sea-level, the town is known for its rich variety of flora and fauna and its ethnic diversity. The town is known for being home to different tribal communities of the region, and the culture here is a unique mix of the different tribal groups with their own unique culture and tradition. In fact, the indigenous handicrafts and artifacts made by the local people are quite colourful and unique, and give the place its own identity. The bamboo handicrafts and colourful garments are wonderful souvenirs to carry home and are easily available in the local handicraft market. The main livelihood of the people in the town especially among the women population, is weaving, along with handicraft making, animal husbandry and some bit of farming. The town is known for being an ideal place for trekking and nature walks. There are quite a few beautiful trekking trails which are popular for trekking expeditions and are the best way to explore the natural grandeur of the town and the surrounding landscape. The Subansiri River which is close to the town is good for adventure activities like rafting and angling and adds to the beauty of the scenery around. The Meghna Cave Temple dedicated to Lord Shiva is a beautiful temple here and is a popular place of visit.
