CROSSING POINTS - Snapshot: February 2021 Amid an upsurge in hostilities¹, February saw a small increase of civilian movement across the “contact line”, with almost 40,000 individual crossings recorded compared to 29,000 in January, representing just 4 per cent of the almost 990,000 crossings in February 2020. While only two entry/exit crossing points (EECPs) were open for civilian crossings (“Stanytysia Luhanska” in Luhanska oblast and “Novotroitske” in Donetska oblast), EECP “” continued to account for nearly 97 per cent of all crossings during the month.

of Luhanska oblast through the EECP “Shchastia”. Originally planned to cross EECP “Novotroitske” on 25 Kyiv February, the movement of the -bound convoy was cancelled due to “security concerns” raised by Joint Forces Operations. The convoy carrying 133 tons of shelter materials, health and hygiene supplies was instead rerouted to EECP “Shchastia” in Luhanska oblast, where it successfully crossed the “contact line”. The ≈40k first humanitarian convoy delivery through EECP “Shchastia” is a welcome development in connection to LUHANSKA which the Humanitarian Coordinator issued a statement congratulating all relevant actors for their facilitation GCA Number of crossings of people in and expressing hope that the EECP will continue to be used for more efficient delivery of humanitarian cargo February 2021 in Luhanska oblast.

Since 24 February, EECP “Novotroitske” has been temporarily closed for humanitarian convoy passage ‘Shchastia’ until further notice for security reasons. While closed for humanitarian convoys, the EECP continued to be DONETSKA ‘’ open for civilian crossing two days a week (on Mondays and Fridays). None of the EECPs in Donetska GCA ! ≈ ‘Stanytsia 270 oblast are currently open for the passage of humanitarian convoys to NGCA. The last UN-organized ! ! Luhanska’ Number of crossings of vehicles humanitarian convoy through the “Novotroitske” EECP was on 18 February, carrying 82.5 tons of ‘Maiorske’ (bridge) Luhansk humanitarian items for Luhanska oblast (NGCA).
