    LIST OF APPROVED MODELS OF FRAMES AND FORKS Version on 11.08.2016 The Approval Procedure of bicycle frames and came into force on 1 January 2011 in accordance with Article 1.3.001bis of the UCI Regulations. From this date, all new models of frames and forks used by licence holders in road (RD), time trial (TT), track (TR) and cyclo-cross (CX) events must be approved on the basis of the Approval Protocol for Frames and Forks available from the UCI website. Approval by the UCI certifies that the new equipment meets the shape requirements set out in the UCI regulations. However, this approval does not certify in any case the safety of the equipment which must meet the applicable official quality and safety standards, in accordance with Article 1.3.002 of the UCI regulations. The models which are subject to the approval procedure are: all new models of frames and forks used by licence holders in road, track or cyclo-cross events, all models of frames and forks under development on 1 January 2011 which had not yet reached the production stage (the date of the order form of the moulds is evidence), any changes made to the geometry of existing models after 1 January 2011. Models on the market, at the production stage or already manufactured on 1 January 2011 are not required to be approved during the transition stage. However, the non-approved models have to comply in any case with the UCI technical regulations (Articles 1.3.001 to 1.3.025) and are subjects to the commissaires decision during events.

    RESOLUTION R-84-04 A RESOLUTION AUTHORIZING THE DISPOSAL OF CERTAIN SURPLUS PROPERTY WHEREAS, Section 2-506 of the Wheaton City Code sets forth a procedure for disposal of property found to be surplus; and WHEREAS, a request to dispose of property described in Exhibit "A" attached hereto and made a part hereof by reference, has been submitted; and WHEREAS, the City Manager has approved said request and forwarded it to the City Council for authorization. NOW, THEREFORE, BE IT RESOLVED by the Mayor and City Council of the City of Wheaton, Illinois, that the City Manager is authorized to proceed with disposal of said surplus property in compliance with the provisions of Section 2-506, and is authorized to either advertise for bids, contact directly likely purchasers, and to take other such responsible means to cause the most profitable recovery to the City of Wheaton, or, if unable to sell said property, give said property to any not-for-profit corporation, organization, or entity having its principal place of business or doing a substantial amount of business in the city, at no charge to the recipient or to junk the property at the least possible cost to the city.     As the principal bicycle manufacturers and suppliers in the United States, accountable for a $6 billion industry, we support legislation that would update laws around the use of electric bicycles (“e-bikes”). Adapting laws to evolving bicycle technology is growing in importance. More and more cyclists are using e-bikes, especially those who wish to continue riding a bicycle but who are limited by age, disability or physical capacity. E-bikes are designed like regular bicycles according to federal manufacturing standards for consumer products, but are easier to operate through the assistance of a small electric motor that is activated when pedaling. E-bikes are safe, support local and national economies and displace vehicular emissions. As a new and clean technology transportation and recreation option, their widespread use can bring the pleasure and freedom of bicycling to millions with no known compromise in consumer safety. Growing e-bike sales also support small businesses, as sensible e- bike policies increase visitation to local bicycle shops and rental fleet companies from both new and existing cyclists. Laws concerning e-bikes are currently outdated in many states and do not accurately reflect the state of e-bike technology or confirm to existing federal law. These laws are confusing for consumers, small businesses and local governments. The federal government has done its part in providing a definition of e-bikes and regulates e-bikes as a consumer product (not a motor vehicle), identical to a traditional bicycle (15 U.S.C. §2085). Updated state legislation would modernize the definition of e-bikes within state vehicle codes so that certain low-speed electric bicycles may be used much like regular bicycles.
