PREFACE This is another in the series of the Digest of Local Government Statistics of Ondo State. The publication was designed to provide comprehensive information on the eighteen Local Governments in the State. However, for this edition only fourteen Local Government responded to our request for data. The scope includes Administration, Finance, Infrastructural development, Health, Education, Political development and Chieftaincy. We commend the publication to Local Government Administrators, Stakeholders, in grassroot development and the general public. We use this medium to appeal to Local Government Authorities in the State to establish the Planning, Research Statistics Department in their Local Government as mandated by the State Executive Council and also fund Statistical activities in their respective Local Government Councils. Number and Status of Traditional Rulers in each Local Government Area, 2008 27 v INTRODUCTION Local Government is the third tier of Government in Nigeria and it is established to bring governance closer to the people and enhance socio-economic development. To accomplish these objectives, various policies and programmes are put in place at the Local Government level. Consequently, this publication contains information on various aspects of Local government administration in the state including finance, Health, infrastructural development, Community development, Education, Manpower/Personnel, e.t.c. The non-existence of virile statistics units and poor funding of data collection and management at the Local Government level constituted a major challenge during the field work. It is hoped that this situation would be addressed by the respective Local Governments. OBJECTIVES The major objectives of the publication are:- To provide a compendium of Statistical information on the Local Government Councils in the State. To provide information for development partimers that may be interested in complimenting developmental efforts at the third tier of Government To assess developmental efforts and infrastructural development in the various Local Governments in the State To provide benchmark data for monitoring SCOPE Year Local Government created Land area (Sqkm) Population vi Personnel Finance Health Institution Education Agriculture Roads contracted and rehabilitated Water supply Traditional Institutions Political wards Political appointees Registered cooperative Societies COMMENTS AND OBSERVATION POPULATION The distribution of population among the eighteen Local Government in the State according to year 2006 population census reveals that the figures range from 353,211(11% of total State population) in Akure South to 74,758 (2% of total State population) in Ondo East. The standard deviation of the distribution which measures dispersion among the Local Governments was 69,621. The distribution of Surface Area among the Local Governments range from 1710.5 sqkm in Odigbo Local Government to 340.1sqkm in Akoko South West local government. The standand deviation of the distribution was 441.5 see tables 1&2. PERSONNEL:- Tables 3 to 6 contain information on personnel in fourteen Local Governments. It excludes Akure South, Ese-Odo, Ile-Oluji/Okeigbo and Owo Local Government Councils that did not respond to request for information. Table 3 shows the distribution of personnel by occupational group. The percentage distribution among the various occupational groups are:- Senior vii Administrative (1%) Senior professional Staff (5.%) Inter mediate Admin Staff (9%), Inter mediate professional Staff (23%), Junior Administrative (Clerical) Staff (22%), Junior Technical Vacation Staff (25%) and others (15%). The distribution of the personnel by gender shows that (56%) are male and (44%) are female. Table 5 gives the distribution of local Government staff by highest education qualification and sex for the fourteen Local Governments that provided information on this item. The percentage distribution is as follows:- Higher degree 2%), First degree (10%), HND (6%), NCE/OND (18%), WAEC (39%) and others (25%). FINANCE Information on the finances of Local Government councils are contained in Tables 7-12. Items covered include revenue from Federation Account, Internally Generated Revenue (IGR), Recurrent and Capital Expenditure for 2006, 2007 and 2008. As expected, revenue from Federation Account accounted for lange percentage (98%, 80% and 98% in the three years respectively) of the revenue that accrued to Local Governments in the State. Table 9 reveals the comparism of internally generated revenue of local government councils between years 2006 – 2008. Table 10 reveals that the Local governments expended more on personnel and overhead compared to Capital Project. EDUCATION Tables 13-15 show the number of public primary and secondarys Schools by local government area in 2005/2006 – 2007/2008 sessions. The distribution of primary schools ranges from 99 in Odigbo to 23 in Akoko South East Local Government Area. The distribution of secondary Schools ranges from 31 in Ondo West to 7 in Akoko South East. Local Government Area. viii MEDICAL AND HEALTH Tables 16-18 give information on the distribution of public Medical and Health institutions by Local Government Area, number of children immunized against killer diseases and Health manpower in the different Local Government Councils. VITAL STATISTICS Table 19 shows the number of Marriages recorded in the local governments in 2006-2008.
