It endeavors to find out why the politicians and educators who contributed to development of the primary school believed tLat mass education was important to the regime they were working to establish. The investigation relied on published sources, including the speeches and writings of leading republicans, the pedagogical press, school textbooks, monographs, histories of French education, and governmental publications. The major finding is that republicans looked to education to promote order and social control. By propagating a common set of values and ideals and a standard appreciation of the republic, ::he school was expected to be a powerful agent of public tranquility and the balance wheel of popular sovereignty. In converting social and economic problems into educational problems, republicans effectively denied the need for significant government intervention and placed the responsibility for imporvement on the shoulders of the individual.

The increasing demand for accountability in its policy-making has led to an intense exploration of the concept of the public interest in Japanese planning practices. Despite this, comprehensive studies of the role of public interest in the development of Japanese planning are absent. Although the legitimacy of the public interest has been largely discredited among Western academics, the concept did have a significant impact in developing and shaping planning objectives and procedures in Western liberal states.

Zald ii PREFACE This dissertation is the end of a long path that began when a student seeking to become a sociologist and an independent scholar first came to the United States. It is also very much a collaborative work, produced through scholarly encounters and critical conversations I have enjoyed throughout my graduate study both in the United States and Japan. As a work of sociology, the dissertation analyzes a historical event through the lens of theory, specifically Pierre Bourdieu’s field theory. This theory shapes the analysis, but is also informed throughout by my conversations with the people who actually participated in these events. The dissertation focuses on the protests against the revision of the U.S.-Japan Security Treaty in Japan in 1960, the so-called 1960 “Anpo protests,” named after the Japanese acronym of the treaty. As a student of historical sociology, my original plan was to conduct a comparative historical analysis of the groups constituting the protests. However, I soon realized that a rigid comparison of movement groups such as of students, intellectuals, workers, and citizens’ groups posed many problems.

    JapaneseCinema Goes Global: Cosmopolitan Subjectivity and the Transnationalizationof the Culture Industry Yoshiharu Tezuka Department of Media and Communications Goldsmith College, University of London Thesis submitted for the degree of Doctor of Philosophy (PhD) 1 Declaration I declare the work presented in this thesis is my own. 2 Abstract This thesis investigates the Japanesefilm industry's interactions with the West and Asia, the development of transnational filmmaking practices, and the transition of discursive regimes through which different types of cosmopolitan subjectivities are produced. It draws upon Ulrich Deck's concept of "banal cosmopolitanization" (2006) - which inextricably enmeshesthe everyday lives of individuals acrossthe industrialized societieswithin the global market economy. As has often been pointed out, modem Japanesenational identity since the 19th century has been constructed from a geopolitical condition of being both a "centre" and a "periphery", in the sensethat it has always seenitself as the centre of East Asia, while being peripheral to the flow of Western global processes.Contrary to the common belief that defeat in the war sixty years ago radically changed the Japanesesocial structure and value system, this sense of national identity and of Japan being "different from the West but above Asia" was left intact if not ideologically encouraged by the American Occupation policy through the preservation of many pre-war institutions (cf., Dower 1999; Sakai 2006). In a world that was to become dominated by a hierarchical logic of "the West and the rest" established against the backdrop of the Cold War, Japan and its culture effectively found itself in a privileged but ambiguous position as part of but not part of the `West', something which was solidified by the international success of Japanese national cinema in the 1950s.

Signature: Name: Jean-Paul Gagnon Date: 11/10/2010 i Abstract Seven endemic governance problems are shown to be currently present in governments around the globe and at any level of government as well (for example municipal, federal). These problems have their roots traced back through more than two thousand years of political, specifically ‘democratic’, history. The evidence shows that accountability, transparency, corruption, representation, campaigning methods, constitutionalism and long-term goals were problematic for the ancient Athenians as well as modern international democratisation efforts encompassing every major global region. Why then, given the extended time period humans have had to deal with these problems, are they still present? At least part of the answer to this question is that philosophers, academics and NGOs as well as MNOs have only approached these endemic problems in a piecemeal manner with a skewed perspective on democracy. Their works have also been subject to the ebbs and flows of human history which essentially started and stopped periods of thinking.
