    Topic Paper: Draft Local Plan Proposed Site Allocations - Reasons for Site Selection Dover District Local Plan Supporting document The Selection of Site Allocations for the Draft Local Plan This paper provides the background to the selection of the proposed housing, gypsy and traveller and employment site allocations for the Draft Local Plan, and sets out the reasoning behind the selection of specific site options within the District’s Regional, District, Rural Service, Local Centres, Villages and Hamlets. Overarching Growth Strategy As part of the preparation of the Local Plan the Council has identified and appraised a range of growth and spatial options through the Sustainability Appraisal (SA) process: • Growth options - range of potential scales of housing and economic growth that could be planned for; • Spatial options - range of potential locational distributions for the growth options. By appraising the reasonable alternative options the SA provides an assessment of how different options perform in environmental, social and economic terms, which helps inform which option should be taken forward. It should be noted, however, that the SA does not decide which spatial strategy should be adopted. Other factors, such as the views of stakeholders and the public, and other evidence base studies, also help to inform the decision. The SA identified and appraised five reasonable spatial options for growth (i.e. the pattern and extent of growth in different locations): • Spatial Option A: Distributing growth to the District’s suitable and potentially suitable housing and employment site options (informed by the HELAA and Economic Land Review). • Spatial Option B: Distributing growth proportionately amongst the District’s existing settlements based on their population.

    Appendix 2 Small Community Capital Projects Fund: Summary of Projects in Dover – 2011/12 SCCP DOV 1 Cross-Links Dover – ‘Resource Corner’ - £1,797 Cross-Links provide a range of activities in the local community including a drop-in centre, after school club, youth club and a parent & toddlers group. They would like to create a ‘Resource Corner’ in their drop-in centre which would support a range of activities such as arts and crafts, use of computer/internet and supporting homework activities. To do this they require a number of lockable storage cabinets, a computer desk and art/multi-use table. They would also like to purchase 2 good quality cameras to support photography projects during activities for children and young people. Beneficiaries mostly live in the Buckland ward and some others from the surrounding area. SCCP DOV 2 Triangles Community Centre – ‘Teenagers are People too’ - £1,165 Triangles is a community centre with rooms for hire, child and youth clubs and a community café which aims to improve the lives of people in the St Radigunds area. They would like to give the teenagers a room at the centre where they can play pool, games consoles or just act as a meeting place thus keeping them off the streets. The grant would be used to provide a table, computer desk, bean bags and other equipment for the room. SCCP DOV 3 Vista Twisters Cheerleading Club – ‘Purchase of Equipment’ - £2,500 Vista Twisters is a cheerleading club that trains boys and girls from the age of 4 – 18. Children come from all over the district and notably from areas such as St Radigunds, Buckland and Tower Hamlets.

    Annual Report – 2010/11 Introduction The Dover District Neighbourhood Forums are pleased to present their annual report covering the period from 1st April 2010 to 31 March 2011. Kent County Council and Dover District Council are committed to finding ways to inform, consult and involve local residents. The Dover District Neighbourhood Forums are fundamental to our approach of involving local people in shaping the places in which they live and work. The purpose of the Neighbourhood Forums is to: Engage with local residents, businesses and other community groups in the district; Provide a key consultative mechanism between all the councils and with the public on policies, plans and strategies; Assist councillors and other agencies to listen to and respond to their communities; Discuss an issue of local importance or concern or resolve specific issues; Dover District Neighbourhood Forums Annual Report 2010/11 1 Advise the council’s cabinet and scrutiny committees on issues of interest or concern in their area. The Dover District Neighbourhood Forums and the areas they cover are: Dover Town - covering Buckland, St.Radigunds, Maxton Elms Vale and Priory, Town and Pier, Tower Hamlets and Castle; Dover North - covering Aylesham, Nonington, Eythorne, Sutton, Langdon, Great Mongeham, St Margarets at Cliffe, Ringwould and Kingsdown, Ripple, Northbourne and Tilmanstone; Dover West - covering Denton with Wootton, Lydden, Shepherdswell with Coldred, Whitfield, Temple Ewell, River, Hougham Without, Alkham and Capel-le-Ferne; Deal & Walmer - covering: North Deal, Middle Deal, Mill Hill and Walmer; Sandwich Area - covering Stourmouth, Preston, Ash, Wingham, Goodnestone, Eastry, Sandwich, Staple, Worth and Sholden. The Neighbourhood Forums help Councillors to engage with communities in a positive and informal way, giving residents an opportunity to meet their elected members, setting up regular two-way communication.
