Relevant Experience • Ravenswood Loop Connector Signal Renewal, Chicago Transit Authority (CTA), Chicago, Illinois: Project Manager for the Design-Build project that will upgrade the signal system for the Ravenswood Loop Connector branch of the CTA Brown line between Armitage and Merchandise Mart stations. The design phase will be broken down into five (5) final design packages for approval prior to the start of construction. The construction upgrades to the signal system will take place during nighttime single track occurrences and flagger shifts. The project design phase began in November 2015 and the Construction phase is expected to start in July 2016 and conclude in December 2017. • Ravenswood Loop Connector Track Renewal, Chicago Transit Authority (CTA), Chicago, Illinois: Project Manager for project that renewed 20,757 elevated track feet along the CTA's Ravenswood- Loop Connector Branch between the Wells Street Bridge and Armitage Station. The project limits included five pairs of curves at Sedgwick Avenue, Chicago Avenue, Dayton Street, Willow Street, and Halsted Street; three pairs of crossovers; and 8,000 feet of tangent track. Elements of Work included, but are not limited to: replacement of ties, rail fasteners/plates, running rail, timber guard, track planking, walkways, contact rail/chairs/anchors, rail bonding, steel shims, wayside platforms, rail lubricator systems and signage. The work also includes relocation of existing special track work and associated signal and traction power elements. The majority of work was accomplished during fifteen (15) Track Outage Weekends scheduled to begin in March 2015 and completed in September 2015. • O’Hare Blue Line Station Improvement, Chicago Transit Authority (CTA), Chicago, Illinois: Project Manager for the Construction Services/Owner’s Representative of a Design-Build venture that upgraded and rehabilitated the Damen, Western, & California Stations on the CTA’s Blue Line Branch. The station renewal scope of services included, but was not limited to exterior envelope restoration, platform structure and decking restoration, utility service upgrades, and customer facing improvements that brought the stations up to a state of good repair while retaining identified historic elements. The Design-Build Contractor (DBC) obtained regulatory approvals for the project scope to ensure that the identified historic elements were retained at each station. • Job Order Contract 10 (JOC 10), Chicago Transit Authority (CTA) Chicago, Illinois: Project Manager for the program which consists of a number of various individual projects constructed for the Power & Way, Facilities and Bus departments and managed under the CTA’s Capital Construction program. Power & Way projects consist of all work occurring within the CTA’s rail right-of-way including ballast, tie, running rail, traction power/third rail, and communications/signals renewal and/or replacement, The facilities work includes, but is not limited to bus and rail maintenance facilities, substations, and parking assets. Each project is individually designed and bid upon by the three pre-approved JOC Program General Contractors utilizing pre-approved unit costs. Many of the projects are initiated with general plans with the details established in the field based on existing conditions. • Milwaukee Blue Line Track Renewal, Chicago Transit Authority (CTA), Chicago, Illinois: Project Manager working as the Construction Manager/Owners Representative for the Milwaukee Blue Line Track Renewal Project, a Design-Build venture that renewed 18,600 elevated track feet along the Milwaukee Blue Line between the Damen Station and the incline to the Kimball Subway. The project limits included two reverse curves at Damen Avenue, a pair of crossovers at Armitage Avenue, and a pair of crossovers at California Avenue. The project replaced the existing timber ties, timber footwalk and fiberglass footwalk throughout the project limits. The existing running rail and contact rail were protected and reinstalled throughout the project. Existing running rail is were removed and replaced with new 115lb RE head-hardened rail within the Damen reverse curves and within the California Station areas. The majority of work was accomplished during twelve (12) Track Outage Weekends scheduled to begin in March 2014 and be completed by September 2014. • Loop Track Renewal, Chicago Transit Authority (CTA), Chicago, Illinois: Project Controls Manager for the CTA’s project to replace the existing timber ties, running rail, traction power (third) rail, footwalks and other related items on the Loop steel viaduct structure originally constructed in the late 1800’s. Jackie’s responsibilities included: providing schedule reviews and analysis; preparation of schedule fragnets; construction cost control; schedule/cost impact analysis; cost estimating; and management and tracking of construction management (CM) budget. She also developed and maintained the Change Order log in order to track and process contract modifications for the contractor and the CM and also reviewed the contractor pay application pencil copies to make recommendations for approval to CTA. • Oversight Adjacent Contractors, Chicago Transit Authority (CTA), Chicago, Illinois: Project Manager for CTA’s task order to provide inspection and oversight services of construction contractors working for other governmental or private entities on or adjacent to CTA right-of-way. Jackie’s responsibilities included creating weekly schedules of inspection tasks for field engineers to oversee the adjacent work on behalf of the CTA and acted as a liaison between CTA and the adjacent contractors in order to determine the needs and required CTA personnel and inspector personnel for each task. Jackie provided weekly reports of the oversight tasks performed to the CTA for review and approval and review of labor and other direct costs billed to the CTA through the Construction Manager’s monthly invoices. • Wells Street Bascule Bridge Reconstruction, Chicago Department of Transportation (CDOT), Chicago, Illinois: Project Controls Specialist for construction management services on the reconstruction of the trunnion style bascule bridge over the Chicago River with the elevated Chicago Transit Authority service above the roadway. Jackie’s responsibilities included: review and approval of the contractor’s monthly schedule update; review of cost proposals for modifications to the contractor’s contract; cost impact analysis of changed conditions; change order development and processing; budget tracking of construction manager’s contract; and verification of contractor’s minority participation and equal employment opportunity status. • North Shore Connector, Port Authority of Allegheny County, Pittsburgh, Pennsylvania: Office Engineer, Claims Manager, and Manager of Project Controls for this $529 million, 1.2-mile extension to the existing light rail system from downtown Pittsburgh to the North Shore neighborhood. Jackie provided the client with services as the program manager and construction manager. She was responsible for handling and reviewing claims from the contractor on nine concurrent construction contracts. Jackie also reviewed and approved contractor invoices and tracked the construction manager (CM) budget. In addition, she was the office Engineer on the bored tunnel/station shell contracts and station finishes contracts. • Market Street Elevated Reconstruction Project, Southeastern Pennsylvania Transportation Authority (SEPTA), Philadelphia, Pennsylvania: Claims Manager, and Project Controls Manager for this $710 million program providing program and construction management services for the total reconstruction of the Market Street Elevated transit line in West Philadelphia. Reviewed and negotiated change requests and claims from contractors among eleven (11) construction contracts. Jacqueline was responsible for management of project controls between designer and contractors related to cost and document control systems. • Wacker Drive North Viaduct, Chicago Department of Transportation (CDOT), Chicago, Illinois: Project Controls Manager for a $60 million reconstruction of a vital, multi-level artery in the heart of the city’s central business district. Project involves extensive demolition of the existing viaduct structure and the construction of a 1400-foot-long, 130-foot-wide post tensioned concrete deck with a latex modified overlay designed for a 100-year service life. The only man who could accomplish the difficult task of bringing a common downtown terminal to the Chicago elevated rapid transit system, which used to end at a separate terminal for each company, was Charles Tyson Yerkes. He had enough political deftness and power to convince store owners to sign consent forms allowing construction of the overhead structures on their streets (although alley routes were briefly contemplated). Though it was difficult — two segments had to be obtained under the names of existing "L" companies while for the two other legs, two companies, the Union Elevated Railroad and the Union Consolidated Elevated Railroad, had to be created — Yerkes managed to coordinate it all.
