    Brief Proceedings of the Interactive Session with Shri Om Prakash Rawat, Hon’ble Chief Election Commissioner, Election Commission of India on ’Electoral Integrity and Role of Money in Elections’ held on 2 June 2018 at the Conference Hall of MCCI. MCCI organised an Interactive Session with Shri Om Prakash Rawat, Hon’ble Chief Election Commissioner, Election Commission of India on ’Electoral Integrity and Role of Money in Elections’ at the Chamber premises on 2 June 2018. Shri Aariz Aftab, Hon’ble Chief Electoral Officer, West Bengal Home Department, Election Branch was also present and spoke on the occasion. Shri Vishal Jhajharia, Senior Vice President, MCCI in his welcome address enquired if the ‘election contest’ can be limited to fewer political parties for Lok Sabha and State Assembly elections. Also is it possible to prescribe minimum academic qualifications and age-limits of candidates for both Parliament and the State Assemblies? The EC issues a ‘Model Code of Conduct’ for political parties and candidates to follow strictly so that elections are held in a free and fair manner. But despite acceptance of the ‘Code of Conduct’ by all political parties, cases of violations have been on the rise. It is a general complaint that the party in power misuses the official machinery to further its electoral prospects. The vulgar show of money during elections is no less a serious issue. Another serious problem in India is the criminalisation of politics. Persons with criminal background continue to hold seats in the Parliament and State Assemblies. As per information available, about one-third of all winners in 16th Lok Sabha had at least one pending criminal case against them, with some having serious criminal cases.

Answer THE MINISTER OF STATE FOR EXTERNAL AFFAIRS (SHRI OMAR ABDULLAH) (a) The number of Ambassadors, High Commissioners, Consul Generals and other diplomats from the Ministry of External Affairs as on date is 473. A list is at Annexure I. (b) The number out of them belonging to SCs/STs is 113. A list is at Annexure II. (d) SC/ST representation in the total strength of the IFS Cadre is 15% and 7.5% respectively.W hile the percentages are strictly followed at the recruitment stage, there is no policy of reservation of posts in foreign postings, thereafter. Madam/Sir, An Election Education Centre-cum-Museum has been inaugurated in the premises of the CEO, Delhi on 18th October, 2016 by the Hon'ble Chief Election Commissioner of India (C.E.C), Dr. Nazirn Zaidi in the august presence of the Hon'ble Election Commissioners Sh. Achal Kumar Joti and Sh. Om Prakash Rawat to showcase the remarkable journey of Indian Elections through archived images, videos and related documents. It also has an important section on Gandhiji's engagement with democracy, set up with assistance of National Gandhi Museum. This Centre-cum-Museum has been set up with a view to create an environment and learning place to celebrate our electoral legacy, to peep into our "gold standard" electoral management and to learn democracy with Gandhi. It takes us down the memory lane of election process in the largest democracy of world. With the use of more than hundred archived photographs, maps and references, the centre showcases the electoral journey of country under the supervision, direction and control, of the Election Commission of India till date.
