    Appendix A: Conceptual Design Documentation APPENDIX A Conceptual Design Documentation June 2019 A-1 APPENDIX A: CONCEPTUAL DESIGN DOCUMENTATION The environmental analyses in the NEPA and CEQA documents for the proposed improvements at Oceano County Airport (the Airport) are based on conceptual designs prepared to provide a realistic basis for assessing their environmental consequences. 1. Widen runway from 50 to 60 feet 2. Widen Taxiways A, A-1, A-2, A-3, and A-4 from 20 to 25 feet 3. Relocate segmented circle and wind cone 4. Installation of taxiway edge lighting 5. Installation of hold position signage 6. Installation of a new electrical vault and connections 7. Installation of a pollution control facility (wash rack) CIVIL ENGINEERING CALCULATIONS The purpose of this conceptual design effort is to identify the amount of impervious surface, grading (cut and fill) and drainage implications of the projects identified above. The conceptual design calculations detailed in the following figures indicate that Projects 1 and 2, widening the runways and taxiways would increase the total amount of impervious surface on the Airport by 32,016 square feet, or 0.73 acres; a 6.6 percent increase in the Airport’s impervious surface area. Drainage patterns would remain the same as both the runway and taxiways would continue to sheet flow from their centerlines to the edge of pavement and then into open, grassed areas. The existing drainage system is able to accommodate the modest increase in stormwater runoff that would occur, particularly as soil conditions on the Airport are conducive to infiltration. Figure A-1 shows the locations of the seven projects incorporated in the Proposed Action.

Studying island systems led to the development of keystone biological theories including: Darwin and Wallace’s theories of natural selection, Carlquist’s insights into the biology of adaptive radiations, MacArthur and Wilson’s theory of island biogeography, and many others. Utilizing islands as natural laboratories allows us to discover the underlying fabric of ecology and evolutionary biology.     DETAILS OF IMPORTANT PLANTS IN RPBG ABIES BRACTEATA. SANTA LUCIA OR BRISTLECONE FIR. PINACEAE, THE PINE FAMILY. A slender tree (especially in the wild) with skirts of branches and long glossy green spine-tipped needles with white stomatal bands underneath. Unusual for its sharp needles and pointed buds. Pollen cones borne under the branches between needles; seed cones short with long bristly bracts extending beyond scales and loaded with pitch, the cones at the top of the tree and shattering when ripe. One of the world’s rarest and most unique firs, restricted to steep limestone slopes in the higher elevations of the Santa Lucia Mountains. Easiest access is from Cone Peak Road at the top of the first ridge back of the ocean and reached from Nacimiento Ferguson Road. Signature tree at the Garden, and much fuller and attractive than in its native habitat. ACER CIRCINATUM. VINE MAPLE. SAPINDACEAE, THE SOAPBERRY FAMILY. Not a vine but a small deciduous tree found on the edge of conifer forests in northwestern California and the extreme northern Sierra (not a Bay Area species). Slow growing to perhaps 20 feet high with pairs of palmately lobed leaves that turn scarlet in fall, the lobes arranged like an expanded fan. Tiny maroon flowers in early spring followed by pairs of winged samaras that start pink and turn brown in late summer, the fruits carried on strong winds. A beautiful species very similar to the Japanese maple (A. palmatum) needing summer water and part-day shade, best in coastal gardens. A beautiful sight along the northern Redwood Highway in fall.

Big Sur is a lightly populated region of the Central Coast of California where the Santa Lucia Mountains rise abruptly from the Pacific Ocean. Although it has no specific boundaries, many definitions of the area include the 90 miles (140 km) of coastline from the Carmel River in Monterey County south to the San Carpoforo Creek in San Luis Obispo County,[1][2] and extend about 20 miles (30 km) inland to the eastern foothills of the Santa Lucias. Other sources limit the eastern border to the coastal flanks of these mountains, only 3 to 12 miles (5 to 19 km) inland. Another practical definition of the region is the segment of California State Route 1 from Carmel south to San Simeon. The northern end of Big Sur is about 120 miles (190 km) south of San Francisco, and the southern end is approximately 245 miles (394 km) northwest of Los Angeles. Abronia villosa Abronia villosa is a species of sand-verbena known by the common name desert (Inland) sand-verbena. It is native to the deserts of the southwestern United States and northern Mexico and the southern California and Baja coast. Adenostoma Adenostoma fasciculatum (chamise or greasewood) is a flowering plant native to fasciculatum California and northern Baja California. This shrub is one of the most widespread (Coastal/Inland) plants of the chaparral biome. Adenostoma fasciculatum is an evergreen shrub growing to 4m tall, with dry-looking stick-like branches. The leaves are small, 4– 10 mm long and 1mm broad with a pointed apex, and sprout in clusters from the branches. Arctostaphylos Arctostaphylos uva-ursi is a plant species of the genus Arctostaphylos (manzanita). uva-ursi Its common names include kinnikinnick and pinemat manzanita, and it is one of (Coastal/Inland) several related species referred to as bearberry. Arctostaphylos Arctostaphylos edmundsii, with the common name Little Sur manzanita, is a edmundsii species of manzanita. This shrub is endemic to California where it grows on the (Coastal/Inland) coastal bluffs of Monterey County. Arctostaphylos Arctostaphylos hookeri is a species of manzanita known by the common name hookeri Hooker's manzanita. Arctostaphylos hookeri is a low shrub which is variable in (Coastal/Inland) appearance and has several subspecies. The Arctostaphylos hookeri shrub is endemic to California where its native range extends from the coastal San Francisco Bay Area to the Central Coast.
