I. U. S. ARMY CHKMICAL CORPS ADVISORY COUNCIL:

A. Policy.

1. Personael: The following changes in personnel occurred during the period 1 January 1959 through 31 :

a. Advisory Council:

The resignation of Dr. John E. Vance as a member of the Advisory Council was accepted on 27 March 1959. Numerous other commitments prevented his continuing in this rapacity.

b. School & Training Cornittee:

(1) Dr. John E. Vance resigned as Chairman of the School & Training Cornittee (see paragraph a. above).

(2) Col. Lloyd E. Fellenz resigned from the School & Training Committee. His appointment as Acting Assistant Chief Chemical Officer for Planning & Doctrine in January 1959 prevented his continuing as a member. (3) Col. Donald E. Yanka, the newly appointed Conmanding Officer of the Chemical Warfare Laboratories, is Col. Fellenz' replacement on the School & Training Committee.

c. Protective Committee:

(1) Mrs. Margaret E. Kennedy resigned as of 13 . (2) Mrs. Dolly A. Todd was appointed to the position of Stenographer on 10 March 1959 to suceed Mrs. Margaret E. Kennedy.

2. Plans:

a. The Protective Committee plans to meet at Fort McClellan, Alabama on 16-17-18 March 1959.

b. The Eng'ineering & Production Committee and the Agents Committee will meet in joint session on 2 at Army Chemical Center, Maryland and again on 3 April 1959 at Fort Detrick, Maryland.

3. Relationships with Other Agencies:

a. Dr. Ira L. Baldwin, Chairman of the U. S. Army Chemical Corps Advisory Council, has been appointed a Chemical Corps representative on the Army Scientific Advisdry Panel by Secretary of the Army Wilbur M. Brucker.

Dr. Edward W. Comings, member of the Engineering & Production I b. Committee, has been named Dean of the School of Engineering at the University of Delaware.

c. Dr. Asger F. Langlykke, a member of the Engineering & Production Conanittee has been appointed Vice-chairman of the Research & Development Section for Pharmaceutical Manufacturers Association.

d. Dr. John J. Grebe, a member of the U. S. Anny Chemical Corps Advisory Council, reported at Room 3E428, The Pentagon, on 26 January 1959 for a one-day meeting of the Army Scientific Advisory Panel in connection with Anny F&D activities.

e. Dr. Charles L. Wisseman, Jr., a member of the Medical Committee, visited with the Viral & Rickettsial group at Fort Detrick on 4 February 1959 in order to obtain a better understanding of problems that come within the purview of the Medical Committee.

f. Dr. John J. Grebe, a member of the U. S. Army Chemical Corps Advisory Council was a speaker on 11 March 1959 at a Symposium under the auspices of the new Division of Nuclear Physics of the New York Academy of Sciences.

g. Dr. Carl B. Harquand, Btecutive Director of the Mviaory i . .,r Council, visited the Biological Warfare Laboratories at Fort -trick, Maryland on 11 March 1959 to attend a briefing for the American Hcdical t Association Civil Defense Cornittee.

-2- I h. Dr. Walter H. C. Rueggeberg, a member of the Agents Committee, visited Army Chemical Center, Maryland on 23 March 1959 to discuss the agenda for the next meeting of the Agents Committee.

i. Dr. Ludwig F. Audrieth, a member of the Agents Committee, was the lecturer on 2 March 1959 in the Frontiers of Chemistry lecture series held at the Kresge Science Library Auditorium in Detroit, Michigan. His topic was "The Phosphonitrilic Compounds."

j. Dr. Paul R. Burkholder, a member of the Protective Cownittee, and Director of Research at the Brooklyn Botanic Garden, was out of the country during the month of January performing work in the Antarctica. The purpose of his trip was a search for lichens to be grown and used in the fight against cancer.

k. The following members of the Protective Committee attended the Third Radiological Warfare Orientation Class, held at Fort McClellan, Alabama on 16-20 March 1959: Dr. Paul R. Burkholder; Dr. Sylvan M. Edwnds; Dr. Carl B. Marquand; Dr. W. Conway Pierce; and Dr. Thomas E. Whitehead. B. Operations, Activities, and Accomplishments.

1. The following reports were published and distributed during this quarter:

a. Report of the meeting of the Protective Committee held 25-26 August 1958 at Dugway Proving Ground, Utah, issued in January 1959, attached hereto as Inclosure 1.

b. Report of the meeting of the Engineering & Production Connnittee held 2-3 October 1958 at Fort Detrick and Army Chemical Center, Maryland, issued in February 1959, attached hereto as Inclosure 2.

c. Report of the bents Committee held q4-25 November 1958 at Army Chemical Center, Maryland and Fort Detrick, Maryland, isrued in March 1959, attached hereto as Inclosure 3.

d. Report of the meeting of the School & Training Committee held 22-23-24 October 1958 at Fort McClellan, Alabama, issued in March 1959, attached hereto as Inclosure 4.

2. The following meetings were held during this quarter. a. The Ad Hoc Committee on Instrumentation met at heryville, California on 23 January 1959. The Ad Hoc Conrmittee on Instrumentation was conceived as a result of the concern of the Protective Comittee with respect to the CW Alarms Instrumentation Program. The report and recornmen- dations of the meeting will be found appended to the Protective Committee report, Inclosure 5 (see next paragraph).

b. The Protective Committee met at Fort XcClrllan, Alabama on 16-17-18 March 1959. Inclosure 5 contains the report and reconmendations resulting from that meeting.

-3- 11. CONMITTEE (ACS) ADVISORY TO THE CHEMICAL CORPS.

A. Policy.

1. Personnel:

a. Dr. Walter J. Murphy, Chairman of the Public Relations Subcommittee of the Committee (ACS) Advisory to the Chemical Corps, has been appointed a member of the whole Committee, effective 1 January 1959.

b. Dr. Bradford R. Stanerson was appointed to the Committee (ACS) Advisory to the Chemical Corps, effective 25 February 1959. He will represent Mr. Alden H. Emery, Executive Secretary of the American Chemical Society in his absence, and will advise on the relationship of basic research, applied research, and Chemical Corps problems.

c. The 1 July - 30 September 1958 Historical Report of this activity incorrectly reported that Dr. Harold C. Weber had resigned from the Committee (ACS) Advisory to the Chemical Corps. His resignation applied only to his membership in the U. S. Army Chemical Corps Advisory Council.

2. Plans:

a. The Cornittee (ACS) Advisory to the Chemical Corps plans to meet in Boston, Massachusetts on 7 April 1959, in conjunction with the 135th National Meeting of the American Chemical Society.

b. The annual meeting of the Committee (ACS) Advisory to the Chemical Corps will be held at Port Detrick, Maryland sometime during - 3. Relationships with Other Agencies:

a. Dr. H. Fraser Johnstone and Dr. Carl B. Marquand, who are members of the Committee (ACS) Advisory to the Chemical Corps, vere appointed by the American Chemical Society to its Cornittee on A:r Pollution for 1959.

b. Dr. Harold C. Weber, a member of the Committee (ACS) Advisory to the Chemical Corps, was awarded a citation for meritorious service as Chairman of the U. S. Army Chemical Corps Advisory Council from to 23 September 1958. The avard was presented to him by Maj. Gen. Marshall Stubbs, Chief Chemical Officer, at a dinner meeting of the Army Scientific Advisory Panel at Army Chemical Center on the evening of 12 January 1959.

B. Operations, Activities and Accomplishments. A report of the meeting of the Committee (ACS) Advisory to the Chemical Corps held 19-20 May 1958 at Army Chemical Center, Maryland, issued in March 1959, is attached hereto as Inclosure 6.

-4- 111. SOCIETY OF AMERICAN BACTERIOLOGISTS COMMITTEE ADVISORY TO THE CHEMICAL CORPS.

A. Policy.

1. Personnel:

a. Drs. Erling J. Ordal, William B. Sarles, and Albert P. McKee, who were among the original appointees to the committee at the time of its organization in 1955, were expected to resign 31 December 1958 since their term of office had expired nn that date. They were requested to continue in office, however, until the end of FY 1960, because arrangements for their replacements had not been concluded. This continuance in office would permit them to attend the SAB meeting held at Fort Detrick on 15-16 January 1959.

b. Dr. Sanford Samuel Elberg was issued invitational orders to make it possible for him to attend the 15-16 January 1959 SALi meeting. It is anticipated that he will eventually become a member of the SAB Committee.

B. Operations, Activities and Accomplishments.

1. The Society of American Bacteriologists Committee Advisory to the Chemical Corps met at Fort Detrick on 15-16 January 1959. Inclosure 7 represents actions taken at that meeting.

Iv. MISCELLANEOUS. A. During the past quarter a classified and an unclassified section of the following newsletters were prepared and distributed by the Secretariat of the U. S. Army Chemical Corps Advisory Council:

1. Newsletter No. 71 dated 20 January 1959. 2. Newsletter No. 72 dated 20 February 1959. 3. Newsletter No. 73 dated 20 March 1959. B. Inclosure 8 is an overall appraisal and assessment of the Advisory Council operations aB reported to the Comptroller, Office of the Chief Chemical Officer, Washington, D.C. on 27 March 1959.
