Attorney Advertising Purpose & Background

For decades numerous courageous survivors have spoken their truth and brought lawsuits related to the sexual abuse of children in the throughout Colorado. Survivors became plaintiffs in civil lawsuits and together with their attorneys were able to reveal secret Church records through the courts and civil litigation process. These lawsuits resulted in the release of identities and histories of sexually abusive individuals, those engaged in sexual misconduct, and the release of documents and records reflecting the knowledge of institutions that covered up the sexual abuse and misconduct.

The Anderson Report on Sexual Abuse in the Archdiocese and Dioceses in Colorado contains the names of diocesan priests, religious order priests, and other religious clerics associated with the Archdiocese of Denver, of Colorado Springs and Diocese of Pueblo, including those who were assigned within or working in the geographic boundaries of the Archdiocese or Dioceses, who have been accused of sexual misconduct. The information in this Anderson Report is derived from publicly available sources, claims made by survivors to the dioceses and religious orders responsible for the offenders, and legal settlements made as a result of claims for sexual abuse and misconduct.

While lawsuits were filed involving many of these alleged perpetrators, some of the claims against these individuals have been settled or have not been fully evaluated in a civil or criminal court. Accordingly, the allegations should be considered just allegations and should not be considered proved or substantiated in a court of law. All individuals should be considered innocent until proven guilty. In some situations, the statute of limitations has expired preventing the cases from being heard in a court of law.

It is believed that the Archdiocese of Denver, Diocese of Pueblo and Diocese of Colorado Springs do not make available to the public the full history, knowledge, and context of their sexually abusive agents and employees. The Anderson Report on Sexual Abuse in the Archdiocese and Dioceses in Colorado is intended to raise awareness about the important issue of sexual abuse and sexual misconduct, provide the public with vital information including assignment histories, and provide awareness to survivors. The assignment histories provided are approximations and were compiled from The Official Catholic Directory, BishopAccountability.org, statements attributed to Diocesan and Religious officials, Diocesan and Religious records, and media reports.1

1The abbreviation in parenthesis following the assignments indicates the Archdiocese or Diocese the individual was working and/or residing in at the time of the assignment.

Attorney Advertising Supporting Colorado Abuse Survivors for Decades Jeff Anderson & Associates, P.A.

Jeff Anderson & Associates pioneered the use of civil litigation to seek justice for survivors of childhood sexual abuse. For over 25 years Jeff Anderson has worked with survivors of clergy sexual abuse in Colorado seeking accountability and transparency. In 1993 Jeff Anderson brought a lawsuit against the Diocese of Pueblo on behalf of a courageous survivor, Thomas Perea, who made his name public even though he could have remained anonymous. Thomas was sexually abused multiple times starting as a 15-year-old boy by Fr. Delbert Blong. Thomas’ lawsuit alleged that Fr. Blong had infected him with HIV, and Thomas was motivated to take action by the concern he had for the safety of others. The case was settled in late 1994.

Again in 2005, Jeff Anderson & Associates took on the Catholic hierarchy in Colorado. Eighteen lawsuits were filed against the Archdiocese of Denver. One of those six survivors went public in an effort to expose the reckless practices by the Bishops. The survivors were abused as children by three different priests, Fr. Harold White, Fr. Leonard Abercrombie, and Fr. Lawrence St. Peter. The lawsuits were settled in 2008. As part of the settlement, survivors were able to publish portions of Fr. Harold White’s personnel file. The documents showed a history of reports to the Archdiocese and transfers of Fr. White from one parish to another.

In addition to seeking legal accountability, the firm has supported survivors of abuse by bringing public awareness to the cause and testified before numerous state legislatures endorsing reforms to the statute of limitations. Through its work, Jeff Anderson & Associates seeks to bring hope, healing, accountability, and justice to survivors of sexual abuse.

As a result of the courage of countless survivors in Colorado, the Colorado legislature made an effort to change the statute of limitations to give survivors of abuse more time to seek accountability for the abuse they suffered. The Archdiocese of Denver and Charles Chaput mounted an unprecedented media and legislative effort to defeat the bill. Archbishop Chaput used the media, the pulpit, and gave out nearly 25,000 protest cards for parishioners to send to legislators. He also helped hire one of the state’s top lobbying firms to oppose the bill. Ultimately, the bill was defeated in 2006. Public policy in Colorado protects the wrong class of people—perpetrators, predators, and those that protect them instead of the kids.

Attorney Advertising Attorney Advertising Child Sexual Abuse in the Archdiocese and Dioceses in Colorado

The Anderson Report on Sexual Abuse in the Archdiocese and Dioceses in Colorado is intended to be a chronology and analysis of sexual misconduct and the sexual abuse of children in Catholic institutions within the state of Colorado.

The data collected illustrates the patterns and practices of Diocesan and Religious Order officials who have enabled the abusers and covered-up crimes of sexual misconduct. Modern means of analysis and the availability of data through the internet, social media, and otherwise publicly available information are exposing perpetrators who operated in the Archdiocese of Denver, Diocese of Pueblo, and Diocese of Colorado Springs, but until full transparency and accountability exist, children remain in grave danger.

Historically, the Archdiocese and Dioceses in Colorado, like many other archdiocese and dioceses around the world, knew of predator priests who posed a significant danger to children and others. Sexual abuse, particularly of children, has long been a crime in Colorado. However, Diocesan and Religious Order officials chose and continue to keep these crimes hidden, allowing their priests and religious clerics continued and unfettered access to vulnerable members of society. Over recent decades, occasional bits of information about abuse within Catholic institutions have surfaced, but the Catholic Church’s strict policy of secrecy has kept information and the full extent of the problem hidden from the public. This has continued despite mandated reporting laws. Archdiocese of Denver Territory within the Archdiocese of Denver was established as a Vicariate-Apostolic in 1868. Attorney Advertising Colorado Attorney General’s 2019 Special Master’s Report Summary Roman Catholic Clergy Sexual Abuse of Children in Colorado from 1950 to 2019

In 2019, Colorado Attorney General Phil Weiser, by agreement between Colorado’s Attorney General and the Archdiocese of Denver, Diocese of Pueblo, and Diocese of Colorado Springs, released a report entitled “Roman Catholic Clergy Sexual Abuse of Children in Colorado from 1950 to 2019, Special Master’s Report, October 22, 2019” (Special Master’s Report). The Special Master’s Report details the names of and allegations against Catholic priests accused of sexually abusing children in Colorado since 1950 and is a disturbing summary of how the Colorado Archdiocese and Dioceses protected themselves and their priests instead of children by failing to remove abusive priests, transferring abusive priests, using coded language about sexual abuse, failing to report abuse to law enforcement and implementing deficient and questionable recordkeeping practices. Failure to Report to Law Enforcement The Special Master’s Report found that “[o]ut of almost 100 opportunities to do so since 1950, the Colorado Dioceses voluntarily reported clergy child sex abuse to law enforcement fewer than 10 times.” The Special Master’s Report further states, “[i]t is impossible to believe that Church personnel did not know even in 1950 that sexually abusing a person is a serious crime. It is almost as hard to believe — but proven by the documents we reviewed from all the way up to at least the early 1990s — that professionals asserting high moral authority chose to protect their institution and their colleagues over children. We also found evidence from as late as the 1980s that this culture of Church self-protection was reinforced by punishment imposed on Church personnel who did report child sex abuse. The Colorado Dioceses’ advances in training to reduce abuse in the first place, and their procedures for responding to abuse when it does occur, still have not eliminated this persistent problem.” 1 Failure to Take Action Put Children in Peril “[H]istorically on average it took 19.5 years before a Colorado Diocese concretely restricted an abusive ’s authority after receiving an allegation that he was sexually abusing children. (This figure does not even include the 7 alleged abusers for whom the Colorado Dioceses never put any restriction in place during their lifetimes.)” 2 Transferring Abusers The Report concluded that “the record we compiled below is flush with examples of the Colorado Dioceses transferring child sex abusers just ahead of the child sex abuse scandals which often generate abuse reports and documentation.” 3

Fr. William G. Allison Ordained, 1948 Notes: Fr. William Allison has a storied history of child sexual abuse, having been accused by numerous individuals in Arizona, New Mexico, Louisiana, and California. The full extent of Fr. Allison’s sexual abuse was not uncovered until 2011 when a man filed a lawsuit claiming he had been sexually abused as a child by Fr. Allison at San Carlos in Monterey, California in approximately 1966. A file related to the lawsuit alleged that Fr. Allison was a known serial predator and there was documentation that he underwent treatment for his “psychosexual disorder” at Servants of the Paraclete, an institution known for treating priests accused of child sexual abuse. Despite all of this, Fr. Allison was still allowed to work in the Diocese of Monterey, where he purportedly continued to sexually abuse children. Due to the ruling on the statute of limitations, the case was dropped. In 2013, Fr. Allison was included in a civil lawsuit, which has since been settled, brought against the Diocese of Gallup for allegedly covering up child sexual abuse.

In 2005, Fr. Allison was named on the Diocese of Gallup’s “List of priests, religious and other persons who have been credibly accused of sexual abuse of minors and who have served in parishes or institutions of the church located within the territorial limits of the Diocese of Gallup.” The Diocese of Gallup published an updated list in which Fr. Allison is named again, titled “The following is a list of clergy identified by the Diocese of Gallup as having credible allegations of sexual misconduct made against them.” In 2019, Fr. Allison was named on the Diocese of Alexandria’s list of, “Clergy duly incardinated or at one time serving in the Diocese of Alexandria accused of sexual misconduct and abuse of minors by allegations brought by victims or by written testimony.” Fr. Allison is also named on the Diocese of Monterey’s “List of Credibly Accused” in the section, “Credibly accused Clergy previously released or in the public domain who were working in the name of the Diocese of Monterey when the alleged abuse occurred.”

Stein was arrested in Golden, Colorado, and charged with “taking indecent liberties” with a minor boy. Fr. Stein was subsequently convicted and sentenced to 18-months in prison. The Sterling Police Department reportedly agreed to release Fr. Stein as long as he left Sterling permanently. Fr. Stein’s file reflects that he sexually abused at least four victims in New Mexico after the Archdiocese of Denver got his charges for sexually abusing a minor dismissed. In November 1958, Fr. Stein was laicized. Prior to his laicization the Archdiocese of Denver had sent Fr. Stein to the Servants of the Paraclete, an institution known for treating priests accused of child sexual abuse. Fr. Father C Professed Vows, Unknown | Ordained, 1989

Notes: Father C is an unidentified priest that was included in the Colorado Attorney General’s Special Master’s Report on “Roman Catholic Clergy Sexual Abuse of Children in Colorado from 1950 to 2019.” According to the Special Master’s Report, Father C was ordained by the Archdiocese of Denver in 1989, after working as a Benedictine monk for 25 years and attending seminary. In 1972, while assigned to Holy Cross Abbey in Canon City, Colorado, Father C was alleged to have engaged in sexual misconduct with a minor boy. He was charged and pled guilty to sex assault on a child over 14 years old. A 1997 civil lawsuit against the Benedictines brought Father C’s felony child sex abuse conviction to light again. According to the Special Master’s Report, the Archdiocese of Denver investigated the incident from 1972 prior to ordaining Father C. However, it does not appear that the Archdiocese of Denver knew Father C had been convicted of this crime until days after his ordination, and further, that he had been promoted to Pastor in 1994 and ultimately retired in 2002 after agreeing to participate in monthly counseling and reporting to his supervisors. Father C’s current status as a priest, his whereabouts, and whether he has access to children are unknown.

Father K Ordained, Unknown

Notes: Father K is an unidentified priest that was included in the Colorado Attorney General’s Special Master’s Report on “Roman Catholic Clergy Sexual Abuse of Children in Colorado from 1950 to 2019.” According to the Special Master’s Report, Father K was incardinated in the Diocese of Pueblo in 1956, but only worked for 4 years in the diocese; however, he held a variety of assignments over the next 40 years and allegedly had the permission of the Diocese of Pueblo to take each new assignment. While in the Diocese of Pueblo, Father K allegedly worked at 3 different parishes in his first year, then moved to an orphanage the next year, a hospital the following year and became a chaplain in the U.S. Naval Reserve.
