Summary: With the increasing demand for water and its alarming degradation, there is a need for forging partnership among government agencies, civil society organizations, private institutions and other stakehoders. Recognizing this need, the Southeast Asian Regional Center for Graduate Study and Research in Agriculture (SEARCA) together with other agencies formed a Technical Working Group (TWG) for the First National Congress on Philippine Lakes. The Congress served as a venue for a nationwide planning system. The three major themes discussed during the workshops were: 1) Science of Lakes; 2) Management and Policy Issues; and 3) Lessons Learned and Doing Something About It. The Congess was also able to come-up with "Philippine Lake Vision" and "The Tagaytay Declaration on Philippine Lakes".
