Stakeholders and Public Meeting | July 25, 2019 1.Project Background and Purpose

2.Review of Previous Scenarios

3.Review of the Plan • Corridor is expected to experience significant growth

• It is critical from an economic development Hazelwood Green Century III Mall site and community quality of life standpoint that the impacts of future growth be considered when planning for the overall vision of the corridor.

Hazelwood Neighborhood Commercial Technology Center • Southern limit is the SR 885/SR 837 interchange; • Northern limit is the 10th Street Bridge • Includes a ½ mile radius buffer area (green) • Also includes section of Bates Street from Second Avenue to the Blvd. of the Allies • Includes the neighborhoods of • Hays • Glen-Hazel • Hazelwood • Greenfield • South Oakland • Bluff • About 18,000 vehicles per day • Average auto occupancy during peak hours is 1.1-1.2. • Truck traffic is 6-8% of total • In the last five years, 243 accidents including 3 fatalities and 43 injuries • Transit routes include the 52,53,56,57, 58,and 93 buses. • Adjacent to popular Great Allegheny Passage/Eliza Furnace trails • Data Collection and establishment of study website for public outreach • 2018 Existing Conditions Analyses and identification of existing issues • Projection of future growth and sub-area modeling of 2040 future conditions • Development of corridor alternatives • Final Report • Public/community outreach and meetings throughout all phases

Great Allegheny Passage, Hot Metal Bridge Intersection of Second Ave. and Bates Street/Technology Dr. • Multiple owners of the roadway and structures • Trail gaps on both sides of the Glenwood Bridge • Pedestrian connectivity gaps within Hazelwood community • Mobility connections between Hazelwood, Greenfield, Four Mile Run, and Oakland is limited by location of I-376 and geographical constraints. • Limited crossings over/under railroads create a barrier between jobs and households and development along the riverfront; • Transit service is frequent but slow due to existing congestion and infrastructure • Uncomfortable environment for all (drivers, pedestrians and bicyclist) due to excessive vehicular speeds in certain sections of the corridor.

Congestion in Hazelwood Evaluated 3 Levels of Potential Growth • Low: minor amounts of infill • Medium: about 2/3 Hazelwood Green development • High: all development at Hazelwood Green, Pittsburgh Technology Center, Southside, and infill development within the Hazelwood community. • There were three potential improvements grouped into three Scenarios:

• Fill in the Gaps • Ensure transportation choice for all modes of travel

• Moderate Infrastructure Investment • Provide further enhancements for all modes where practical

• Heavy Infrastructure Investment • Provide significant enhancements for all modes • More Effective • More Impactful • High Level of Growth Assumed

• Developed a hybrid alternative to meet the goals of the project based on stakeholder and public feedback

• Less auto traffic than the existing conditions • Reduces auto traffic along Second Ave through Hazelwood by 40%-50% • Allows full time parking in both directions along Second Avenue through Hazelwood • Improves safety • Reduces noise and pollution Transportation Demand TDM would have a projected 14% Management uses strategies to reduction in single-occupant- reduce the number of cars on vehicle travel during the morning the road. Strategies included: peak hour • Flex/Telework Policies 6000 4,971 • Circulator Shuttles 5000 4,323 • Increase TDM Awareness • Encouraging Transit Subsidies 4000 • Discouraging Parking Subsidies 3000
