Without deliberation, a Circuit Court judge found 21- year-old Justin “Jay” Boulay guilty Tuesday on two counts of first degree murder for the strangulation death of his ex-girlfriend. The family of Andrea Will celebrated with tears and hugs as Circuit Court Judge Ashton Waller read the guilty verdict, rejecting the defense’s argument that Boulay, of St. Charles, was insane at the time of the murder of Miss Will, 18, of Batavia. “I do conclude that (Boulay) acted in a knowing way,” Waller said in his ruling. “I reject the argument that he was insane at the time of the killing.” After the verdict was handed down, Boulay hugged his mother, brother and sister. Boulay remained calm after the verdict was read. Boulay was taken into police custody and will be held at Coles County Safety and Detention Center until his sentencing hearing at 1 p.m. May 18 at Coles County Circuit Court. He faces 20 to 60 years in prison for each count. Miss Will’s family publicly thanked State’s Attorney Steve Ferguson, Andrea’s sorority sisters at Sigma Kappa, her friends at Lawson Hall and on campus, and other court and law officials. “Andrea’s voice has not been heard, other than what Steve Ferguson has been able to say for her,” said Dain Meyer, Miss Will’s uncle, reading from a statement from her parents and family. “Andrea was the kindest, gentlest, most caring per- son,” said Miss Will’s mother, Patricia, as tears streamed down her face. “I’m so proud to be her mother. She will always be my special child, I love her forever.” Patricia Will said she will be satisfied with whatever sentence the judge sees appropriate for Boulay. “We felt that justice was done,” said Bruce Will, Miss Will’s father. “That will never replace losing a child.” Geri Thrasher, Miss Will’s roommate when she lived in Lawson Hall, said she was very happy with the verdict. “I’m ecstatic,” Thrasher said. “I’m still shaking. I know (Andrea is) smiling up there.
