I am specifically concerned that Mr Docherty has broken Paragraph 13 of the Code of Conduct for Members of Parliament which states: Members shall fulfil conscientiously the requirements of the House in respect of the registration of interests in the Register of Members’ Financial Interests. They shall always be open and frank in drawing attention to any relevant interest in any proceeding of the House or its Committees, and in any communications with Ministers, Members, public officials or public office holders. According to Register of Members’ Interests, Mr Docherty visited Saudi Arabia from the 24th to the 29th of September this year. This trip was funded by the Kingdom of Saudi Arabia, Ministry of Foreign Affairs and was estimated to have been of £7,800 in value. Since then, Mr Docherty asked two Written Questions, Written Question 107302 and Written Question 108328 regarding Saudi Arabia and the Ministry of Defence’s support for a close relationship with Saudi Arabia. Mr Docherty failed to draw attention to his Register of Members’ Interests and his visit to Saudi Arabia when he asked these questions and I am therefore concerned that Mr Docherty has broken the Code of Conduct. As in 2013 we received a superb welcome from the city. We continue to ask all attendees to complete an online feedback questionnaire. A good percentage complete this but I would urge all members to take the time to participate. It is incredibly useful to the conference office and FCC and does influence whether we visit a venue again and if we do, what changes we need to try and make. FCC Changes Following the committee elections at the end of last year there were a number of changes to the membership of FCC. Qassim Afzal, Louise Bloom, Sal Brinton, Prateek Buch, Veronica German, Evan Harris and David Rendel either did not restand or were not re-elected. All played a valuable role on FCC and will be missed. We welcome Jon Ball, Zoe O’Connell and Mary Reid onto the committee as directly elected members. FPC have elected two new representatives onto FCC and we welcome back Linda Jack and Jeremy Hargreaves in these roles. Both have previously served on FCC so are familiar with the way we work. One of the FE reps is also new with Kaavya Kaushik joining James Gurling as an FE rep on FCC.

But there was no bunting or cheering crowds. Instead, both candidates for the US Presidency made their announcements in a manner inconceivable just a few years ago: they released videos on their websites.” Politics, Policy and Television and radio transformed the way politics operated in the twentieth century. And, predicts the Internet Robert Colvile, the internet could do the same in the twenty-first. Yet the main British political parties are failing to exploit its potential. I can confirm that the Council has not signed a Memorandum of Understanding with Ecolocal or any of its partners for the proposed redevelopment of the Lodge. The Council has negotiated, however, a set of Heads of Terms for a lease between the Council and Ecolocal for the proposed redevelopment. These were presented to the Strategy & Resources Committee on 28th September this year for agreement. Approval at this Council meeting of the requisitioned Strategy and Resources report will confirm the Heads of Terms as the only agreement so far between the Council and Ecolocal for the project. Supplementary question asked by Councillor Tim Crowley I thank Councillor Wales for his response. Is the Councillor confident that if any FOI request were to be put in about discussions between Ecolocal and the Council that there would be no record of any discussion about having to recompense Ecolocal for they work that they’d done up to this point if this scheme was then discounted?     Invest, Don’t Cut The predicted impact of Government policy on funding for schools and academies by 2020 A report by NUT and ATL This report presents findings from an NUT / ATL interactive website which demonstrates the likely impact on schools and academies of the Government’s current school funding policies and its plan to redistribute existing funding between schools in England - www.schoolcuts.org.uk The interactive website allows users to access detailed predictions for every school’s funding per pupil in real terms, as affected by the Government’s proposal to implement a new funding formula for schools alongside a freeze in funding per pupil and cost increases imposed by Government. The predictions are based on publicly available government data and the most robustly constructed proposed funding formula for schools currently available. With schools already struggling to cope, the Government plans what the Institute for Fiscal Studies has described as the largest real terms cut in school funding in a generation. We know that children are already suffering – class sizes are rising, curriculum choices are being cut, pupils with special educational needs and disabilities are losing vital support and school staff are losing their jobs. Instead of investing more money in education to address the funding shortages already hitting schools and academies, the Government plans only to move existing money around the country through a new funding formula. For every school which gains from this, others will lose – and almost every school will lose when the impact of inflation and other cost increases, against which the funding freeze offers no protection, are also taken into account.
