1 The Complexities of Sex Education in Utah Grace Sponaugle Occidental College, Urban & Environmental Policy Professor Cha, Professor Matsuoka, & Professor Shamasunder April 8, 2019 Sponaugle 2 Abstract Utah has a state-wide policy of abstinence education. Abstinence education programs have been proven to be ineffective at delaying the initiation of sex and changing sexual risk behaviors (Santelli et al., 2017), correlating with high rates of teen pregnancies and STIs ((Stanger-Hall & Hall, 2011)(McCammon, 2017)). Limiting the standards by which sex education programs are deemed “effective” to disease and pregnancy prevention, neglects the holistic view of sexual health as defined by the CDC. Therefore, in an attempt to understand the broader implications that sex education has had on youth in Utah, this study examined, through a survey and interviews, the social, cultural, and educational influences that youth in Utah attributed to their sex education. Additionally, this study analyzed how these influences have played a role in the youth’s self perception of their sexual knowledge and sexual health. This research revealed that abstinence education is inherently limited, calling for Utah to expand its sex education framework beyond abstinence education and embrace a comprehensive model for sex education. Name:_____________________________________ Class Period:______ Thematic Review: American Gay Rights Movement Although the topic of homosexuality continues to ignite passionate debate and is often omitted from history discussions due to the sensitivity of the topic, it is important to consider gays and lesbians when defining and analyzing modern American identity. The purpose of this activity is to review the struggle for respect, dignity, and equal protection under the law that so many have fought for throughout American history. Racial minorities… from slaves fighting for freedom to immigrants battling for opportunity… to modern-day racial and ethnic minorities working to overcome previous and current inequities in the American system. Women… fighting for property rights, education, suffrage, divorce, and birth control. Non- Protestants… from Catholics, Mormons, and Jews battling discrimination to modern day Muslims and others seeking peaceful co-existence in this “land of the free.” Where do gays and lesbians fit in? Once marginalized as criminals and/or mentally ill, they are increasingly being included in the “fabric” we call America. From the Period 8 Content Outline: Stirred by a growing awareness of inequalities in American society and by the African American civil rights movement, activists also addressed issues of identity and social justice, such as gender/sexuality and ethnicity. Activists began to question society’s assumptions about gender and to call for social and economic equality for women and for gays and lesbians. Directions and Objectives: Review the events in the Gay Rights Thematic Review Timeline, analyze changes in American identity, and make connections to other historically significant events occurring along the way. -

Goldberg* Courts have long struggled to resolve the question of how far a community may go in exercising its power to treat minority mem- bers differently. Popular prejudice, "community morality" and in- vidious stereotypes repeatedly have had their day in court as judges work to reconcile equal protection and privacy rights with their own attitudes about the place of people of color, women and gay people in society.1 In the early 1990s, the tension between the American ideal of equality and the reality of human diversity starkly emerged. A national wave of citizen-sponsored initiatives seeking to amend state constitutions and local charters to prohibit governments from protecting lesbian, gay and bisexual citizens from discrimination spread across the country. -

UCLA Arthur Ashe Student Health & Wellness Center A Division of UCLA Student Affairs Geno Mehalik, Outreach Manager [email protected] FOR IMMEDIATE RELEASE UCLA’s Arthur Ashe Student Health & Wellness Center Named “Leader” in HRC Healthcare Equality Index for Third Year The Ashe Center joins only 418 healthcare providers nationwide to earn the “LGBTQ Healthcare Equality Leader” designation UC LOS ANGELES, CA –Apr. 2, 2018 – The Human Rights Campaign Foundation (HRC), the educational arm of the nation’s largest lesbian, gay, bisexual, transgender, and queer (LGBTQ) civil rights organization, just released the 11th edition of its annual Healthcare Equality Index (HEI), recognizing The UCLA Arthur Ashe Student Health & Wellness Center as a “Leader” in its efforts to serve the UCLA student community for yet another year. The Ashe Center, a division of UCLA Student Affairs devoted to providing quality, accessible, state-of-the-art healthcare and education to support the unique development of UCLA students, received a similar commendation from HRC last year (“Top Performer”). In 2018, however, The Ashe Center rose to the level of “Leader,” improving on its commitment to inclusive healthcare practices, and expanding on its efforts to meet the needs of all LGBTQ UCLA students. This honor is given to facilities that meet LGBT-inclusive benchmarks that are part of the HRC Foundation’s Healthcare Equality Index, a unique survey that encourages equal care for LGBT Americans by evaluating inclusive policies and practices related to LGBT patients, visitors and employees. The Ashe Center earned top marks in meeting non-discrimination and training criteria that demonstrate its commitment to equitable, inclusive care for LGBT patients, and their families, who can face significant challenges in securing the quality health care and respect they deserve. -

REV. ___ (forthcoming 2017) ANTI-GAY CURRICULUM LAWS Clifford Rosky Since the Supreme Court’s invalidation of anti-gay marriage laws, scholars and advocates have begun discussing what issues the LGBT movement should prioritize next. This article joins that dialogue by developing the framework for a national campaign to invalidate anti-gay curriculum laws—statutes that prohibit or restrict the discussion of homosexuality in public schools. These laws are artifacts of a bygone era in which official discrimination against LGBT people was both lawful and rampant. But they are far more prevalent than others have recognized. In the existing literature, scholars and advocates have referred to these provisions as “no promo homo” laws and claimed that they exist in only a handful of states. -

July 25, 2014 President Barack Obama The White House 1600 Pennsylvania Avenue, NW Washington, DC 20500 Dear Mr. President: We write to encourage robust civil society participation in the upcoming U.S.- Africa Leaders Summit, and in keeping with the theme of the Summit, “Investing in the Next Generation,” we urge particular attention to the rights and opportunities of the next generation of Africans who are lesbian, gay, bisexual and transgender (LGBT). Unfortunately, across much of the African continent today, the contributions of LGBT communities are denied or denigrated; their relationships and organizations are criminalized; and hostile political rhetoric seeks to deny their rightful place in African society. In the face of this repression, civil society leaders are standing up and demanding full citizenship. These brave voices are demanding a better future for all citizens of Africa, regardless of sexual orientation or gender identity, and the Summit provides an unprecedented opportunity to showcase their investments in human dignity. Given how some African governments deny the rights of their LGBT citizens, and the unique role that civil society plays in defending those rights, we urge you to include civil society voices in the official meeting of African leaders during the Summit. We welcome the opportunity for civil society to convene at a forum two days before the leadership meeting, but that forum is not an adequate substitute for civil society participation in the high-level dialogue with heads of state. Recognizing the need for candid discussion at the leadership meeting, we nonetheless believe that civil society participation could be structured to stimulate dialogue without necessarily limiting honest diplomatic exchange. -

ZUGELDER* American lesbian, gay, bisexual, and transgender (LGBT) workers have made great strides toward equal employment rights, and the trend toward equal rights is clear. Still, 52% of LGBT workers can be denied employment or fired simply for being LGBT. This state of the law makes the U.S. lag behind many of its major trading partners, who have already established equal employment in their national laws. While there are a number of routes U.S. law may soon take to end LGBT employment discrimination, private firms, especially those with international operations, will need to determine the best course to take. -

LGBTQ Organizations Unite in Calling for Transformational Change in Policing Black people have been killed, Black people are dying at the hands of police, our country is in crisis, and we all need to take action. We cannot sit on the sidelines, we cannot acquiesce, and we cannot assign responsibility to others. We, as leaders in the LGBTQ movement, must rise up and call for structural change, for divestment of police resources and reinvestment in communities, and for long-term transformational change. Now is the time to take action, and this letter amplifies our strong calls for urgent and immediate action to be taken. Ongoing police brutality and systemic racism have plagued this nation for generations and have been captured on video and laid bare to the public in the United States and around the world. In 2019, more than 1,000 people were killed at the hands of the police.1 We mourn the unacceptable and untimely deaths of Michael Brown, Tamir Rice, Sandra Bland, Philando Castile, Eric Garner, Stephon Clark, Freddie Gray, George Floyd, Breonna Taylor, Mya Hall, Tony McDade, Rayshard Brooks, and many more who were gone too soon. We have seen with increased frequency the shocking video footage of police brutality. Officers have been recorded instigating violence, screaming obscenities, dragging individuals out of cars, using unnecessary force, holding individuals at gunpoint, and kneeling on peoples’ necks to the desperate plea of “I can’t breathe.” These occurrences are stark reminders of a police system that needs structural changes, deconstruction, and transformation. No one should fear for their lives when they are pulled over by the police.
