Applications may be inspected free of charge at the Office of the Traffic Commissioner in Leeds by any person who carries written authorisation to act in that capacity. Objections against published applications may be made in writing by a Chief Officer of Police, a local authority, a planning authority or a prescribed trade union or association within 21 days of the date on which notice of an application is published in Applications and Decisions. Objections must be made either on the grounds that any of the requirements listed in Section 13 of the Goods Vehicles (Licensing of Operators) Act 1995 are not met and/or that a nominated operating centre will be unsuitable for use as such. A copy of the objection must be sent by the objector to the applicant at the same time that it is sent to the Traffic Commissioner. The onus of proof in terms of the grounds on which an objection is lodged lies with the objector. You may fax a copy of your objection to 0113 2488521 but please note that you must send the original signed document through the post. Classification of Operator Licences – There are three classes of licence: • A Restricted (R) licence authorises the use of a goods vehicle on public roads in Great Britain for the carriage of the licence holder’s own goods in the course of his trade or business. The licence holder cannot carry goods for other people for hire or reward; • A Standard National (SN) licence allows the licence holder to carry both his own goods and goods for other people for hire or reward, on public roads in Great Britain. He can also carry his own goods on journeys abroad; • A Standard International (SI) licence allows the licence holder to carry both his own goods and goods for other people for hire or reward. These activities can be undertaken both in Great Britain and on international journeys.     Cornwall Council report Cllr Dick Cole Time period: 23rd February – 23rd March 2021 1.0 Council and other meetings Over the last month, I have attended a number of virtual meetings and briefings via Microsoft Works and Zoom. In terms of Cornwall Council, these have included Full Council; a briefing in advance of this coming week’s Full Council; Economic Growth and Development Overview and Scrutiny Committee and an associated briefing; the Cornish National Minority Working Group and two meetings about the 2021 census and the publicity for the “write-in” option for Cornish nationality; monthly meeting of elected members within the China Clay Area; the first meeting of the core group for a new Race Equality Forum for Cornwall; and a members’ briefing session. I have also had a number of meetings about the road safety schemes which are being brought forward in St Enoder Parish. In addition, I have been at meetings of St Enoder Parish Council, South & East Cornwall Community-Led Local Development Local Action Group, and the lockdown support group for the China Clay Area. 2.0 Planning matters The Parish Council and I continue to deal with a range of planning applications. Updates of note are as follows: 2.1 Fifty properties at St Columb Road (PA20/02929) Last month, I reported that Cornwall Council had refused planning permission for the construction of 50 new properties at St Columb Road, on land immediately to the rear of the development opposite the Doctors’ Surgery, and that the applicant had appealed the decision to the Bristol-based Planning Inspectorate.

Presented a bouquet of flowers to a Senior Resident who had reached 103 years of age Attended the Steering Group meeting and wanted residents to know of the excellent work being undertaken Had been advised earlier in the day that contrary to rumours circulating the town the development of a supermarket is certainly still on the cards though moving a little more slowly than anticipated. John Pengelly Librarian is leaving his current post for pastures new within Cornwall Council, John’s service has been a credit to himself and the service. 123/11 PUBLIC FORUM: Police : A report for the past month had been sent by PC Lenton which was read to those present by the Town Clerk Cllr Mrs P Harvey: Referring to the letter from the Town Council, Mrs Harvey suggested a line be drawn under what has happened in the past.

Cornish culture threatened / open-field system / signs of open-fields today / the Norman conquest / burgage plots and stitches / common land / deer parks / the Black Death (1347-50) / after the Black Death. The period from the departure of the Romans to the dissolution of the monasteries by Henry VIII, is often called the mediæval period. It spans the final eleven centuries of the Cornish people's running their own affairs, with an increasing settlement by the English into East Cornwall. During this period, Cornwall still had its own language, legal system, weights and measures and agriculture. The Magna Carta in 1215 confirmed that Cornwall was separate from England. The mediæval maps (up to 1538) show Cornwall as a nation of Britain and not as a county of England. Tin streaming continued, providing a continual demand for farm products which encouraged intensive agriculture and, thereby, good stockproof hedges. There is a written account, in the 7th century, of a ship from Alexandria that sailed to Britain with corn, and returned with a cargo of tin; corn prices were obviously good. This would have meant local farming prosperity and well-tended hedges. In the 9th century Cornish tin was being exported to Moscow through Germany and Austria, the traditional route through the Mediterranean having been disrupted by the Arab defeat of Byzantium in 655 AD. Many of the prehistoric gurgoes (relic hedges, pronounced gurjeys) vanished under the continuing mining activities, although some venerable ones have remained where they marked mineral boundaries.
