Mapping Inundation extent for Bihar (Paschim Champaran) using ESA Sentinel-1 Satellite Data 13 Aug 2017 North-eastern India, southern Nepal and Bangladesh received heavy rainfall during the last few days, Legend Map Prepared by: Data Provided by: ± which caused widespread flood claiming 160 human lives and displacing millions of people from their Disaster Image :Sentinel-1 homes. The floods imposed economic hardships among thousands of farmers due to the destruction of Date :13 Aug. 2017 rice crops in the ongoing Kharif season. Indian state of Bihar, which receives most of the flood waters from rivers in upstream Nepal is also Flood The analysis excluded permanent water bodies including reservoir, River/Permanent water tanks and ponds and this reflects only the inundation extent. SITUATION REPORT - BIHAR FLOODS NAME OF THE DISASTER: FLOODS DATE: 15.07.04 at 7:30 PM Rain in the upper catchment areas of Nepal has resulted in the rise of the water levels of all the major rivers of Bihar and so far 16 districts (out of a total of 38 districts) have been affected by the flood waters. 11.128 million people are affected by the unprecedented floods in Darbhanga, Madhubhani, Sitamarhi, Sheohar and East Champaran Districts. Situation is grim with continuous rains over the northern portion of the state and is likely to get critical with rain/thundershowers forecasted over Bihar by the Indian Meteorological department. As per the Central Water Commission report, river Kamala Balan, Budhi Gandak, Bagmati, Kosi, Mahananda and Adhwara group of rivers are flowing above the danger level. The districts so far affected are Supaul, Darbhanga, Bhagalpur, W.Champaran, Muzaffarpur, Sitamarhi, Khagaria , Sheohar, Madhubani, Araria, Saharsa , E. Champaran, Katihar, Kishanganj & Samastipur. The worst affected districts are Darbhanga, Sheohar, Madhubani and Sitamarhi. Sitamarhi, Darbhanga & Sheoher districts are cut off from the state head quarter.In many districts Rail & Road communications are also cut off. Chapter 2: Historical and Geographical Background of the Study Area 2.1. Historical Background: Bifurcation of the erstwhile district West Dinajpur on 1st April in the year 1992 gave birth of Uttar Dinajpur District, a narrow strip of land between Bihar and Bangladesh extending from north to south, bounded to the north by district Darjeeling, on the east by Bangladesh, in the south by the district of Dakshin Dinajpur and in the West by the district of Malda, also by Kishanganj, Katihar & Purnea Districts of Bihar. The district is subdivided into two subdivisions viz. Raiganj and Islampur. In 1947, Dinajpur district was divided into namely Dinajpur (now in Bangladesh) and West Dinajpur (jointly Uttar and Dakshin Dinajpur districts). It is said that according to the name of King Danuj @ Dinaj, the erstwhile Dinajpur district was named. 2.2. Location of the study area: Uttar Dinajpur district lies within the coordinate of latitude 25°11' N to 26°49' N and longitude 87°49'E to 90°00'E occupying an area of 3142 km² enclosed by Panchagarh, Thakurgaon and Dinajpur district of Bangladesh in the east, Kishanganj, Purnia and Katihar districts of Bihar on the west, Darjeeling district and Jalpaiguri district on the north and Malda district and Dakshin Dinajpur district on the south. 2.3. Administrative division: The district has been subdivided into two sub-divisions viz. Raiganj and Islampur, 110 km (68 mi) apart from each other and comprising mainly of Bengali speaking population while Islampur has a large number of Urdu and Hindi speaking people. There are 4 Municipalities, 9 Blocks and 97 Panchayats covering 3263 inhabited villages.

DISTRICT PROFILE WEST CHAMPARAN INTRODUCTION West Champaran is an administrative district in the state of Bihar. West Champaran district was carved out of old champaran district in the year 1972. It is part of Tirhut division. West Champaran is surrounded by hilly region of Nepal in the North, Gopalganj & part of East Champaran district in the south, in the east it is surrounded by East Champaran and in the west Padrauna & Deoria districts of Uttar Pradesh. The mother-tongue of this region is Bhojpuri. The district has its border with Nepal, it has an international importance. The international border is open at five blocks of the district, namely, Bagha- II, Ramnagar, Gaunaha, Mainatand & Sikta, extending from north- west corner to south–east covering a distance of 35 kms . HISTORICAL BACKGROUND The history of the district during the late medieval period and the British period is linked with the history of Bettiah Raj. The British Raj palace occupies a large area in the centre of the town. In 1910 at the request of Maharani, the palace was built after the plan of Graham's palace in Calcutta. The Court Of Wards is at present holding the property of Bettiah Raj. The rise of nationalism in Bettiah in early 20th century is intimately connected with indigo plantation. Raj Kumar Shukla, an ordinary raiyat and indigo cultivator of Champaran met Gandhiji and explained the plight of the cultivators and the atrocities of the planters on the raiyats. Gandhijii came to Champaran in 1917 and listened to the problems of the cultivators and the started the movement known as Champaran Satyagraha movement to end the oppression of the British indigo planters.
