These records measure 23 cubic feet and were maintained by the Alcoholic Beverage Commission until September 12, 2001. At that time they were transferred to TSLA and the records were found in good condition except the folders seemed to be in random order. It was decided to arrange the records into four series with each series in alphabetical order. The original order within each folder was carefully maintained and no documents or notes were discarded. The original documents were disposed of according to state RDA #2261. There are no restriction on the use of these records. This is a microfilm only collection. SCOPE AND CONTENT The Alcoholic Beverage Commission Records, Governor Ray Blanton Administration contains the records of the Alcoholic Beverage Commission (ABC) during the administration of Governor Ray Blanton. The normal disposition of the ABC files according to RDA #2261 is to destroy the records after 10 years. These files were kept by the commission until September 12, 2001 because they were part of an investigation by the Federal Bureau of Investigation known as "TENNPAR." TENNPAR focused on allegations of the Blanton administration selling pardons and paroles in the late 1970's. The Executive Director of the ABC requested in 2001 that TSLA assess the historical value of these documents for final disposition. In another investigation the Internal Revenue Service and the Department of the Treasury became involved over the question of the Blanton Administration selling liquor licenses. The most controversial licenses were issued in Davidson County on April 23, 1976, to: 1. Bernard L. Weinstein, 2. Mark Nicholson, 3. James Allen, 4. Jack Ham, 5. Robert O. Frensley, 6. Wendell Pardue, 7. Earl C. Shacklett, 8. Thomas M. Evans, 9. Ross Evans, 10. Donald L. Thompson, 11. George Hudspeth a.k.a. Bill Hudson, and 12. Robert Garner. The current Executive Director of the ABC suggested that these records may have some historical significance as a result of that investigation. Many ABC files from Governor Blanton's term were subpoenaed for a Grand Jury Investigation that resulted in his indictment on October 29, 1980. As a result of the ABC investigation, Governor Blanton was charged with income tax fraud for misrepresenting a payment of $23,334.50 that Jack Ham had paid to retire a debt owed by Governor Blanton to Commerce Union Bank. Three men were ultimately convicted and sentenced to prison. Those men were Governor Ray Blanton, Mr. Jim Allen, and Mr. Edd Hood. Governor Blanton served two years of a three year sentence. He was released in July of 1986 and died November 22, 1996. Readers will find additional information on Governor Blanton and the investigations of his administration in two books; Tennessee's Blanton Years by Bill Rawlins and FBI Codename TENNPAR, Tennessee's Ray Blanton Years by Hank Hillin. The weakness of this collection is the original order may have been lost because these files were used as part of investigations by the Internal Revenue Service, the grand jury, and the FBI. The license application folders were found in no apparent order and some duplication of documents probably exists. It was decided to put the files in alphabetical order for accessibility and to leave the contents of the individual folders in the order they were found. Nothing was discarded since it was not clear to the processing archivist if any notes or files were generated by investigators or the ABC Commission. This record group is divided into four series. All four series have been arranged alphabetically. Series 1 contains the files pertaining to application for liquor licenses. They have been arranged by the last name of the individual making application rather than the store name. In rare instances when an individual's name was not on the application, it was filed according to the corporate name. Series 2 contains a group of files identified as Administrative Records. The records include transcripts of ABC hearings and exhibits or evidence pertaining to an individual liquor license application. Series 3 is believed to be the exhibits relating to a hearing or case identified only by the number 79-1403-III. These exhibits all seem to be related to an issue located in Franklin, Tennessee. Each exhibit was found in individual Manila envelopes and identified on the outside by the number 79-1403-III and a description of the contents. That description was used as the title in the Container List. Series 4, Random Files, contain 13 folders that were located randomly throughout the original boxes.
