Agency Summary

Idaho Public Television (IdahoPTV) operates under the State Board of Education and is an integral part of their strategic plan. IdahoPTV has two functional operating areas: 1) a statewide delivery system, and 2) content creation and acquisition. State general funds support the maintenance and administration of the statewide delivery system, which delivers educational, governmental, informational, and cultural content via a statewide infrastructure that reaches nearly 100 percent of households, as well as similar content via internet-attached devices. Additionally, IdahoPTV receives support from membership donations, which provide for the production of local programs, such as Dialogue, Idaho Reports, Outdoor Idaho, Science Trek, Idaho in Session, and our newest series, Idaho Experience, as well as acquisition of PBS and other programming.

Per national industry peer comparison reports, IdahoPTV is a highly efficient entity in private fundraising, market penetration, operational efficiencies, and the leader in the limited use of state funding.

Support from the state general fund is critical to the existence and continuing operation of the statewide delivery system, and without an appropriate level of state funding, operating this statewide resource is not sustainable.

During the past five years, Idaho Public Television has concentrated its activities in three main strategic areas – enhancing content and services to the educational community, enhancing our local production capacity and output, and positioning the station to address the changing nature of content consumption as a result of new technological advances.

• Educational Initiatives – Some of IdahoPTV’s new and enhanced initiatives include: o PBS Teacher Community Project, where we provide hands-on professional development training with K-12 teachers on how to use technology and digital media resources most effectively in the classroom. Among those free resources is PBS Learning Media with more than 200,000 assets searchable by subject matter, grade level and state standard. o American Graduate: Getting to Work Initiative, where we are using the power of public media to illuminate the pathways to post-secondary education and career placement in high paying middle skills jobs. This project is being done in collaboration with the State Board of Education, Career Technical Education, and the Idaho Workforce Development Council, among others. o Ready To Learn is our early learning initiative that includes a new 24/7 Idaho PBS KIDS Channel featuring the best educational programming for children, literacy and STEM events and activities throughout Idaho, our annual Science Trek camp, PBS KIDS Young Writers Contest, Book and a Bite summer reading and STEM activities, and more. o National Center on Improving Literacy recently awarded a five-year grant through the University of to work with the State Department of Education to provide communications about the latest research on best practices in the teaching of literacy to students with learning disabilities. We will distribute these short videos via over-the-air broadcast and online. • Local Productions – Our award-winning local productions are having a positive impact on Idahoans: o Idaho Experience is our first new ongoing series in nearly a decade. It brings to life the stories of the people, events and innovations that have helped shape Idaho. Launched in 2017 as short digital segments for social media and full- length historical documentaries for broadcast, the second season will include six new programs each fiscal year. th th o Science Trek is our digital-first science series for 4 - 6 graders that covers nine new topics per year. Last year, students and their teachers streamed the Science Trek videos more than 2 million times. o Outdoor Idaho has for more than 35 years celebrated the incredible richness of our state. Shot entirely on location in high definition resolution, Outdoor Idaho explores the beauty, the drama and the science of nature, while examining the significant environmental and resource issues facing the West. o Idaho Reports is the West's longest running legislative program. In its four- it has attracted a dedicated viewership that values political analysis and in-depth reporting of Idaho's legislative and government proceedings. o Dialogue is an award-winning discussion program hosted by Marcia Franklin that has aired on Idaho Public Television since 1994. Since 2012, the show has featured conversations about humanities topics, including interviews with authors. o The Idaho Debates is produced in partnership with the Idaho Press Club, BSU School of Public Service, McClure Center for Public Policy Research, the ISU Political Science Department, and the League of Women Voters of Idaho Education Fund. The Idaho Debates produces and airs political debates for candidates for Idaho’s statewide races. o Idaho in Session is our live coverage of Idaho state government. House and Senate sessions, committee meetings, court hearings, and more are live streamed from all three branches of Idaho's government. House and Senate deliberations are also broadcast statewide. o Idaho Science Journal is a program that takes a look at the work of some of the state’s most interesting scientists as they conduct research to describe, define, investigate, and understand the world in which we live. • Technology Changes and Opportunities – We strive to make sure that our programs and services are available to Idahoans no matter where they live in Idaho, when they want to use that content, or what new technologies they use to engage with that content. While online streaming continues to grow, viewing on broadcast television remains very high, meaning we will need to be providing our services on multiple outlets. o FCC Spectrum Auction and Repack – During the past two years, the FCC has auctioned off broadcast frequencies to broadband providers in channels 38-51 and repacked stations into the remaining channels 2-36. Idaho Public Television is in the process of acquiring and installing equipment to re-channel more than 15 transmitters and translators in Idaho. This has been a major undertaking. In addition, in the coming years, the FCC has announced the adoption of a new broadcast standard ATSC 3.0 that will mean upgrading all our equipment again in the near future. o Online Viewing – Idaho Public Television is committed to meet the viewing needs of viewers by making its programming, both national and local, available on all the new online platforms from mobile apps to OTT devices like AppleTV and Roku, smart TVs, and new “skinny bundle” providers. We are also making exclusive content available for streaming to donors to the station via our Passport member benefit.

Idaho Public Television also operates numerous facilities across the state including transmitter and translator locations for broadcasting equipment.
