2. ACTION ITEMS A. MOTION TO APPROVE election of officers for the Technical Advisory Committee

The first regular meeting of the calendar year is known as the Annual Meeting, at which time the officers for the ensuing year are elected from the voting membership. At the Annual Meeting, the TAC, by majority vote of the voting members present, elects a Chair and a Vice Chair who shall serve for one year or until the next Annual Meeting.

Mr. Dan Weisberg is the current Chair and Mr. Jeff Livergood is the current Vice Chair.

B. MOTION TO RECOMMEND APPROVAL of Amendment #4 to the FY 2014-2018 Transportation Improvement Program

This TIP Amendment is to add the environmental, preliminary engineering, and PD&E phases to FY 2014 f or the I-95 at Atlantic Avenue Interchange Improvements. This is a new project developed from the I-95 PBC Interchange Master Plan study and is shown in the FDOT draft work program (FY 2015-2019) for construction in FY 18.

C. MOTION TO RECOMMEND ENDORSEMENT of the SR 7 (Sample Rd to Glades Rd) Project Development and Environmental Study Recommendation

The Palm Beach MPO first adopted the addition of transit/special use lanes to this section of SR 7 in 2004. FDOT is now concluding the project development study. FDOT staff will present the project's background, alternatives evaluated, and recommended Transportation System Management improvements. The FDOT draft work program (FY 2015-2019) includes design funding in FY 15 and construction funding in FY 19.

D. MOTION TO RECOMMEND ENDORSEMENT of the Glades Road (SR 7 to US 1) Project Development and Environmental Study Recommendation

The Palm Beach MPO first adopted the addition of transit/special use lanes for the Glades Road corridor in 2000. FDOT is now concluding the project development study. FDOT staff will present the project's background, alternatives evaluated, and recommended Transportation System Management improvements. The FDOT draft work program (FY 2015-2019) includes design funding in FY 15 and construction funding in FY 19.

3. INFORMATION ITEMS

A. I-95 Corridor Planned Improvement Projects

FDOT staff will present an overview of the I-95 corridor master plan project and then highlight the improvements planned and programmed at various interchanges along the corridor.

B. Technical Advisory Committee Bylaws- Review Status and Seek Input

At their December meeting, TAC members were asked for input and suggestions regarding the proposed bylaws that will govern the committee’s operations. The draft bylaws are attached and w ill be presented at the March meeting for recommended approval by the TAC and then consideration by the MPO Board.

CHAIR WEISBERG called the meeting to order at 9:03 A.M. The Recording Secretary called the roll. A quorum was present as depicted on Page 3 of these Minutes.

B. Motion To Adopt Agenda for December 4, 2013

CHAIR WEISBERG inquired if there were any changes, additions or deletions to the Agenda. There were none.

A motion to adopt the December 4, 2013 Agenda was made by MR. SCHMIDT; seconded by MR. STUBBS. The motion carried unanimously.

C. Motion to Approve Minutes for September 4, 2013 and October 2, 2013

CHAIR WEISBERG inquired if there were any changes, additions or deletions to the Minutes. MR. MOHYUDDIN requested his question on page 17 relative to Item 2.B, 2040 Long Range Transportation Plan Existing + Committed Projects, Socioeconomic Data and Public Involvement Plan be reworded to say " MR. MOHYUDDIN asked when information on Westgate Avenue could be provided to be consistent with the LRTP and the Pedestrian/Bicycle plan." There were no changes to the October 2, 2013 minutes.

A motion to approve the September 4, 2013 Minutes was made by MR. RIGHETTI;

E. Executive Director's Report

MR. VINOD SANDANASAMY, Palm Beach MPO Senior Planner announced MR. UHREN had been invited to speak at the Delray Alliance and would try to join the TAC meeting prior to its conclusion.

A motion to move item 1.E to 3.E was made by MR. MUHYUDDIN; seconded by MR. WILSON. The motion carried unanimously.

2. ACTION ITEMS

A. Motion To Recommend Approval of Amendment #3 to the FY 2014-2018 Transportation Improvement Program

MR. SANDANASAMY explained that this TIP Amendment was to fund the design of improvements at I-95 and Blue Heron Blvd. to add a third left turn lane to the I-95 Northbound and Southbound off-ramps. The project will also extend the eastbound left- turn lane at Blue Heron Blvd. and Garden Road and add a northbound right-turn lane on Garden Road. Construction is anticipated in FY-15 as part of the draft work program.

MR. LAN arrived at 9:06 AM.

No public comments were received.

A motion to recommend approval of Amendment #3 to the FY 2014-2018 Transportation Improvement Program to fund the design of improvements at I-95 and Blue Heron Blvd was made by MR. MOHYUDDIN; seconded by MR. SCHMIDT. The motion carried unanimously.

B. Motion To Recommend Endorsement for Tri Rail Coastal Link

MR. SANDANASAMY introduced MS. AMIE GODDEAU, FDOT Project Manager for the Tri Rail Coastal Link (TRCL) Preliminary Design and Engineering study, to provide an update regarding the Tri Rail Coastal Link project and request approval of a resolution to enable the project to move forward in to the next phase of the study.

A motion to recommend endorsement for Tri Rail Coastal Link was made by VICE CHAIR LIVERGOOD; seconded by MR. SCHMIDT. The motion carried unanimously.

C. Motion To Recommend Approval of the FDOT FY 15-19 Draft Tentative Work Program

MR. SANDASANAMY introduced MS. STACY MILLER, FDOT Program Management Director, to provide an overview of the draft Tentative Work Program for FY 15-19 and to highlight the status of key projects and address any questions on the Work Program.

MS. MILLER went over the status of key projects in Palm Beach County for fiscal year 2015-2019. Shown in ranking order.

Current Roadway Corridor Priorities 1. Southern Blvd- Big Blue to Crestwood- widen to six lanes, right-of-way $4.6M in FY 15-17, Construction $39.4M in FY 18. 2. A motion to recommend approval of the FDOT FY 15-19 Draft Tentative Work Program as presented was made by MR. HESS; seconded by MR. STUBBS.

MR. HANSEN voiced the City of West Palm Beach objection to the SR-7 extension to Northlake Blvd. MR. COLLINS concurred.

The motion carried with two nays (MR. HANSEN and MR. COLLINS).

D. Motion to recommend approval of the TAC Bylaws

MR. SANDANASAMY explained the TAC bylaws determine the membership, responsibilities and operating rules for the committee. These have not been approved by the TAC or the MPO board. The draft bylaws are presented for consideration by the committee. The current TAC membership was also provided. He noted there are three agencies that need to update primary member nominations. All other agencies that show renewal date as Past Due will be contacted to confirm that the existing members and alternates are their requests for renewal by the MPO board.

After much discussion the item was tabled. Committee members were encouraged to submit suggestions or concerns to the MPO office.

A motion to table Item 3.D TAC Bylaws was made by MR. HESS; seconded by MS. PRESENSKY.

CHAIR WEISBERG encouraged those with questions or concerns with the TAC bylaws to contact the MPO office.

3. INFORMATION ITEMS

A. 2040 LRTP Needs Plan Development and Public Involvement Survey

MR. SADANASAMY said earlier this month the MPO had sent out a notice to all city managers, county engineering, county planning, transit agencies and the TAC members requesting input in identifying potential multi-modal transportation projects which are not easily quantified in a transportation model. The email and template was included in the meeting package. Responses to this request were due December 13.

Also included in the meeting package was the Public Involvement Survey in use to obtain public input. The committee members were encouraged to complete the survey at the plan website www.palmbeach2040plan.org and also forward the link to employees within their respective agencies and members of the general public to obtain maximum input in the development of the MPO's Needs projects.

B. All Aboard Florida/FEC Task Force Update- Preliminary Quiet Zone Analysis

DR. DELANEY provided an update on the work of the FDOT consultant performing the MPO approved quiet zone analysis and additional information on the status of the All Aboard Florida project.

C. Correspondence

FDOT provided a written response noting why a shared-use pathway could not be included in the SR-170 four lane widening project from Martin County to west of Pratt Whitney Road.

The October 17, 2013 MPO Board Summary Points were included in the agenda package.

E. Executive Director's Report

MR. UHREN was delayed at the Delray Alliance and unable to attend the TAC meeting. MR. SANDANASAMY gave the director's report.

1. MR. UHREN attended the Rail-volution and AMPO conference in Seattle and Portland which provided great insight into what a community can become when it seeks to prioritize public transit and non-motorized modes of transportation. Each community has reduced the percentage of single- occupancy vehicles commuting to/from the downtown area to below 50%. The conferences also confirmed that MPOs around the country are using general MPO attributable funds for both transit and non-motorized projects by creating funding categories for these project types and allowing annual competitions to fund individual projects.

2. The MPO is finalizing a contract with South Florida Commuter Services to assist the MPO in the LRTP update and to target our major employment hubs (PBG, WPB and Boca) to establish a baseline for commuting mode split and see if the Single Occupancy Vehicle percentages can be reduced.

3. The MPO is also creating a Facebook page to take better advantage of social media in our public outreach efforts. It will be live next week. The committee members were encouraged to visit the page, like it and provide any suggestions for content or improvements.

The Florida Department of Transportation District Four is currently conducting the I-95 Interchange Masterplan study in Palm Beach County for the I-95 interchanges from Linton Boulevard to Northlake Boulevard. All 17 interchanges between these interchanges are being studied over a 19 month period. The primary purpose of the Interchange Master Plan is to identify long-term needs and develop design concepts to address traffic spillback onto I-95, improve interchange operations, reduce congestion, and increase safety at the study interchanges for the 2040 design horizon. The Department is identifying, analyzing, evaluating, documenting, and obtaining conceptual approvals for interchange improvement projects from the Department and Federal Highway Administration. Interchange improvement projects are to be ready for the Department to program subsequent project phases (PD&E, design, or construction) in July 1, 2013 or July 1, 2014 in a tiered or phased manner, and as funding becomes available. Five of the seventeen interchange reports have been completed and are undergoing final reviews and approvals. The Department has funded the improvements at the Linton Boulevard, Atlantic Avenue, and Blue Heron Boulevard I-95 interchanges. These three interchange projects are beginning the environmental analysis and design phases this year. The Department will prioritize the remaining interchange improvement projects, and seek funding in July for additional interchange improvement projects, with the intention of eventually funding all of the interchange improvement projects from the Master Plan as funding becomes available. FDOT District Four was invited to present an overview and current status of the I-95 Masterplan Study at the February 5 Palm Beach MPO Technical Advisory Committee and Citizens Advisory Committee meetings. TECHNICAL ADVISORY COMMITTEE (TAC)

1.0 COMMITTEE MEMBERSHIP

The Technical Advisory Committee (TAC) is composed of planners; engineers; representatives of local aviation departments, seaport departments, and public transit departments of municipal or county governments, as applicable; the school superintendent or the superintendent’s designee; and appropriate representatives qualified in the fields of environmental engineering and planning, and other fields of expertise as necessary, to carry out the Transportation Planning process and related planning activities. The MPO Board has final approval of membership in accordance with F.S. 339.175, Section (6)(d).

1.01 Requests for Membership

Nominees for membership are recommended by official action of the municipality, County department or agency to be represented by the person(s). The said municipality, County department or agency shall submit to the MPO Director a letter requesting consideration and approval for membership by the MPO Board, and a resume describing credentials.

1.02 Term Limits for Members

Appointees shall serve at the pleasure of the MPO Board for a three year term. Members may be reappointed by the MPO Board.

1.03 Officers and Duties

The first regular meeting of the calendar year shall be known as the Annual Meeting at which time the officers for the ensuing year shall be elected from the voting membership.

At its Annual Meeting, the TAC by majority vote of the voting members present, elects a Chair and a Vice Chair who shall serve for one year or until the next Annual Meeting.

The Chair shall preside at all meetings. In the absence of the Chair, or at the Chair’s direction, the Vice-chair shall temporarily assume the powers and duties of the Chair. In the absence of the Chair and Vice- chair, those present shall elect a Chair Pro Tem.

2.00 QUORUM

A quorum of the membership is required to hold an official meeting of the TAC. A majority of the membership is necessary to conduct a meeting and vote on issues for recommendation to the Palm Beach MPO Board. If no quorum is present, agenda items needing approval will receive a consensus vote which will be forwarded to the MPO Board.

2.01 Attendance

Members are expected to attend scheduled meetings on a regular basis. Members of the committee shall be automatically removed for lack of attendance. Lack of attendance is defined as unexcused absence at three (3) consecutive meetings.

2.02 Notification of Absences

Any member who intends to be absent from a TAC meeting shall notify the MPO Director or TAC Secretary of their intended absence at least one business day prior to the meeting. Such notified absence shall be considered Excused Absence. Absence at a meeting without prior notification shall be considered Unexcused Absence.

2.03 Record Keeping

It is the responsibility of the MPO staff to maintain records of attendance. When a member has accumulated two (2) consecutive unexcused absences, the member and the MPO Board will be notified in writing that another absence will result in removal from the committee. Upon the third absence, a letter stating the member has been officially removed from the committee will be forthcoming with notification to the MPO Board.

Said member may request reinstatement to the committee by submitting a letter of request to the MPO Director. Reinstatement is subject to approval by the MPO Board.

3.00 TAC MEETINGS

TAC members will receive an annual calendar of meeting dates in November each year for the upcoming year.

There shall be an official agenda for every meeting of the TAC which shall determine the order of business to be conducted at the meeting. The agenda shall be prepared by the MPO Director. Matters may be placed on the agenda by the Chairperson, or any member upon approval of the MPO Director.

Prior to each meeting, an Agenda Package containing an Agenda and backup information for items listed on the Agenda will be mailed or emailed (depending on the member’s preference) to the TAC members.

TAC Members may contact the MPO Director to request an item be placed on a meeting agenda two weeks prior to an upcoming meeting. Inclusion of the item on the Agenda will be at the discretion of the MPO Director.

3.03 Meeting Minutes

The Minutes of all TAC meetings shall be approved by a majority of the members present and upon such approval become the official Minutes. A record of meeting Minutes shall be maintained in the MPO office.

3.04 Meeting Cancellations

The TAC monthly meeting may be cancelled at the discretion of the MPO Director. Cancellation notice will be sent to all members one week prior to the meeting.

3.05 Matter by the Public

Citizens are encouraged to attend the TAC meetings and voice any transportation concerns the may have. Each citizen will be given three (3) minutes to speak on any transportation issues.

4.00 RESPONSIBILITIES AND FUNCTIONS

The TAC serves in an advisory capacity to the Palm Beach MPO to provide technical review, comments and recommendations on specific transportation plans, programs, studies, and other appropriate documents and regional transportation issues. The TAC shall address other matters and concerns when directed by the MPO. It shall be the function of the TAC to:

Mobility studies and reports proposed or underway

Proposed Transportation Improvement Program (TIP), Unified Planning Work Program, Long Range Transportation Plan (LRTP) and Air Quality Planning and amendments

Position statements regarding general plan proposals and means to implement plans

Priority recommendations for program implementation based upon the needs as determined by technical studies, or upon the fiscal feasibility of projects

5.00 REGIONAL TAC ACTIVITIES

The TAC shall review and provide recommendations regarding any regional transportation projects that involve Miami-Dade, Broward and Palm Beach counties. These recommendations and findings shall be transmitted to the MPO for consideration through the MPO Director.

1. REGULAR ITEMS F. Comments from the Chair The Chair wished everyone Happy Holidays. The Chair asked the MPO Board for feedback on the use of the Vista Center hearing chambers for future MPO meetings. G. Executive Directors Report The director stated he had attended the Rail-Volution and AMPO conferences in Seattle and P ortland respectively. B oth cities have reduced the percentage of single-occupancy vehicles in their downtown areas to below 50% by prioritizing public transit and non-motorized modes of transportation. The conferences confirmed that MPOs around the country are using general MPO attributable funds for both transit, non-motorized and T SMPO/complete street corridor projects by creating funding categories for these project types and allowing annual competition to fund these projects. The MPO is finalizing a scope with South Florida Commuter Services to assist the MPO in public outreach for our Long Range Transportation Plan (LRTP) update and to survey our major employment hubs like West Palm Beach, Palm Beach Gardens and B oca to establish a bas eline for commuting mode split in each area and to begin working to reduce the Single Occupancy Vehicle percentage. The MPO is working with the western communities on t he Glades Challenge Grant and p articipated in the two Saturday planning workshops conducted in November. The communities were asked to seek consensus on top transportation priorities for that region so their requests can be considered for inclusion in the 2040 Plan. The director had an opportunity to present to the Coalition of Boynton Western Residential Associations, Delray Alliance and an engineering class at Suncoast High School as part of the 2040 LRTP outreach efforts. The director stated several items on the agenda, such as, the Work Program, Tri Rail Coastal Link endorsement and Quiet Zone funding were common to all three south Florida MPO's and a result he would be attending both of their policy board meetings later this week to observe firsthand how they handle these items. The MPO is now on Facebook to take advantage of social media in our public outreach efforts. 1

The director and Board honored Paul Larsen for his 39 years of service to the Palm Beach MPO. Mr. Larsen is a dem ographer/planner and will retire at the end of the year. H. General Public Comments Two residents of Century Village Southampton subdivision spoke of the need for barriers on Okeechobee Boulevard adjacent to their community. B oth also voiced their concern over the noise and air pollution near the community pool. 2. ACTION ITEMS A. Appointment to the Technical Advisory Committee The MPO Board unanimously approved the appointment of Ms. Kimberly Graham, Traffic Division Assistant Director as the alternate for the Palm Beach County Engineering Department to the MPO’s Technical Advisory Committee (TAC). B. Appointments to the Bicycle, Greenways and Pedestrian Advisory Committee The MPO Board unanimously approved the appointment of Ms. Carisse LeJeune, Assistant City Manager, as the representative and Ms. Debbie Majors, Grant Coordinator as the alternate for the City of Boynton Beach to the MPO’s Bicycle, Greenways and Pedestrian Advisory Committee. C. Appointments to the Transportation Disadvantaged Local Coordinating Board and certification of current board membership The MPO Board postponed this item pending further information. D. Appointment to the Southeast Florida Regional Freight Advisory Subcommittee The MPO Board designated Mr. Daniel Martell, president and C EO of the Economic Council of Palm Beach County as the Palm Beach Freight Business Representative on t he Southeast Florida Regional Freight Advisory Committee. The Committee is charged with overseeing the preparation of a Regional Freight Plan for southeast Florida in coordination with the Broward and Miami-Dade MPOs and FDOT. E. Amendment #3 to the FY 2014-2018 Transportation Improvement Program The MPO Board approved Amendment #3 to the FY 2014-2018 Transportation Improvement Program (TIP) to fund the design of improvements at I-95 and Blue Heron Boulevard to add a third left-turn lane to the I-95 Northbound and Southbound off-ramps. The project will also extend the eastbound left-turn lane at Blue heron Boulevard and Garden Road and add a northbound right-turn lane on Garden Road. This new I-95 interchange improvement at Blue Heron Boulevard was developed from the I-95 Palm Beach County Interchange Master Plan study. F. Revised Amendment #2 to the FY 2014-2018 Transportation Improvement Program The MPO Board approved revised Amendment #2 to the FY 2014-2018 TIP to facilitate land acquisition for the expansion of the Delray Beach Palm Tran

maintenance facility. The amendment will transfer funds from an existing project to the newly created project with no net fiscal impact. G. Modifications to the Urban Boundary and associated Functional Classification of Roadways The MPO Board approved modifications to the Urban Boundary and associated Functional Classification of Roadways.

H. Tri Rail Coastal Link After a p resentation by FDOT regarding updates to the Tri-Rail Coastal Link (TRCL) project the MPO Board endorsed the project to move forward by approving MPO Resolution 5-13. T he resolution supports the South Florida Regional Transportation Authority's (SFRTA) and the Florida Department of Transportation (FDOT)'s joint request, on behalf of the Southeast Florida Region, to the Federal Transit Administration (FTA) for the Tri-Rail Coastal Link service to enter into the project development phase. I. FDOT FY 15-19 Draft Tentative Work Program Mr. Jim Wolfe, FDOT District 4 secretary provided a "state of FDOT" report. Mr. Wolfe said the following: • This was a stable year for the program. Bid prices are very good, equal to prices ten-years ago and seem to have stabilized. • Congress will debate a bi ll next year relative to the gas tax and identifying other funding sources for transportation projects. • Express lanes on I-95 continue to move north from Broward County to Linton Blvd. in Delray Beach. Additional funding is still required, the Department should have a better idea of funding next year. Upon conclusion of the presentation the MPO Board approved the FDOT FY 15- 19 Draft Tentative Work Program with Vice Chair Keith James from the City of West Palm Beach opposed to the SR-7 extension project from 60th Street to Northlake Blvd. Further information on this presentation is available at: http://www.palmbeachmpo.org/committees/agenda.htm 3. INFORMATION ITEMS A. 2040 LRTP Needs Plan Development and Public Involvement Survey Mr. Uhren explained that earlier this month the MPO sent out a notice to all city managers, county engineering, county planning, transit agencies and the TAC members requesting input in identifying potential multi-modal transportation projects which are not easily quantified in a transportation model. Bike/ped projects and roadway corridor (TSMO, complete streets) projects were also requested. Responses are due December 13. The MPO Board was asked to take the Public Involvement Survey and distribute it to employees within their respective agencies and m embers of the general public to obtain maximum input in the development of the 2040 LRTP Needs projects. B. All Aboard Florida/FEC Task Force update- Preliminary Quiet Zone Analysis The MPO Board was provided with memorandum from the All Aboard Florida team outlining the schedule for diagnostic crossing reviews. Palm Beach Metropolitan Planning Organization Committees Composition A summary of the three committees that support and as sist the Palm Beach MPO was provided along with a list of the current members of each committee. The adopted bylaws for the CAC indicate that each MPO member should nominate one i ndividual to serve on this committee, creating a one-to-one relationship between the Board and the CAC. Board members were requested to provide a nomination to serve on the CAC. Mr. Uhren pointed out that many of the existing committee members do not have a clear Board member relationship and the term had expired for all of the existing members. D. Correspondence- FDOT Response to SR-710 Shared Pathway Request MR. Uhren said the FDOT had pr ovided a written response outlining why a shared-use pathway could not be i ncluded in the SR-710 four lane widening project from Martin County to west of Pratt Whitney Road. 4. ADMINISTRATIVE ITEMS B. Next Meeting The next scheduled meeting will be held on Thursday, January 16 2014 at 9:00 A.M. in the 12th Floor McEaddy Conference room of the Palm Beach County Governmental Center in West Palm Beach. 1. REGULAR ITEMS F. Comments from the Chair The Chair congratulated Commissioner Shanon Materio on her unopposed reelection to the City of West Palm Beach Commission. Mayor Priscilla Taylor provided an o verview of the Seven/50 summit held on January 15th in Broward County. S he said it was well attended and pr ovided many resources for community leaders. There are two more meetings in the future and any questions should be directed to Housing and Urban Development (HUD). Commissioner Shanon Materio asked to read a letter from West Palm Beach Mayor Jeri Muoio relative to Quiet Zone i mprovements and the Transportation Investment Generating Economic Recovery (TIGER) grant. TIGER is a supplementary discretionary grant program included in the American Recovery and Reinvestment Act of 2009. The legislation provides $1.5 billion for a National Surface Transportation System to be awarded on a competitive basis for capital investments in surface transportation projects. Eligible applicants to receive funding for surface transportation projects include: State and local governments, transit agencies, Port authorities, Metropolitan Planning Organizations (MPOs), and multi-state or multi-jurisdictional entities. Mayor Muoio requested the MPO Board support applying for a TI GER grant through the Palm Beach MPO. Executive Director Nick Uhren stated the three southeastern Florida MPOs and FDOT would hold a meeting to discuss the TIGER grant and how best to move forward with the application. The Chair expressed excitement in the City of Boca Raton towards the ground breaking of the Spanish River Boulevard project. G. Executive Directors Report The director stated this was a big year for the MPO, as they are in the process of updating their Long Range Transportation Plan (LRTP) and de termining the course of projects and funding for the next five years. In December, the director attended the Broward and Miami MPO meetings. Both MPO's also endorsed the Tri-Rail Coastal Link project unanimously. He expressed how fortunate the MPO is to have Jim Wolfe, Stacy Miller and t he FDOT D4 staff and the thorough way they present the FDOT work program and the way that they emphasize projects that matter to the MPO Board.

For the annual office luncheon, the MPO staff rode Palm Tran and the WPB trolley from the MPO office to Clematis Street. I t was a great teambuilding activity and they are looking forward to the impact of the transit signal priority project on route 43 next year to improve travel time reliability for that service. The director also attended the Seven50 summit in Ft. Lauderdale along with Mayor Taylor, Vice Mayor Burdick and Mayor Ferreri who chairs the executive committee for that project. A ll three southeast Florida mayors were invited to speak together at one point and each in turn identified transportation as a critical issue for the region to ensure continued mobility and economic prosperity. Relative to the US 1 bridge, FDOT is developing a det ailed cost analysis of various alternatives and will take a few more weeks to assemble information, then they will meet with MPO and Jupiter staff to evaluate prior to reporting to the MPO Board. The director said he would be attending the SFRTA 25th anniversary lunch on Friday, January 17th in Ft. Lauderdale. He informed the Board that he had learned that Joe Giulietti, the executive director of SFRTA, would be relocating to New York to lead the Metro North Railroad. T he transition plan for RTA leadership is set to be discussed at their January 24 board meeting. The director stated the agenda included a consent item - the consent list will be reserved for items that require MPO board approval but are not anticipated to warrant discussion. H. Consent Agenda Items 1. The MPO Board approved MPO Board member Travel to MPOAC Meetings and MPOAC Weekend Institute I. General Public Comments Public comments were heard from Mr. David London a r esident of West Palm Beach relative to "smokeless diesel" engines. He also said Mr. Charles L. Brown, who died in 2008 had r eceived national and international recognition in the that particular field, but efforts had not advanced. Mr. Richard Radcliffe expressed the importance of representation for each of the affected municipalities at the January 21st meeting relative to individual Florida East Coast Industries (FECI) maintenance agreements with each of those cities. 2. ACTION ITEMS A. Election of officers for the MPO Board The MPO Board unanimously elected Deputy Mayor for Boca Raton Susan Haynie as the 2014 Chair and Palm Beach County Commissioner Hal Valeche as the Vice Chair. B. Appointments to the Florida MPO Advisory Council The MPO Board unanimously approved the appointment of Deputy Mayor Susan Haynie as the representative and Vice Mayor Wendy Harrison as the alternate representative.

C. Transportation Disadvantaged Local Coordinating Board 1. Appointments to the Transportation Disadvantaged Local Coordinating Board The MPO Board unanimously approved several members to the Transportation Disadvantaged Local Coordinating Board. 2. Certification of the Current Board Membership of the Transportation Disadvantaged Local Coordinating Board The MPO Board certified the current membership including the newly appointed members of the Transportation Disadvantaged Local Coordinating Board. D. Amendment to the Unified Planning Work Program (UPWP) to create task 5.2 - South Florida Commuter Services The Unified Planning Work Program is the business plan that identifies what the MPO staff and our consultant partners will work on dur ing the year with our planning funds. Last year the MPO partnered with SFCS to promote the Vanpool program and s eek to incentivize a c ar-sharing program in WPB. T he highly successful marketing program added over 20 new vanpools to the program and grew the total in Palm Beach County to 65. The program was funded with urban area surface transportation program (SU) funds. Those funds were inadvertently not shown in the Transportation Improvement Program (TIP) or the UPWP. Since the MPO has a 2-year UPWP, FDOT has agreed to the use of these funds again for FY 14. This year, SFCS will continue to promote alternatives to driving alone by targeting the employment activity center in Palm Beach Gardens (PBG), identify a walk and bi ke score for the area and identify projects and strategies to decrease the drive alone trips by 5%. PBG was chosen because it is the third largest employment area in the county and SFCS already has existing relationships with many of the employers in West Palm and Boca Raton. The MPO website will also be revamped, and outreach materials and videos will be developed to improve public awareness of the MPO. The MPO Board unanimously approved an am endment to the FY 2013-2014 UPWP adding a new task to clearly reflect the use of the SU funds in both fiscal years for this partnership. 3. INFORMATION ITEMS A. Florida MPO Advisory Council - 2014 Legislative Policy Positions and MPOAC Weekend Institute for Elected Officials The MPOAC adopted eight key policy positions with an em phasis on transportation funding and flexibility in the use of funds. The document also seeks to remove the cap on the number of board members who can serve on an MPO (current state law cap is 19). There is a bill circulating which will increase the cap to 25. The MPOAC also offers a Weekend Institute for Elected Officials in Orlando on March 28-30 and in Tampa on May 30-June 1. The institute seeks to explain the role of the MPO in planning for and funding transportation projects and t o highlight critical issues at a statewide and national level. The Palm Beach MPO 3

may send one delegate to each Weekend Institute and has budgeted for travel and registration expenses. Additionally, the Broward MPO is conducting a condensed version of the Institute on February 13, 2014 from noon to 5 p m and has invited Palm Beach MPO board members to attend. Mr. Uhren plans to attend this event and offered to provide transportation for any board members who wish to accompany him. B. Workshop - Status of 2035 Cost Feasible Projects In an e ffort to assist staff and the LRTP consultant in the development of the 2040 update to the Plan, the MPO Board was asked to review the projects included in the adopted 2035 cost feasible plan. Mr. Uhren explained that due to the recent activities that have transpired regarding projects such as the Palmetto Park/Turnpike interchange, the Palmetto Park 8-lane widening, and the Northlake Blvd/SR 710 interchange, staff thought it would be useful to present this list to the Board along with the current status of each project to allow Board review of each project and to return next month with comments. Correspondence - Proposed overpass at Northlake Blvd. and Beeline Highway The MPO received correspondence from nearby residents opposed to the proposed overpass at Northlake Blvd and the Beeline Highway. 4. ADMINISTRATIVE ITEMS A. Member Comments Councilmember Willhite expressed his concerns with the manholes being too high along portions of SR-80. He also mentioned there were issues with the signals on Lyons Road and Forest Hill Boulevard. With the opening of the Palm Beach Outlet Mall set for Friday, February 14, county engineer George Webb, advised those present at the meeting to avoid the area around Palm Beach Lakes Boulevard and I-95 because of the expected heavy traffic. B.
