Ovens Murray
Ovens Murray Infrastructure Victoria is investigating infrastructure investment in regional Victoria that builds on the economic strengths of a region, or that reduces disadvantage, primarily through providing greater access to services and economic opportunities. This fact sheet is focussed on reducing disadvantage, and should be read in conjunction with the accompanying framework for reducing disadvantage through infrastructure. The purpose of this fact sheet is to provide evidence that will inform the problem definition for each of Victoria’s nine regions through consultation with stakeholders. The project has a specific focus on areas that experience relatively high levels of disadvantage (ranked in the bottom 30% of the index of Socio-Economic Disadvantage, SEIFA) and this fact sheet provides indicators showing poor outcomes for key demographic groups living in these areas. Infrastructure Victoria invites key stakeholders and service providers to make submissions that provide evidence on which infrastructure could make a difference in reducing disadvantage for the region. UDIA NSW | 2020 Infrastructure Funding Performance Monitor $2.7 billion is currently held as a restricted asset by Councils for the delivery of infrastructure • The current total balance of contributions held across the Greater Sydney megaregion is $2.7 billion, with the average amount held by a Council sitting at $56 million. • Every year new housing contributes almost $900 million to local infrastructure, Executive roads, stormwater, open space and community facilities across the Greater Sydney megaregion through the infrastructure charging framework. Summary • Local Government must resolve local issues to ensure that infrastructure is actually provided on the ground. If necessary, the State Government should step-in to support Councils get infrastructure on the ground. THE Great Burragorang Valley Walk The Great Burragorang Valley Walk is a truly unprecedented opportunity to connect three neighbouring Councils, their communities, towns and villages. This Council collaboration will highlight iconic areas of unique natural beauty including the Greater Blue Mountains World Heritage Areas, National Parks and conservation areas. The potential for The Great Walk to become a leading attraction is enormous, enabling both community and visitors to enjoy and appreciate this immense natural landscape with its abundance of Australian native flora and fauna. Through a partnership led by Wollondilly Shire Council and in conjunction with Blue Mountains Council and Wingecarribee Shire Council, the Great Walk initiative is an opportunity to connect our communities, attract visitors and tourism, grow the local and regional economy and ensure our environment and heritage is valued and protected. The Great Walk will offer a setting to attract small group-guided tours and self-guided tours across a series of designated stages to suit individual experience and ability. Council Meeting Agenda 24/08/2020 7.5 Final outcomes of 2020 General Valuation Abstract This report provides detailed information in relation to the 2020 general valuation of all rateable property and recommends a Council resolution to receive the 1 January 2020 General Valuation in accordance with section 7AF of the Valuation of Land Act 1960. The general valuation impacts the distribution of rating liability across the municipality. It does not provide Council with any additional revenue. The distribution of rates is affected each general valuation by the movement in the various property classes. The important point from an equity consideration is that all properties must be valued at a common date (i.e. 1 January 2020), so that all are affected by the same market. Large shifts in an individual property’s rate liability only occurs when there are large movements either in the value of a property category (e.g. residential, office, shops, industrial) or the value of certain locations, which are outside the general movements in value across all categories or locations. -

The Planning and Environment Act 1987 contains objectives for the protection of Distinctive Areas and Landscapes which are: • to recognise the importance of distinctive areas and landscapes to the people of Victoria and to protect and conserve their unique features and special characteristics; • to enhance the conservation of the environment in declared areas including unique habitats, ecosystems and biodiversity; • to enable the integration of policy development, implementation and decision-making through Statements of Planning Policy; • to recognise the connection and stewardship of Traditional Owners. What is the purpose of declaring an area? Declaring the Bellarine Peninsula is a major step in setting out a long-term vision and strategy on how land is used, protected and developed. A map has also been produced of the proposed areas to be protected. The declaration aims to protect the environment, landscape and lifestyle of the Bellarine Peninsula. What happens now that the area has been declared? Now that the Bellarine Peninsula is declared a distinctive area and landscape, a Statement of Planning Policy must be prepared within one year of the declaration. What is a Statement of Planning Policy (SPP)? An SPP will provide the strongest level of planning protection and: • Sets a 50-year vision which identifies the values and attributes to be protected and enhanced • Sets out the long-term needs for the integration of decision making and planning for the declared area • Includes a declared area framework plan that integrates environmental, social, cultural and economic factors for the benefit of the community and encourages sustainable development and identifies areas to be protected and conserved The SPP may also specify protected settlement boundaries. -
